Learning Layers – What are we achieving with our fieldwork of Year 1 (Part 1: Overview)

In my previous post I looked back at my blogging on the Learning Layers (LL) project during its first year of activities. I explained how the most recent weeks have been characterised by reporting and preparation for the Year 1 review. I also made the claim that our fieldwork has progressed from a transition phase (August/September) and made clear steps forward. Now it is time to have a closer look at what has happened and why I give it such an importance.

However, before we go into details, it is worthwhile to clarify on what basis I am making these comments and what status I assume them to have.

Firstly, I do not try to give an overall picture of the LL project as a whole – and not even on the work in the construction sector. During the recent months I have been mainly involved in the cooperation with Bau ABC (with focus on LL Design team Sharing Turbine and its prototype Rapid Turbine). Thus, I have not been able to follow parallel developments as thoroughly.

Secondly, my role has varied in different activities – sometimes I have been in charge of the interpretation but most often I have been the one to make notes and reports. Thus, I have had to keep an eye on the whole process and the details as well.

Thirdly, I am not trying to write these comments only from the perspective of ITB but looking at the fieldwork as our joint effort – the research & development partners, technical support partners and application partners working together.

I formulated deliberately my question as follows: What are we achieving with our fieldwork of Year 1?I didn’t ask: What have we achieved …? What is the great difference ? Does it really matter, how the question is posed. To me and to us it does. The latter question draws attention to the results but leaves aside the process, how they have been achieved. The question that I have raised draws attention to the process and results as preconditions for each other. In this respect, what we see as results now, may not be the whole truth of the achievements, if the process has more potential and is only becoming mature.

Finally, I do not wish to give a list of separate achievements or indicators of improvement. Instead, I try to give a picture of (initially) separate initiatives and activities that are growing together as mutually supporting processes. Moreover, I want to give a picture of growing user engagement. Here we can give examples of the empowerment of trainers as contributors to participative processes – as dialogue partners in design sessions and as peer learners and peer tutors in training activities. And finally, what we have been seeing in the recent phases, is the growing interest to involve others once the activities are getting consolidated.

In the next blog articles of this series I will focus on the following activities and demonstrate, how they exemplify the process dynamics that I have outlined above:

 a) The developments in the work of the LL design team Sharing Turbine and in the work with the Y1 prototype Rapid Turbine (see the next blog post – Part 2);

b) The developments in the training activities – progress from singular initiatives towards a coherent and scalable training concept (see the following post – Part 3.

I stop my introductory remarks here and try to get to the two above promised blog articles without further delay.

Hack your career

I don’t normally post press releases on this site. Too much corporate speak. But I make an exception in this case. Regular readers will know that for the last three years I have been playing with the possibility of using open data for people to make choices about their future jobs and careers – whether it be moving to a new area to seek work, changing careers or selecting a university or college course. For the past two years we have been working with Warwick University and Raycom on the UK Commission for Education and Skills sponsored LMI for All project. the project has developed a database and APi providing access to a range of Labour Market Information. The work has proved challenging in terms of negotiating access to different data sets, ensuring the data is non disclosive and cleaning the data and in developing the technical infrastructure to provide easy access but at the same time ensuring the security of the data.

The beta vesrion of the APi was released in June this year. Whilst we provide access to a web based data explorer we do not provide apps. Instead the idea os to  Over the autumn we have been upgrading the infrastructure and adding more datasets including the US O*Net data. Whilst we provide access to a web based data explorer we do not provide apps. Instead the idea to encourage third party developers, including careers web sites, to themselves develop web and mobile applications based on the API.  And yesterday UKCES, working together with together with Loudsource have launched a CareerHack competition for apps based on the API.

The press release says:

A NEW competition launched today is calling on developers from across the globe to create an app to help people hack into a new career and win a share of £20,000 in the process.

The CareerHack contest, run by the UK Commission for Employment and Skills (UKCES), is asking developers to find innovative and inspiring ways of using data made available through its LMI for All data site. This is a unique portal containing Labour Market Information (LMI) on employment, skills and future job market predictions, which for the first time makes the different sources of information compatible with each other and available in the same place.

The winner will be given £10,000 to spend as they wish, with £5,000 going to the runner-up.  A special £5,000 prize is available to college students aged 16-24, giving the opportunity for the tech-leaders of tomorrow to showcase their talents and skills.

Michael Davis, Chief Executive of UKCES said:

“We wanted to find a way to allow as many people as possible to benefit from our open data approach to careers and jobs intelligence. An open innovation contest for developers is the perfect solution and we’re delighted that there is a special category for young people studying in college. I’m looking forward to seeing the creativity of app developers from across the world.”

The LMI for All data portal brings together extensive careers intelligence providing a single point of access to the data needed to answer common career questions such as how many people currently work in a particular job, average salaries and the skills needed for certain careers or roles.

While LMI for All information is already being used in various ways by a number of websites, organisers hope the CareerHack contest will open the resource up to creative individuals from around the world – uncovering new and innovate ways to use data to help people map out their future career.

To help illustrate the ways in which the information can be used a Career Trax website has been created by the UKCES – highlighting just one of the ways the LMI for All data can be used.

All entries must be submitted with a brief YouTube video, showcasing how the app works and illustrating its potential. A panel of judges, including representatives from Google and Ubuntu, Further Education institutions and business leaders, will then pick the overall winner next February.

Both individuals and teams are eligible to enter.  You will need to be capable of developing a workable app using LMI for All data. For more information, please visit the contest website at http://careerhack.appchallenge.net

Emerging consensus in england around teaching computing in school?

Willard Foxton is an investigative journalist and television producer. According to his profile in the right learning UK Daily Telegraph newspaper “he writes on skulduggery wherever he finds it, especially in the world of technology.”

Two weeks ago Foxton achieved something few online reporters can claim. He received 897 comments on an article entitled “The Government wants to teach all children how to code. Here’s why it’s a stupid idea.” And almost all opposed him!

Foxton wrote:

My Telegraph Blogs colleague Jack Rivlin is looking for a developer, and is frustrated because he can’t find one in Shoreditch. Jack is the perfect poster child for why our kids can’t code – he’s a normal person, rather than an exceptionally dull weirdo, like the bulk of developers.

I’m all for people to learning to code – I wrote a piece arguing we should teach it in prisons earlier this year – but I think we need to be aware of its limitations. Coding is a niche, mechanical skill, a bit like plumbing or car repair.

As a subject, it only appeals to a limited set of people – the aforementioned dull weirdos.

As you can imagine, there were many incensed replies. But what is interesting is that there would now appear to be a consensus, at least from those who read the Daily Telegraph technology pages, that programming is a subject that should be taught in schools. And I doubt that such a consensus existed a few years ago. Of course there remain challenges for the English target of introducing the subject from next year, not least in curriculum development and in professional development and support for teachers. But teaching 5-7 year old kids key ideas like understanding the definition of an algorithm  as well as being able to “create and debug a simple computer program” is no longer seen as the crazed imagination of a weirdo!

How do we report on our work?

Sorry for the gaps in posts – was travelling and then we had technical issues with the server. But the site is back and so am I.

Since returning from my travels last week, most of my time has been focused on the Year 1 Deliverable for the EU Research Framework Learning Layers project. Each year the project has a review meeting with three external reviewers, who have a frightening amount of power to stop the project or require work to be redone. However, in my experience the process is useful as most reviewers provide constructive feedback and useful ideas.

Whilst that aspect of the reviews is fine, it is the reporting format which puzzles me. The project is organised into some nine separate work packages. Each work package is required to produce report – the deliverables – on its work. And the culture is that these reports are long. We are trying to keep our reports down to about 50 or 60 pages, not including appendices. But one project i acted as a reviewer for produced a 160 page report from one work package. I wasn’t amused!

If the format of the reports is traditional so too is the organisation of the review meetings. Generally each work package presents their report through a half an hour formal presentation, with standardised, bullet pointed Powerpoint templates. Its not very stimulating, and knowledge exchange is somewhat limited.

I find all this a bit ironic, since our project focused on the uses of technology for informal learning and knowledge development. We certainly are not practising what we preach. But it is not just a question for the European Research Framework projects. Despite all the opportunities that Web 2.0 and social software offer for innovation and creativity in the way we present and share knowledge, project reports, in most instances, remain unchanged. In the past I have experimented with formats of evaluation reports, – using video and cartoon books. These had a much greater impact. However the powers that be still like to weigh the project outcomes.

What I would like to see is review and reporting processes to become part of the research, development and dissemination of a project. But I fear until we see a change in the culture and practice of academia this will not happen.

 

Learning Layers – What kind of transition phase are we going through in our fieldwork (Part 2: Participative workshops)

In my introductory statement to this series of blog postings I indicated that we – the ITB team together with our colleagues in Pontydysgu and our are application partner Bau ABC) are  going through a transition phase in our fieldwork. Roughly, this transition can be characterised as a  shift from preparatory measures to active collaboration in participative co-design work. This might seem a bit bold statement but I think this is exactly what we are experiencing at the moment.

Looking back at our workshop reports and my early blog postings on the Learning Layers (LL) project, I see that we were  mapping the grounds for forthcoming pilot activities. During the winter months (before the Design Conference) and the Easter break we had collected quite a lot of interview materials and made several field visits. In this phase we were getting insights into the work of individual company representatives and full-time trainers of Bau ABC. This material was used for the initial User Stories for the Application Partner Days and for the Design Conference of the . In Bremen we tried to group this material into contextual maps – to identify emerging  design ideas. (Later on some of the ITB colleagues have produced summaries of the interviews and coded it with MAXQDA.)

After the Design Conference in March our key question was, how to get the initial design ideas well grounded in the working and learning contexts of our application partners. We felt the need to get a better and wider understanding on the working and learning contexts of apprentices (both at their companies and at the training centre Bau ABC). We also wanted to get a better picture how they were using mobile devices and web technologies – in particular as support for working and learning. For this purpose we firstly organised a conversational workshop and then some storyboard workshops. With the help of these workshops we got more holistic pictures of the working days of apprentices in companies and in Bau ABC. Furthermore, we got a glimpse of some trade-specific problem situations or challenges and ideas, what role mobile technologies, web tools and software solutions may play. Also, some ideas were raised for context-specific apps.

With the trainers of Bau ABC we also had a storyboard exercise to illustrate their working day alongside apprentices’ projects. Then, during later working visits  we have continued to review the results of apprentices’ workshops but on top of that we have had further discussion on the points of intervention for the first year pilot activities. With these discussions we have got more comprehensive picture of needs to facilitate training and learning processes (with the help of digital media and web) and of the limits of current software solutions and web applications. Moreover, in these sessions the colleagues from Bau ABC have increasingly worked as a local LL team with regular cooperation with researchers from ITB and developers from Pontydysgu. (In this context we have also identified some spin-off initiatives for which we need to find additional resources.)

In this way we are reaching thew phase in which the workshops need to include demonstrations of emerging tools, applications and web designs. Then, the workshops could give focused feedback of the usability or shortcomings of the tentative solutions and/or the possibilities to use complementary apps and solutions. This has further implications for the development process, for supporting training activities and for our research agenda.

PS. With this series of blog postings I am focusing more closely on our cooperation with Bau ABC in the context of the Rapid Turbine initiative. This doesn’t imply that our work with our other application partners would have gone quiet. On the contrary – quite a lot of steps forward have been taken by in the fieldwork and design processes of the Captus team that focuses on the ecological construction work (represented by NNB/Agentur in Verden). However, since I have not been present in these events, I am not in the position to give detailed reports. PK

Learning Layers – What kind of transition phase are we going through in our fieldwork (Part 1: Transitions on many fronts)

Quite some time has passed since my latest blog postings on the Learning Layers (LL)  project. This doesn’t mean that the project would have gone quiet or that there would not have been anything interesting going on in the fieldwork. On the contrary – there were a lot of activities going on before the holiday break and the same has been the case after the holiday break. Thus, we (from the ITB team) have had to put a lot of effort to get the events and the activities and events documented with internal notes and reports. At the same time our Pontydysgu colleagues have been busy with development work and with documenting their work processes. (See the recent blog postings on Rapid Turbine and Reflect by Graham Attwell and his colleagues on the Wales-Wide-Web.)

Looking back at the my earlier postings from May and June I see a gradual transition in the way that we have worked. In our workshops and joint meetings with apprentices, company representatives and trainers we were looking for possibilities to launch participative design processes. We were working with storyboards and user journeys, getting insights into critical situations or everyday life innovations in which use of digital media and web can play a role. In the interviews, working meetings and reflection sessions we got feedback on the uses of web tools and applications by professionals in construction sector.  This all has been very valuable for getting a better understanding, how to get participative co-design processes working. (And we are not necessarily saturated with such material yet.)

However, from a certain point on our work started to have other characteristics. The collaboration of ITB, Pontydysgu and Bau ABC started to focus more closely on using digital media and web resources in selected working and learning projects. This was the step forward from the overarching design idea “Sharing Turbine”  – digitalisation of the White Folder (see the earlier blog of Graham) and the related training/learning processes. Whilst this overarching perspective needs to be kept on the agenda, it was necessary to start more focused pilot activities on the ground. For this purpose a particular area of construction work was chosen, – building pipelines for water supply and sewage (Rohrleitungsbau). This initiative was named “Rapid Turbine” to emphasise that it is a quicker pioneering exercise within the larger agenda.

With the following blog postings I try to give some insights into our recent fieldwork activities during the period that we have been working with the Rapid Turbine initiative and with complementary activities. My own impression is that we have been going through a transition from preparatory measures towards a real participative co-design process. Indications of such transition can be seen in our workshops with apprentices and trainers, in the design work itself and in related preparation of training models and in the rethinking of our research agendas in the LL project.

I think this is enough for an opening statement. There are a lot of issues to take up in the forthcoming postings.

Some thoughts about MOOCs

I’ve avoided writing  much about MOOCs lately. Not because I am not interested or because I don’ think MOOCs are important, but mainly because I have been overwhelmed by the deluge of announcements and developments, blog posts, studies and lets face it, just hype.

Some couple of weeks ago, I was invited to join a partnership for a tender application to the EU about MOOCs for web developers. So I have spent soem time looking rather more intensively at the literature and trying to make some sense of it. Here are a few observations.

Firstly are MOOCs really disrupting universities. I guess the answer is yes and no. The great majority of MOOCs are free, and despite emergent business models around for example, selling e books or charging for accreditation, there remains question marks over the business models for MOOCs. Of course if the purpose and structure of universities is to provide free and open higher education then this wouldn’t be so important. But in an era where university funding in many countries is increasingly reliant on fees, this does become a major issue.

However, I am by no means convinced that those signing up for MOOCs – and there are a lot of enrolments – are students who would have previously signed up for a fee bearing course. Instead I think the real phenomenon of MOOCs is that they show the massive pent up demand for education. Some of this is to learn new skills but I suspect many participants are just driven by personal interest. Indeed a study we undertook some six or seven years ago on the use of technology for learning in Small and Medium Enterprises (SME) (download book as PDF here), found that although few employers were aware of the potential, many employees were participating in job related on-line learning, more often through participation in communities, out of personal interest.I suspect that MOOCs should better be compared to community and adult education, rather than to university programmes. In some countries such as Germany face to face provision of community education is continuing to thrive, but in other countries like the UK the economic crisis and subsequent cuts in public expenditure have devastated provision.

We also found out through the SME study that most SME employees were not particularly concerned with accreditation and certification – indeed some told us that if the learning programme was to be assessed that would be a deterrent to their participation. So although it is often said that the lack of accreditation or credentialism other than certificates of participation is a problem for MOOCs I am far from convinced this is so.

A further much commented issue is the very high drop out rates – or non completion – on MOOC courses. Once more, I am unconvinced this is a major issue. I suspect that many MOOC curriculum designers may be underestimating the time it takes to properly participate in a course and that of course is a problem. But I suspect that many people are dropping in and out of courses, following the parts in which they are most interested. I suspect that large MOOC providers like edX and Coursera may change their design to provide shorter or unit based programmes.

There is nothing new in this of course. Curriculum designers have been providing modular or unit based courses for years, and despite the danger of incoherence, these have been largely successful. In our study of the use of technology in SMEs, we were surprised at the ability of learners to structure their own learning and to judge the level of learning resources that they needed.

The lack of feedback and support for learners through a MOOC may be a more serious issue. Of course this varies greatly, with cMOOC providers seeking to develop community peer support.  I think MOOC designers are going to have to rethink how support can best be developed in the future.

Many observers have pointed out that in reality there is nothing new about MOOCs and in a densely cited Wikipedia article on MOOCs traces their precursors back to the correspondence courses of the late 19th Century. And indeed, although there is considerable innovation in the original cMOOC design, many of the ‘mass produced; MOOCs show little different than online courses which have been available for some time. To that extent MOOCs may just mark the final coming of age of Technology Enhanced Education or whatever we choose to call it. Possibly the interest may reflect a younger generation who have grown up with Google and are used to managing their own learning to a greater or lesser extent through the web. Possibly it may also reflect more ubiquitous connectivity, the spread of mobile devises and the ease of producing, distributing and consuming video. Indeed perhaps most worrying is that many MOOCs retain the weakness of previous incarnations of online learning with little interactivity or social learning.

having said this, there are many flavours of MOOcs and I suspect that we will see more and very different models develop over the next year or so. Perhaps calling them all MOOcs is not particularly helpful and there have been many suggestions of different names of different varieties. Yet the term MOOC has seized public attention – or more prperly the attention of teh press. Incidentally, the fact that some of the more right wing news media are using MOOCs to announce the end of public education should not put us off; such pronouncements can be found with the advent of radio and television as well.

More important is the learner experience and here more work is needed on design rubrics and evaluation tools: data mining cannot provide sufficient feedback alone.

My own interest is in the potential of MOOCs for vocational and occupational learning, both initial training and perhaps more importantly continuing education and training. Here I think their are some significant challenges which I will write more of tomorrow.

 

Reflect – an App for recording ideas and learning

Reflect is a free Android App for phones and tablets developed by students from Hochschule Karlsruhe (Karlsruhe University of Applied Sciences) for Pontydysgu as part of the Learning Layers Project.

The app is presently in closed beta but will be open for use by everyone in August 2013. If you would like more details please email graham10 [at] mac [dot] com.

We demoed the App at a workshop jointly hosted by the UK National Health Service developers network Handi and the Learning Layers project in Bradford last month and share here the report we produced on the feedback.

Aim:

  • To elicit user feedback from developers and healthcare professionals
  • Evaluate potential of the App

Background and Key Idea:

The original idea came from talking with a doctor in the UK at a Learning layers workshop. He explained how little time he had to reflect on his ongoing learning. The most time he had, he told us, was when he was in his car between meetings and visiting patients.

The Reflect App was originally designed to make the recording of learning, both formal and informal, easy.

The App is voice controlled and translates voice recordings into text.

Users can build a ‘stack’ of questions by typing them into a simple form on a web interface. Then they can use an Android Phone App which reads them the questions. They can skip to the next question, resubmit their answer or ask for help. The answers are automatically converted to text and can be downloaded to their own computer or tablet.

What we hoped to learn:

We were concerned to get feedback about:

a)    The general idea and potential interest in the app

b)    Usability and UI

c)    Ideas for further development

Feedback from developers and healthcare professionals:

Negative feedback:

  • GPs are concerned about the level of security, regarding sensitive data.
  • Developers were concerned about quality of voice recognition and difficulties with background noise

Questions that were raised:

  • What is the maximum recording time?
  • Where does the voice recognition processing take place?
  • Is an off-line mode possible?
  • could Reflect be integrated into other systems (e.g. NHS)
  • What are business models for future sustainability?

Positive feedback and further potential:

  • Reflect could be a good tool to report back the first impressions on meetings
  • A future approach could be to develop an APi to allow use with other systems
  • Domains for groups to work together
  • Reflect could be used for research purposes e.g surveys
  • Learning tasks could be created for students (microanalysis)
  • Link to Evernote
  • Reflect provides strong support for scaffolding learning

Suggested Business Models:

  • Advertising
  • Premium domain accounts
  • Develop market ins tacks of questions for different occupations / domain and license under revenue sharing model

What Next?

We are continuing to test the App on a closed beta and are working on an open beta release for Reflect.

We are hoping to get further developer support for:

a)    Exploring off line potential

b)    Developing a API

c)    Porting to iOS

Evaluation of the activity:

From our point of view we were delighted with the critical and positive feedback. We especially noted the concern from external developers that there is a strong business model and suggest that this should be noted by other Learning layers development teams / design groups.

The workshop was very well organised. Whilst it would have been useful to have more health care professionals, the opportunity for engagement with so many developers and with commercial companies was extremely valuable.

Learning Layers – What are we learning in the current phase of our fieldwork? (Part 1)

I see that I have been out of writing blogs on the Learning Layers project quite some time – the previous ones are from April and March. I hope that no one gets the false impression that this would have been a sleepy period in the project. To be sure – it is exactly the other way round. Now, after the first Design Conference and after the Easter break the ITB team, the application partners in North Germany and our supporting partners have been busily engaged in organising Co-Design Workshops or supporting events and in doing their homework with design ideas, relevant web tools and apps as well as drafting use cases and wireframes.

In this context the role of the ITB team has been to work as “explorers on the ground” in the terrains of our application partners (the training centre grounds of Bau ABC, the headquarters of the network/Agentur for ecological construction work  and the offices of craft trade companies (SMEs) in the construction sector. The previous phase of fieldwork was characterised by collecting data of potential users of ICT/Web-based tools and apps – and of exemplary situations in which they could be of some help. Now, the present phase of fieldwork is characterised by a clear step to participative design work – for the users, with the users and by the users.

Here we have encountered different sets of possibilities (and also hurdles) when working together with our application partners (Bau ABC, NNB/Agentur and individual craft trade companies). We have written quite a lot of this in the internal working documents with which we update ourselves and our LL partners of the activities. We have also learned a lot of the visits of other LL partners who have accompanied us to the field activities. Some of such ‘lessons learned’ have also found their way to these working documents.

In the light of the above it is understandable that the motto of this series of blogs is not “what have we learned” (= results) but “what are we learning” (= insights to be considered carefully). This is all work in progress and – for us: learning alongside working in the project. Also, in many respects, the lessons that we are learning, are not completely new – they are similar lessons as were learned in earlier innovation projects for Work and Technology (Arbeit und Technik) programmes in the late 1980s and in the 1990s. Apparently, some of these lessons have to be learned anew every time in newer innovation contexts.

How can we make work in construction trendy?

For some reason the construction industry is not a sexy research area. Motor cars, yes, machine tools, yes, the computer industry, yes, yes, yes. But poor old construction, boring. Yet in economic terms, construction could be seen as the most important sector in Europe.

Our initial research under the Learning Layers project reveals some interesting contradictions. The construction industry is probably the biggest victim of the present recession. Even the neo liberal UK government is now taking actions to stimulate house building – through the partial nationalisation of mortgage debts. Probably an emphasis on infrastructure projects or on social housing would have had a bigger impact and would have avoided the risk of another house price bubble. But the fact they are doing anything at all shows the problem.

But whilst the recession has badly hit profitability and employment another concern has arisen in our interviews with construction companies. Managers are severely worried about the ability to recruit new trainees and particularly to recruit the better educated apprentices they see as critical to cope with the increasing use of technology in construction. Managers point to the major issue as being the image of the industry – just as in research they consider the industry not to be sufficiently sexy. They are less likely to discuss issues such as wages, opportunities for progression or just the sheer hard physical work involved in many construction trades. Having said that, reality may be very different from practice in other images which have a positive image. Work in the games industry can be hard, poorly paid and boring. And for every kid who makes a fortune out of a mobile app, thousands make no money at all.

Either way they are right in that there will almost certainly be demand for new skills to deal with technology – both in the uses of technology for construction but perhaps more important the changing materials being used in building today, not least due to ecologiocal and energy saving concerns and legislation. Whilst improving initial education training programmes is one response and attempting to improve the image of the industry, the big challenge may be to improve research and development and to develop more continuous training for existing employees. In this short extract form previous research, below, we provide an overview of the industry in Europe and Germany, together with issues in how training – or informal learning – might be improved.

The total turnover of the construction industry in 2010 (EU27) was 1186 billion Euros forming 9,7% of the GDP in 2010 (EU27). The construction industry is the biggest industrial employer in Europe with 13,9 million operatives making up 6,6% of the total employment in EU27. In addition it has a substantial influence on other industries represented by a multiplier effect. According to a study by the European Commission, 1 person working in the construction industry is responsible for 2 further persons working in other sectors. Therefore, it is estimated that 41,7 million workers in the EU depend, directly or indirectly, on the construction sector. Out of the 3,1 million enterprises 95% are SMEs with fewer than 20 and 93% with fewer than 10 operatives.   The level of investment in R&D in the European construction sector is low compared to other sectors. The construction sector only invests a small portion of its total production value in research, development, and innovation.

The developments of new processes and materials provide substantial challenges for the construction industry. The traditional educational and training methods are proving to be insufficient as the rapid emergence of new skill and quality requirements (for example those related to green building techniques) require much faster involvement and action on all three levels (individual, organisational and cluster) in order to react quickly to these changes and exploit opportunities. Without this the market potential is hampered by lack of innovation skills and training gaps (Dittrich, Deitmer 2003). The increased rate of technical change introduces greater uncertainty for firms, which, in turn, demands an increased capacity for problem solving skills (Toner 2011, 7). This situation is aggravated in some fast developing European Regions because skilled craftspeople are missing. Therefore there is increasing need for rapid re- and upskilling of the building workforce across the construction cluster.

The construction industry in Germany is one of the country’s most stable economic sectors. Providing jobs to more than 2,2 million people it holds a market share of 21% making the German construction sector the largest in the EU27 in terms of production value. In Germany the federal states, enterprises and the apprentices share the costs of the dual education system (practical training in schools and on-site training). The German compensation fund for construction industry SOKA-BAU reported a total of 270 million Euros of training allowances and job training costs in 2010 making it just a little more than 0,1% of the total production value. In fact, the building trade has one of the lowest participation rates for employees towards further training provision than any other sector (TNS INFRATEST 2008). This is because much of the formal training offering is only weakly connected with real work tasks. The cost pressure in building enterprises limits chances for time-consuming training measures far away from the workplace (Schulte, Spöttl, 2009). Any mobile support for learning and informing at the work place would be welcomed by companies as well as by building workers themselves. With enterprises paying for all the costs associated with the on-the-job training, SMEs need a cost effective solution to overcome the issues that occur with the rapid development in the technologies, processes and materials.

    Racial bias in algorithms

    This week, Twitter apologised for racial bias within its image-cropping algorithm. The feature is designed to automatically crop images to highlight focal points – including faces. But, Twitter users discovered that, in practice, white faces were focused on, and black faces were cropped out. And, Twitter isn’t the only platform struggling with its algorithm – YouTube has also announced plans to bring back higher levels of human moderation for removing content, after its AI-centred approach resulted in over-censorship, with videos being removed at far higher rates than with human moderators.


    Gap between rich and poor university students widest for 12 years

    The gap between poor students and their more affluent peers attending university has widened to its largest point for 12 years, according to data published by the Department for Education (DfE).

    Better-off pupils are significantly more likely to go to university than their more disadvantaged peers. And the gap between the two groups – 18.8 percentage points – is the widest it’s been since 2006/07.

    The latest statistics show that 26.3% of pupils eligible for FSMs went on to university in 2018/19, compared with 45.1% of those who did not receive free meals. Only 12.7% of white British males who were eligible for FSMs went to university by the age of 19. The progression rate has fallen slightly for the first time since 2011/12, according to the DfE analysis.


    Quality Training

    From Raconteur. A recent report by global learning consultancy Kineo examined the learning intentions of 8,000 employees across 13 different industries. It found a huge gap between the quality of training offered and the needs of employees. Of those surveyed, 85 per cent said they , with only 16 per cent of employees finding the learning programmes offered by their employers effective.
