Reflection and people central to developing knowledge

A quick report from the European Commission funded Mature project. I am in Vienna this week at a meeting of the project consortium. The project is researching how knowledge matures in organisations and aims to develop and test software tools to support both individual knowledge development and organisational learning.

One of the activities undertaken over the last year was a ‘representative study’ based on interviewing individuals from 125 companies in Europe and look at how knowledge was developed and shared in their enterprise. The results of the survey will be published in the near future on the project web site.

One of the most interesting findings is what processes people perceived as important for knowledge maturing within their organisation and how ell they though these processes were important. The two processes perceived as most important were ‘reflection’ and ‘building relationships’ between people. These were also the two processes seen as amongst the least supported.

This could be seen as offering a strong steer for the development of new software tools. mature is already testing the prototype of a ‘people funding’ tool, designed to make more transparent the skills, competences and interests of employees in an organisation. The issue of ‘reflection’ is more complex. e-Portfolio researchers have always emphasised the centrality of reflection to learning, yet it is hard to see concrete examples of how this can be supported. Your comments on this would be most welcome.

Not going to uni?

It is not often that I quote the Strathclyde Telegraph. But Jo has pointed out to me this interesting article about how young people in the Uk are pressurised into going to univeristy when it may not be the bext option for them.

The article quotes research conducted by Notgoingtouni.co.uk which “has found that nearly 40% of school leavers feel pressured into attending university by teachers, and 28% said that their parents expected them to take the academic route while a further 20% felt that university was the only career option being made available to them.”

It goes on to cite the Edge foundation who report “1 in 4 students are dropping out of university, with bad advice from careers services being held as one of the reasons: “It is clear that many people are not being advised on the best option for them and their future”.

A Yougov poll has also found that 65% of teachers feel that there is no clear progression for vocational qualifications, unlike the 85% who feel that there is such development for academic ones.

Sarah Clover, of Notgoingtouni.co.uk commented on the findings:

“Despite the name we are in no way against university but sadly experience has shown that many careers advisors are ill equipped to provide guidance on vocational opportunities, leaving young people feeling that university is the only option available to them… careers advisors must be made to learn about the options outside of the traditional university route.”

This research shows the need for both an improvement in careers advice in the UK to include options other than univeristy but also the necessity to raise the prestige of apprenticeships. Ironically labour market data suggests that apprentices find it far easier to find employment than graduates. However the long term pay prospects for graduates remains better than that of apprentices. More flexible work based learning provision could allow progression routes from apprenticeship to higher qualifications. Alternatively, an extension of apprenticeship for graduates could both allow the development of work based skills and knowledge and develop more parity between the different routes.

Skills do not become obsolescent

I wrote a blog post earlier this week abut how much of our present training system is based on a deficit model – of looking at what skills and knowledge we think workers in particular occupation should have, at measuring what skills and knowledge they do have and then providing training to match the gap. I suggested this was an inefficient and reductionist approach, instead suggesting we should build from the skills an knowledge people have now to that which they could have with support for learning.

Today a call for tender dropped into my email box from the European Centre for  Vocational Education and Training (CEDEFOP). The tender is for data collection for skills obsolescence for older workers. And to my mind it illustrates just what we should not be doing. The tender says:

“Parallel and in close connection to its skill demand and skill supply activities, Cedefop is also analysing skill mismatch at various levels. To guide such analysis, five priorities for research have been identified. These priorities are: 1) improve measurement of skills and skill mismatch; 2) examine the persistence of skill mismatch and its impacts; 3) improve understanding of skill mismatch processes, its dynamics and the consequences of skill mismatch; 4) focus on skill mismatch for vulnerable groups on the labour market; and 5) improve data availability and use. The work carried out in the context of this tender and subsequent analysis by Cedefop aims to address aspects present in all research priorities simultaneously.

Attention among policy makers for skill obsolescence as an explanation for mismatch has increased significantly as a result of increasing changes in work and organisations. Cedefop (2009) concluded that from a lifelong learning policy perspective, the question of how and how fast skills become obsolete is crucial. However, this preoccupation has not been endorsed by current research, with most empirical studies dating back to the 1970’s and early 1980’s. Current research on skills obsolescence tends to focus on its impact on wages. Apart from some insights dating back to classical studies among engineers (for an overview, see Cedefop, 2009 and De Grip et al, 2002), little is known about how fast different types of skills become obsolete, how skill obsolescence interacts with training and skill development and how skills obsolescence processes work.”

The idea of matching the skills of individuals and the skills needed in an economy is a futile dream. Skills needs and usage are dynamic and constantly changing. Even more critical is that such approaches ignore the potential of skilled workers to shape production and work processes – and thus to develop innovation. The skills matching approach assumes a pseudo semi scientific, econometric formula for measuring skills. But lets look at the wording again. Much depends on how we interpret skills and I suspect this tender is very much based on a narrow Anglo Saxon understanding of skills and competences. But it is not the skills of the worker (or the worker themselves) who become obsolescent. rather it is that changing work processes and changing forms of production require new skills and knowledge – skills and knowledge that build on past learning. And older workers are often those with the experience to teach others – to be a Significantly Knowledgeable Other to use Vygotsky’s term.

A policy of innovation should be based on using to the full the skills and competences and workers and on developing workplaces to facilitate learning through meaningful work tasks – rather than using tools to measure how obsolescent older workers skills are.

Informal learning in apprenticeships

Here is the second in my series on informal learning. This is an extract from a a paper called ‘Rediscovering Apprenticeship?: A Historical Approach’ which I wrote in 1997. The paper, based on an interview with my father, provides a narrative account of an apprenticeship as a coach fitter in the Great Western Railway works in Swindon, England in the 1940s. “Apprentices were moved around between the gangs, usually spending about three months with a particular gang before the foreman would move them on. “Although it was not hard and fast we were moved in a fairly organised way. Apprentices always started on No 1 gang, which was a light job based in a siding outside the shop where we had to refurbish drop light windows. This meant removing the drop lights and the mouldings, which would be repaired inside, and then re-glazing the windows prior to fitting them back in the coach. After three months we were moved to a gang that undertook more complex work. The work got a little more complex with each move.

The chargeman for each gang was responsible for telling us what to do. Inside No. 7 shop we were mainly working on a bench. The men working on the next bench would show us how to do each job. When we were working outside the shop we were put with an individual tradesman who would teach us the job. Obviously some were better than others were”.

There was no written curriculum or even a list of skills or tasks that had to be learnt. “What we learnt depended totally on what a particular shop did. In fact our work was similar to a cabinetmaker. We were expected to achieve a tip-top finish. When we were working on the drop lights we would spend a whole day just sand papering – and then often the chargehand would make us do them all again. Time was not a problem – the question was quality”.

There were no written plans or procedures – learning was from practice. “Later I was sent ‘up the line’ to work outside the shop with the door gang. That was where I got my first interest in crossword puzzles. The tradesman was called Ted Quinn”. The door gang was responsible for hanging the interior doors in the carriages. “There is an art to hanging doors and making them slide – a knack to it. We had to screw a quarter inch rod with brackets above the door. The doors hang and rolled along the rod on wheels. If they were too high they would lift off the bottom guide rail, if they were too low they would stick or come off the rollers. Ted Quinn would get it right every time. He was fast enough that he would do a little work, then settle back to his crossword puzzles. If an apprentice mastered the skill he would be kept on the gang but some could never get the knack of it”.

New work, rather than repair and renovation, was highly regarded, mainly because it paid more. One of the best jobs was fitting the interior of compartments. This involved erecting the seats, interior panelling, mirrors, and putting up the net and blinds. Tradesmen would aim to complete one compartment each day. “Apprentices could be seen as a hindrance in this work – if you were not good you could slow the job down.” There were a number of specific skills to be mastered: “The best tradesman was a Hector Neaves. Everyone knew him as ‘one cut Neaves’. He would look at something and then cut a piece of wood which would fit first time nine times out of ten”.

There were no formal tests or assessment, neither was there any requirement to attend school. Those that did go to night-school could study for a National Diploma. This offered the opportunity on completion of apprenticeship to transfer to the Drawing Office, a position that was highly paid and the highest status. Many of the workers in the Drawing Office had passed their 11 plus and stayed on at school until the age of 16 prior to entering an apprenticeship. Few working class students went on to university. Other ‘grammar school boys’ joined the railway as clerks, a position which paid better and where they could “wear clean clothes”. Clerks also worked only 44 hours a week compared with 50 hours for tradesmen and labourers.”

Infrastucture is still an issue for learning in organisations

I caused some amusement on Twitter yesterday, tweeting out “Anyone know of closed group microblogging service which will run on windows 2000 / IE6?.” Lets provide some background to this.

I am helping run an on-line course for a large education provider.

The management is keen on professional development to update staff on how to use Web 2.0 and social software as part of their professional practice.

Cutting a long story short, the difficulties started when we found they were unable to access Elluminate from some of their computers. Things got worse when we discovered they were unable to access most to the sites we wished the learners to use e.g youtube, slideshare, Facebook due to a corporate Firewall.

We worked around the problem with the IT department taking down the firewall for nominated users, using a special log in.

We decided to use Edmodo for communication between the participants. Then, yesterday, we discovered that  many of the organisations computers are using Internet Explorer 6 on Windows 2000 operating system. Edmodo will not work on this set up. Hence the flurry of last minute searching for a solution. Thanks to advice from @wollepb we looked at the free cloud hosted service of Laconia from StatusNet. This is an impressive service, through in the end we decided to throw caution to the wind and go with Twitter.

Now for some lessons. If education organisations wish to use Web 2.0 and social software, they have to ensure proper access, both through the Internet and through appropriate up to date hardware and software. Indeed, there is little justification for using Internet Explorer 6 in this day and age. And corporate firewalls are hindering the productivity of organisations and even more so the ability of staff for informal learning in the workplace.

But, in this case at least, the managers are keen for learning to take place. I suspect they simply did not know of their organisation’s IT policies or understand the implications. Equally I am sure the IT department has been acting as they see it in the best interests of users in delivering a service with an ageing infrastructure. And I also fear this situation is not so uncommon in education organisations around the world.

The answers? I think managers and IT departments have to understand that the provision of computers and internet access is not just a technical issue. It effects the ability of staff to deliver services. It inhibits the development innovative pedagogies and services. Our pre-course questionnaire suggests most of the participants are familiar and have used many social software services, presumably from home. Lack of work access can only lead them to conclude that such services are not part of their professional practice but are limited to social use. Maybe we could devise some kind of model policies or better still policy discourse to allow organisations to explore these issues.

Rethinking school: Ivan Illich and Learning Pathways

The first of a new series of articles on rethinking education. This one – on rethinking schools – is a quick review of an excellent article by Ivan Illich, published in The New York Review of Books, Volume 15in 1971, and entitled ‘A Special supplement: Education without School: How it Can Be Done‘. Illich, best known for his groundbreaking book, Deschooling Society, remains as relevant today as he was 40 years ago. And in many ways he anticipated the use of computers for social networking and collaborative learning.Many thanks to Barry Nyhan for sending me the link to the article.

Illich starts the article by contrasting the function of school with how people really learn.

In school registered students submit to certified teachers in order to obtain certificates of their own; both are frustrated and both blame insufficient resources—money, time, or buildings—for their mutual frustration.

Such criticism leads many people to ask whether it is possible to conceive of a different style of learning. The same people, paradoxically, when pressed to specify how they acquired what they know and value, will readily admit that they learned it more often outside than inside school. Their knowledge of facts, their understanding of life and work came to them from friendship or love, while viewing TV, or while reading, from examples of peers or the challenge of a street encounter. Or they may have learned what they know through the apprenticeship ritual for admission to a street gang or the initiation to a hospital, newspaper city room, plumber’s shop, or insurance office. The alternative to dependence on schools is not the use of public resources for some new device which “makes” people learn; rather it is the creation of a new style of educational relationship between man and his environment. To foster this style, attitudes toward growing up, the tools available for learning, and the quality and structure of daily life will have to change concurrently.

illich saw the schooling system as a product of consumer society.

School, ….. is the major component of the system of consumer production which is becoming more complex and specialized and bureaucratized. Schooling is necessary to produce the habits and expectations of the managed consumer society. Inevitably it produces institutional dependence and ranking in spite of any effort by the teacher to teach the contrary. It is an illusion that schools are only a dependent variable, an illusion which, moreover, provides them, the reproductive organs of a consumer society, with their immunity.

In contrast to the consumer driven schooling system Illich proposed developing learning networks.

I believe that no more than four—possibly even three—distinct “channels” or learning exchanges could contain all the resources needed for real learning. The child grows up in a world of things, surrounded by people who serve as models for skills and values. He finds peers who challenge him to argue, to compete, to cooperate, and to understand; and if the child is lucky, he is exposed to confrontation or criticism by an experienced elder who really cares. Things, models, peers, and elders are four resources each of which requires a different type of arrangement to ensure that everybody has ample access to them.

I will use the word “network” to designate specific ways to provide access to each of four sets of resources. …. What are needed are new networks, readily available to the public and designed to spread equal opportunity for learning and teaching.

Illich was particularly concerned over open access to educational resources. her put forward four different approaches for enabling access.

1.) Reference Services to Educational Objects—which facilitate access to things or processes used for formal learning. Some of these things can be reserved for this purpose, stored in libraries, rental agencies, laboratories, and showrooms like museums and theaters; others can be in daily use in factories, airports, or on farms, but made available to students as apprentices or on off-hours.

2.) Skill Exchanges—which permit persons to list their skills, the conditions under which they are willing to serve as models for others who want to learn these skills, and the addresses at which they can be reached.

3.) Peer Matching—a communication network which permits persons to describe the learning activity in which they wish to engage, in the hope of finding a partner for the inquiry.

4.) Reference Services to Educators-at-large—who can be listed in a directory giving the addresses and self-descriptions of professionals, para-professionals, and free-lancers, along with conditions of access to their services. Such educators, as we will see, could be chosen by polling or consulting their former clients.

Illich was concerned that modern industrial design was preventing access to the world of ‘things’ or ‘educational objects’ which are critical for learning.

Industrial design creates a world of things that resist insight into their nature, and schools shut the learner out of the world of things in their meaningful setting……At the same time, educational materials have been monopolized by school. Simple educational objects have been expensively packaged by the knowledge industry. They have become specialized tools for professional educators, and their cost has been inflated by forcing them to stimulate either environments or teachers.

Skill exchanges would be central to networked learning in a deschooled society and despite the uses of new technology face to face communication would remain important.

A “skill model” is a person who possesses a skill and is willing to demonstrate its practice. A demonstration of this kind is frequently a necessary resource for a potential learner. Modern inventions permit us to incorporate demonstration into tape, film, or chart; yet one would hope personal demonstration will remain in wide demand, especially in communication skills.

The schooling system was leading to a skills scarcity.

What makes skills scarce on the present educational market is the institutional requirement that those who can demonstrate them may not do so unless they are given public trust, through a certificate. We insist that those who help others acquire a skill should also know how to diagnose learning difficulties and be able to motivate people to aspire to learn skills. In short, we demand that they be pedagogues. People who can demonstrate skills will be plentiful as soon as we learn to recognize them outside the teaching profession.

Illich put forward the idea of a ‘skills bank’ for exchanging tecahing and learning.

Each citizen would be given a basic credit with which to acquire fundamental skills. Beyond that minimum, further credits would go to those who earn them by teaching, whether they serve as models in organized skill centers or do so privately at home or on the playground. Only those who have taught others for an equivalent amount of time would have a claim on the time of more advanced teachers. An entirely new elite would be promoted, an elite of those who earn their education by sharing it.

As well as access to skills models peer learning would lie at the centre of a new learning society, with computers allowing peer matching.

The operation of a peer-matching network would be simple. The user would identify himself by name and address and describe the activity for which he seeks a peer. A computer would send him back the names and addresses of all those who have inserted the same description. It is amazing that such a simple utility has never been used on a broad scale for publicly valued activity.

In its most rudimentary form, communication between client and computer could be done by return mail. In big cities, typewriter terminals could provide instantaneous responses. The only way to retrieve a name and address from the computer would be to list an activity for which a peer is sought. People using the system would become known only to their potential peers.

A complement to the computer could be a network of bulletin boards and classified newspaper ads, listing the activities for which the computer could not produce a match. No names would have to be given. Interested readers would then introduce their names into the system.

School buildings would become neighbourhood learning centres.

One way to provide for their continued use would be to give over the space to people from the neighborhood. Each could state what he would do in the classroom and when—and a bulletin board would bring the available programs to the attention of the inquirers. Access to “class” would be free—or purchased with educational vouchers. …..The same approach could be taken toward higher education. Students could be furnished with educational vouchers which entitle them for ten hours yearly private consultation with the teacher of their choice—and, for the rest of their learning, depend on the library, the peer-matching network, and apprenticeships.

Whilst traditional teachers would no longer be required there would be need for a new ‘professional educators.’

Parents need guidance in guiding their children on the road that leads to responsible educational independence. Learners need experienced leadership when they encounter rough terrain. These two needs are quite distinct: the first is a need for pedagogy, the second for intellectual leadership in all other fields of knowledge. The first calls for knowledge of human learning and of educational resources, the second for wisdom based on experience in any kind of exploration. Both kinds of experience are indispensable for effective educational endeavor. Schools package these functions into one role—and render the independent exercise of any of them if not disreputable at least suspect.

Finally, students would develop individual learning pathways through networked learning.

If the networks I have described can emerge, the educational path of each student would be his own to follow, and only in retrospect would it take on the features of a recognizable program. The wise student would periodically seek professional advice: assistance to set a new goal, insight into difficulties encountered, choice between possible methods. Even now, most persons would admit that the important services their teachers have rendered them are such advice or counsel, given at a chance meeting or in a tutorial.

Apprenticeships in Computing: a Vygotskian approach?

I am much taken with David Hoover;s Top 5 Tips for Apprentices, based on his book ‘Apprenticeship Patterns‘, and reported on by James Taylor in the O’Reilly Radar blog. Although the book is looking at the Computer Industry the pedagogic approach could hold true for any knowledge intensive industry. Critically Hoover sees computing as a craft skill.

James Turners says:

“According to Hoover, one way to ease the transition into real life development is to use an apprenticeship model. His book draws on his own experience moving from being a psychologist to a developer, and the lessons he’s learned running an apprenticeship program at a company called Obtiva. “We have an apprenticeship program that takes in fairly newcomers to software development, and we have a fairly loose, fairly unstructured program that gets them up to speed pretty quickly. And we try to find people that are high-potential, low credential people, that are passionate and excited about software development and that works out pretty well.”

Hoover bases his approach to apprenticeship on Vykotsky’s idea of a Significant Other Person who he describes as a mentor.

“For people that had had successful careers, they only point back to one or two people that mentored them for a certain amount of time, a significant amount of time, a month, two months, a year in their careers.”

He also points to the potential of a distributed community of practice for personal learning, including finding mentors outside a company the ‘apprentice’ is employed in.

For me personally, I wasn’t able to find a mentor at my company. I was in a company that didn’t really have that many people who were actually passionate about technology and that was hard for me. So what I did is I went to a user group, a local Agile user group or you could go to a Ruby user group or a .net user group, whatever it is and find people that are passionate about it and have been doing it for a long time. I’ve heard several instances of people seeking out to be mentored by the leader, for me that was the case. One of our perspective apprentices right now was mentored by the leader of a local Ruby user group. And that doesn’t necessarily mean you’re working for the person, but you’re seeking them out and maybe you’re just, “Hey, can you have lunch with me every week or breakfast with me every other week.” Even maybe just talking, maybe not even pairing. But just getting exposure to people that have been far on the path ahead of you, to just glean off their insights.

And he points out the value of being that Significant Other Person to those providing the mentoring.

At a certain point in your career, your priorities shift from learning being the most important thing, to delivering software is the most important thing, then mentoring becomes part of your responsibilities. It’s something you take on if you’re following the craftsmanship mentality of apprentice to journeyman to master. And transitioning from apprentice to journeyman, part of that is taking on more responsibility for projects and taking on more responsibility for mentoring.

Although there is no explicit reference to Vygotsky in James Taylor’s review of Hoover’s book, the Top five Tips for Apprentices correspond to Vygotsky’s model of learning through a Zone of Proximal Development.

  1. Understanding where you’re at.
  2. Find mentors who are ahead of you in the field
  3. Find some peers to network with.
  4. Perpetual learning.
  5. Setting aside time to practice

I haven’t read the book but intend to. It is rare to find an such a model for learning in an advanced knowledge based industry like computing. And the drawing of parallels with the craft tradition of apprenticeship provides a potential rich idea for how learning can be organised in today’s society

New Skills for New Jobs – many words but not much action

I have just finished reading the ‘New Skills for New Jobs: Action Now‘ report by the Expert Group on New Skills for New Jobs prepared for the European Commission. it is hard to know how important these advisory reports are – but there is little doubt that they reflect the direction of thinking of both the European Commission and European Member States. Furthermore, the European Commission is a major funder of training through the European Social Fund, and also sponsors research and pilot programmes through the Lifelong Learning programme.

The report is interesting in that the self congratulatory hyperbole of the Lisbon Declaration and various follow up initiatives has all gone.

No longer are we to be the most innovative and best educated region of the world by some future date.

Instead the first part of the report presents a sober and somewhat pessimistic viewpoint towards education, skills and employment in Europe.

“Nearly one third of Europe’s population aged 25-64, around 77 million people, have no, or low, formal qualifications and only one quarter have high level qualifications”, the report says. “And those with low qualifications are much less likely to participate in upskilling and lifelong learning. Furthermore, nearly one third of Europe’s population aged 25-64, around 77 million people, have no, or low, formal qualifications and only one quarter have high level qualifications. And those with low qualifications are much less likely to participate in upskilling and lifelong learning. Furthermore,of the five European benchmarks in education and training set for 2010, only one is likely to be reached. Worryingly, the latest figures show that 14.9 % of pupils leave school early with several countries suffering from extremely high drop-out rates; the performance in reading literacy is actually deteriorating. This is not only unacceptable but means that we are way off
meeting the 10 % European target of early school leavers. We are, indeed standing on a ‘burning platform’.

Europe aims to be amongst the most highly skilled regions in the world, yet many European countries are not even in the top 20.flexible learning pathways, and focus on the development of essential skills as well as job-specific skills.”

The report summarises “these essential, transversal, skills” as “mother tongue; foreign language; maths, science and technology; digital competence; learning to learn; social and civic competences; sense of initiative and entrepreneurship;
and cultural awareness/expression.”

The second half of the report is given over to a series of policy recommendations. And despite a promising start in calling for  “‘skills ecosystems’ in which individuals, employers and the broader economic and social context are in permanent dynamic interaction”, there is little new. Much seems to be an exhortation to greater activity and effort but with few practical proposals for change other than more flexibility, more openness and more attention to the labour market.

“It is essential that the European Commission, Member States and employer organisations, in close co-operation with
education and training providers and trade unions, ‘make the case’ for skills and use modern information, communication and marketing techniques to encourage greater commitment to skills upgrading by individuals, employers and public agencies.training and employment.”

Where genuinely radical proposals are put forward they seem designed to shift more responsibility on the individual for ensuring their skills needs match market demand, albeit with some incentives.

“In order to rise to these challenges, education and training must be made more relevant to labour market needs, and more responsive to learners’ needs. This requires more than tinkering with systems and institutions: it compels us to rethink what we want from education”, the report says. But where is that rethinking, other than reshaping educational organisations to meet market needs (and this is hardly new).

There are four sub areas to the recommendations:

1. Provide the right incentives to upgrade and better use skills for individuals and employers.
2. Bring the worlds of education, training and work closer together.
3. Develop the right mix of skills.
4. Better anticipate future skills needs.

Worryingly in providing an example of measures which can help promote higher skills levels the report turns to vouchers – as piloted and discredited in the UK some years ago.

“Two tools to do this are learning vouchers and learning accounts; in the latter an employee can save and accumulate public and private funding and time off from work in order to undertake periodical training.”

The report says “Public spending on labour market programmes, education and training should not be reduced in times of uncertainty (someone should tell that to Peter Mandelson). However its proposes that such funding should be “directed to effective preventive and curative measures.”

Indeed the report goes on to more directive advice for the role of public education organisations or Public Employment Services (PES). “PES should consistently design their training schemes according to market needs as well as to stimulate entrepreneurship and self-employment.”

At the level of design of training programme sand qualifications the report calls says “A systematic matching of job profiles, breaking down job vacancies to their individual components (both of job specific and generic skill requirements), can serve as the basis for effective and efficient matching.”

The call to “Prioritise guidance and counselling services and motivational support for individuals improve the quality of these services and ensure that they tackle stereotypes”, is welcome. Far less is the proposal to establish league tables for courses through  publicising ” in a visible and comparable format on the web the opportunities and offers, as well as the prices and returns, of public and private education and training courses, so that individuals can make informed choices.”

In terms of pedagogy it is little surprise that the report backs the present initiative by the European Commission to promote learning outcomes based programmes. “The learning outcomes approach can serve best the needs of both the learner and the labour market, provided that employers are involved in defining, designing, certifying and recognising learning outcomes. It can help to develop a common language: instead of classifying jobs by occupational type and required qualification, as has been the case so far, we can now move toward describing both in terms of skills and competences.”

There is an interesting section which further refers to transversal skills, here far more narrowly defined. “Moreover, young people often complain that they feel unprepared for the world of work when they get there. The missing link, in
part, lies in a set of desirable skills such as the ability to work quickly, analyse and organise complex information, take responsibility, handle crisis, manage risk and take decisive action.”

There is surprisingly little discussion of digital skills and identities. However the report does say: “Digital and media literacy will be crucial both for life and work, and we should tend to the new goal of digital fluency. For an increasing number of jobs, indeed, digital fluency is increasingly required.”

Learning through work is also promoted but with few examples as to how this can be developed. Indeed much more attention is given to the idea of mini companies within education – the report says these should be introfuced at all levels to help students learn to be entrepreneurial.

All in all a disappointment. I would share the authors concerns over the state of education and skills in Europe and also that spending should be increased and not cut back. But they have failed to propose anything new. Indeed most of the practical policies strongly resemble the attempts by the UK Labour government to reform education and training to be more responsive to market needs and to promote individuals taking more responsibility for their skills and employability. And look where that got us.

More on Competence

More thoughts on competence – mostly in my attempts to develop an idea of how mobile devices could be used for learning in the workplace – and in particular for practice based and informal learning.

In my last post on this subject I pointed to definitions of competence from German research seeing the main aim of the development of competence is the ‘formation of personality structures with a view to coping with the requirements of change within the process of transformation and the further evolution of economic and social life.’

This definition is counter-posed to the more narrow and functionalist views of competence more common in the UK and USA research and education and training systems.

In this post I want to revisit earlier research work in Germany by Gerald Heidegger and Felix Rauner who looked at occupational profiles. Occupational profiles are in effect groups of competencies based on individual occupations. In Germany there are over 360 officially recognised occupations.

Heidegger and Rauner  were commissioned by the Government of Rhineland Westphalia to write a Gutachten (policy advice) on the future reform and modernisation of the German Dual System for apprenticeship training.

They recommended less and broader occupational profiles and, if my memory is right, the idea of wandering occupational profiles. By this term they were looking to map the boundaries between different occupations and to recognise where competences from one occupation overlapped with that of another. Such overlaps could form the basis for boundary crossing and for moving from one occupation to another.

Heidegger and Rauner’s work was grounded in an understanding of the interplay between education, work organisation and technology. They were particularly focused on the idea of work process knowledge –  applied and practice based knowledge in the workplace. This was once more predicated on an idea of competence in which the worker would make conscious choices of the best actions to undertake in any particular situation (rather than the approach to competences in the UK which assumes there is always a ‘right way’ to do something).

Per Erik Ellstroem from Sweden has put forward the idea of Developmental Competence – the capacity of the individual to acquire and demonstrate the capacity to act on a task  and the wider work environment in order to adapt, act and shape (design) it.

This is based on the pedagogic idea of sense making and meaning making through exploring, questioning and transcending traditional work structures and procedures. In a similar vein, Rauner has come up with the idea of holistic work tasks, based on the idea that a worker should understand the totality of the work process they are involved in. He has proposed collaboration between small companies to ensure broad based training for apprentices.

One of the major problems within the German apprenticeship training system (which accounts for over half of the age cohort leaving school each year) is lack of co-ordination between the school and company based parts of the training. However, a mobile based Personal Learning Environment could allow apprentices to control their own learning and sense making through linking up practical tasks in the workplace to the more theory based school learning.  Informal and work based learning could potentially be mapped against competences with such a system.

Developing mobile applications to support My Learning Journey

A quick post about mobile devices and work based learning – which I know I have been going on about a lot lately.

So far most of the work on mobile learning at a practical level seems to me to fit into four categories:

  • applications designed to provide information for students – about their courses, lecture times, venues, transport information, buildings etc.
  • what might be called learning objects – small apps designed to support learning about a particular topic or issue – often using multi media
  • apps or projects aiming to improve communication between learners or between learners and teachers
  • information – revision guides etc. designing to promote mobile access to resources

There is nothing wrong about any of these and they all may be useful in pushing mobile learning forward. But I think they may fail to really extend forward ideas about tecahing and learning 0 they are all essentially repackaging existing elearning applications for mobile devices.

The big potential I see for mobile devices is in their affordances of being always on – or almost always on, in the fact that we already accept the idea of the frequent but sporadic use of the devices for all kinds of activities such as taking photos and messaging – as well as making telephone calls – and that they are portable.

in other words – taking learning support to areas it has not been taken to before. And prime amongst these is teh workplace. It is little coincidence that many of the main take-up areas for elearning are for those occupations which involve regular use of computers e.g in ICT occupations, in marketing and management etc. Ans one of the main issues in developing elearning for vocational or occupational learning is the contextual nature of such learning and the high cost of producing specific learnng materials for relatively low numbers of learners. Vocational students often wish for learning materials to be in their own language, thus exacerbating the problem of small numbers of users for specific occupations.

It is also interesting to note that despite many researchers pointing to the importance of reflection as a key pedagogic tool, there has been limited pedagogic and technical development to facilitate such an approach.

The use of mobile devices can overcome this. They can be used in specific contexts of location, tasks, experince, colleagues and allow ready means of reflection through the use of photographs, video, text and audio.

If linked up to a server based ‘portfolio’ this could form an essential part of a Personal Learning Environment. Furthermore the learning materials become the entire work environment, rather than custom built applications. And tools such as Google Goggles could easily be incorporated (although I have to say it seems more alphe than beta ot me – I havent managed to get it to recognise a single object so far!).

I am mush taken with a free Android Ap called Ontheroad. It doesn’t do much. It is designed its ays for you to share your adventures on the road You have to set up a free account on a web site. You can publish active trips (I am going to try to make one this week). You can add articles including your position by GPS, you can add text, multimedia, dates and choose which trip to publish it to though the telephone network or by SMS. You can browse existing articles and look at comments. You can add media including photos already on your gallery. Or you can record a video (audio support seems limited).

And it is all synced through a server. It would not take much to refocus this app to a Learning Journey, rather than a road trip. And it could be incredibly powerful in terms of work based learning.

So I do not see a great technical challenge. the bigger challenge is in developing a pedagogic approach which incorporates informal learning in the workplace and such a portfolio based on practice within formal approaches ot education and training.

    Racial bias in algorithms

    This week, Twitter apologised for racial bias within its image-cropping algorithm. The feature is designed to automatically crop images to highlight focal points – including faces. But, Twitter users discovered that, in practice, white faces were focused on, and black faces were cropped out. And, Twitter isn’t the only platform struggling with its algorithm – YouTube has also announced plans to bring back higher levels of human moderation for removing content, after its AI-centred approach resulted in over-censorship, with videos being removed at far higher rates than with human moderators.


    Gap between rich and poor university students widest for 12 years

    The gap between poor students and their more affluent peers attending university has widened to its largest point for 12 years, according to data published by the Department for Education (DfE).

    Better-off pupils are significantly more likely to go to university than their more disadvantaged peers. And the gap between the two groups – 18.8 percentage points – is the widest it’s been since 2006/07.

    The latest statistics show that 26.3% of pupils eligible for FSMs went on to university in 2018/19, compared with 45.1% of those who did not receive free meals. Only 12.7% of white British males who were eligible for FSMs went to university by the age of 19. The progression rate has fallen slightly for the first time since 2011/12, according to the DfE analysis.


    Quality Training

    From Raconteur. A recent report by global learning consultancy Kineo examined the learning intentions of 8,000 employees across 13 different industries. It found a huge gap between the quality of training offered and the needs of employees. Of those surveyed, 85 per cent said they , with only 16 per cent of employees finding the learning programmes offered by their employers effective.
