Open Learning and Contextual Diversity

The debate over open learning is still going on through various fora such as the Open Educational Resources discussion currently being hosted by UNESCO and the #PLENK2010 MOOC. And in many ways, it is not technology which is driving the discussion but a more fundamental question about how to provide wider access to learning and access to wider groups of learners.

One post which caught my eye is The ‘Open Mode’ – A Step Toward Completely Online by Tom Prescott (it is interesting to note that even in the days of Twitter;s ascendency blog posts continue to provide the most thoughtful exchanges).

Talking about the trend away from purely online distance learning courses towards blended learning, Tom says:

It’s wrong because most of the time the educators and the students don’t really want to use technology. They’ll do a bit for the administration, but for learning, no way. It’s a face-to-face course. Why tamper with it. I am of the opinion that this is misguided, but it’s not a battle worth fighting (for now). Fighting this resentment is unnecessary.

I think Tom is mixing up a whole series of things here. Firstly the move towards Blended Learning was driven by pedagogy and not by a retreat from Technology Enhanced Learning. And that move towards Blended Learning has led to a period of pedagogic innovation, albeit based on the adoption of social software and social networking for learning. By focusing on the pedagogy of using technology, increasing numbers of teachers have adopted technology as part of their every day practices in tecahing and learning. This is reflected in changes in teachers’ dispositions towards using technology. I would also challenge the idea that students are opposed to technology for learning. Students are opposed to the use of technology which fails to enhance their learning experience, just precisely to the use of technology for managing, rather than learning.

But the major impact of technologies and especially of mobile devices, is to move learning outside the institutional culture and practice, into new contexts. Of course this provides a challenge to existing institutional cultures and to the existing cultures of tecahing and learning practice. And some teachers will be wary of such a challenge. But its is the potentials of using technology for informal learning, for networked and self structured  learning (as in PLENK2010) and for workbased learning which can open up learning (or put another way, develop Open Learning).

I remain unconvinced that traditional online courses (as in Open and Distance Learning) have challenged that learning in context. Instead they have tended to reproduce existing pedagogic and cultural forms of learning, at a distance. Thus I think we need to see more diversified and contextual applications of technology to learning, rather than a focus on any particular organisational or institutional format.

Thoughts and issues from the AltC conference

The first in a series of posts on the recent Association for Learning Technologies Conference (AltC) in Nottingham.  Besides the social side of meeting up with friends from across the UK, AltC is a good place for picking up on the trends in educational technology and, above all judging the mood of the community.

But first, a little about the formal part of the conference (at least the first day, more to follow on subsequent sessions).

I had some trouble getting to the conference due to strikes in London, and ended up listening to the first morning’s keynote through Elluminate on a G3 connection to my computer on a slow cross country train. That felt a little strange but worked quite well. The presentation by Donald Woods Clark (CEO of Epic Learning) was quite strange. variously described by delegates as a ‘traincrash’ and a ‘Glasgow Kiss’ (non UK readers will have to look that one up on Wikipedia!). Woods generally treated delegates to a didactic rant around his prejudices about education. He had never been to Alt C before, he told delegates, because conferences were a waste of time. He was getting angry, he said on a number of occasions (his swearing attracted some comments on twitter). His presentation was focused on the uselessness of lectures. Yet his preferred learning, apart from blogging, appeared to be watching recordings of lectures on iTunes U! It was overall a curious presentation, which although having the virtue of provoking much discussion over form, had little in content to discuss. A pity because I think he did have a theme which got lost in the invective. His general line, with which I have some sympathy, was that the present model of education is unsustainable and especially at university level cannot be expanded to include all those who wish to pursue a higher education. However, where he totally failed, was in putting forward any coherent vision of what an alternative might be – either at an organisational or pedagogic level. He seemed to dismiss the idea of any social aspect to learning. Instead he saw technology per se as the answer. or at least that is the impression I got from my train seat vantage point.

I was greatly impressed with the Tuesday early afternoon session with Helen Beetham et al on Digital Literacies. The work she and colleagues are carrying out for Jisc seems to me to be providing a richer pedagogic approach to how we can use technology for learning and an integration of technology as a transformative force in tecahing and learning. Haydon Buckley, in stark contrast to the morning keynote, treated us to an excellent example of the power of the spoken word, when, without powerpoints, he told us about experiences at the University of Glamorgan in introducing digital literacy across the curriculum (that was a speech which should have been streamed). The only thing which slightly puzzled me in the otherwise excellent pack of materials the Jisc funded project has produced is the underpinning Digital Literacies Framework model. The materials are available through the project Cloudworks site (however they link to slideshare and downloads from there do not seem to be working properly).  However my problem was that the model preserves the traditional UK distinction of ‘skills’. This tendency to separate skills from competence or from content underpins many problems in developing and implementing new pedagogic approaches to learning.

The third session I attended was a lot of fun.James Clay led a workshop entitled ‘Do you like books or do you like learning’? He demoed a number of different ebook readers and talked about experiences of using these devices at Gloucester College. This sparked considerable debate particularly about the relationships between publishers and the education community. My personal view is that cheap ebook readers may be one of the most significant scene changers in education, particularly as the use of the devices will span home and work, educational use and uses for pleasure.

One of the mots encouraging trends at the conference was the increasing move away from a focus on educational technology towards a focus on learning. Thus many of the research papers were drawing on social science methodologies and approaches. With the increasing integration of technology in teaching and learning, I wonder how much longer we are going to need conferences geared specifically at learning technologies.

However, underpinning the conference was the looming cutbacks in funding. This has already hit the educational technology sector with the forthcoming closure of Becta and the reduction in funding for Jisc.  The UK’s leading role in the use of technology for learning has been driven both by irelatuively generous unfrastructure investment but above all by very substatial project funding. Those days are over and a mood of uncertainty over the future pervaded the conference. Whilst there were attempts to pput a brave face on things through looking at increased pressues for sharing and the potential of bottom up networks, it seems unlikely the rate of innovation can be sustained without funding. Of course it is possible to question how effective that funding has been with may innovations remeianing isloated in islands of practice. Once more the likelhood is a refocusing on education and the role of technology in tecahing and learning, rather than the focus of many projects on innovationsin learning technologies, with pedagogy and teaching and learning playing second fiddle.

Amplifying #ECER2010 – a progress report

The Pontydsygu team is hard at work in Helsinki working on multimedia at the European Conference on Educational Research. The idea is three fold – firstly to start a process of turning the conference, which attracts over 200 delegates every year, outwards to those unable to attend face to face. Secondly we aim to enhance the conference experience through the use of social software and multimedia and thirdly to produce a rich record of ideas and discourses surrounding the conference.

ECER is a traditional research conference, organised through a series of different disciplinary and topic networks. It will take more than a year to change such a culture but we have made a modest beginning.

We now have a shared flickr group and a Twitter account. Both of those are integrated into the ECER web site. Compared to an educational technology conference, the us eof Twitter is limited but some delegates are beginning to ‘get the point’ and are using the conference #ECER2010 hash tag.

We are producing twelve videos based on interviews with the link conveners who coordinate different networks. Video is a new medium for many of these researchers, used to expressing tehir ideas through research papers, books and symposia. But I am happy with the interveiws we have undertaken so far and think hey will add a new dimension to explaining and sharing ideas.

I have mixed feelings about the video streaming. At a technical level we have learnt a lot. One of the things we wanted to do was provide high quality video. This is very different from the adhoc streaming from a webcam to ustream or Justin.tv. For one thing we felt that the advertising on these channels would be unacceptable to many of our potential audience. And the quality is simply not good enough. After a lot of investigations, we bought in streaming services from a Canadian company, Netromedia. Netromedia is not a portal, but instead provide a feed which can be embedded within a web site. And we have embedded Flash viewers in the ECER conference web site. We agreed to stream the keynotes from the conference. We patched the stream from the audio system in the rooms the keynotes were held, and mixed that with our video feed. The quality was on the whole extremely good. I am less convinced with the content. that is not to detract from the scholarly content of the keynote speeches themselves. I am just not sure that a 45 minute academic keynote is the best content for streaming from a  conference. Better may be to focus on more interactive sessions, in which we can involve remote participants. More reflections on this in a future blog.

Internet based Careers Information, Advice and Guidance in New Zealand

I have been doing a lot of work over the last year looking at how Information and communication Technologies can be used for Careers Advice, Information and Guidance, both in terms of providing direct services to young people and adults and in terms of supporting careers advisers. New Zealand seems to be leading in this work. This post is taken from a report I produced earlier this year, along with Jenny Bimrose and Sally Anne Barnes.

‘Career Services’ is the name by which the national organisation that delivers careers guidance support is known in New Zealand. It is a government funded organisation that regards itself as ‘New Zealand’s leading provider of independent career information, advice and guidance’. It aims to provide all people living in New Zealand with ‘access to the best careers information, advice and guidance to achieve their life goals’.

The Career Services’ website (http://www2.careers.govt.nz/home_page.html) is well used and has become a focal point for service delivery. Internet-based guidance is currently being integrated into mainstream service delivery, via the telephone, chat-lines and email, with the face-to-face service remaining available as an option. Telephone guidance is a particular feature, with text-based services being developed alongside this facility. Internet-based services are described on the Careers Service website as follows:

Our Advice Line is a small team of trained career advisers located in central Wellington. We’re here to help you with your career planning. When you contact us (by phone or online via web chat or email), we’ll assess your situation and suggest career options suited to your needs. If you need more in-depth support, we’ll make an appointment for you to talk to one of our guidance staff either over the phone or in person. We’re open from 8am – 8pm weekdays, and on Saturday from 10am – 2pm.

Following the successful pilot, the advice line (contact centre) team has grown to 15. This team currently offers a service to clients of all ‘ages and stages’ all around the country, both by telephone and face-to-face. Careers practitioners have had ‘significant training and coaching in asking more open questions, making greater use of the interactive tools on the website with the client, identifying client need and referral processes’. The practitioners actively involved in delivering this new service have indicated how the conversations they have with clients are more direct than those they have face-to-face. The pace is more intense, with pauses and silences amplified, and rapport is being built up throughout the call (rather than at the early stage of the interaction). Practitioners have also reported that this method of delivery is more demanding on their energy. Supporting practitioner self-care has consequently become more of a priority for the service.

The Quality Standards Manual for the Careers Guidance Services is currently being re-written with sections on telephone guidance and online guidance being developed. This manual contains minimum quality measures for service delivery by telephone (e.g. total delivery time will not exceed 1.5 hours per client, including administrative tasks); an outline structure for a phone career guidance sessions (that is, a six stage model of guidance); and the key skills required (micro-counselling skills; excellent listening skills; solution focused counselling skills and the ability to use scaling questions).

The Careers Service has also recently piloted a curriculum vitae (CV) feedback service, from October, 2008 to January 2009. As part of this pilot, young people (under 25) were offered an email based feedback service on ‘starter’ CVs, which were created using a particular CV tool. The feedback was provided by a team of four practitioners with different levels of expertise in guidance and one team leader in the advice line. The offer of e-mail feedback came at the end of the CV tool, as a client saved their CV. The response from pilot clients was overwhelmingly positive, with clients reporting how they felt more confident about putting together their CV as a result of the feedback received. Professional practice observations, detailed in the internal evaluation report on the pilot, included:

  • the importance of shared team values;
  • the advantages of combining the skills and expertise of staff at different levels in the organisation;
  • the ability to adapt practice to a more condensed and intensified medium than face-to-face or telephone guidance;
  • The introductory pilot for the telephone guidance ran from July 2007 to end of February, 2008. It involved one experienced consultant who was based at the Careers Services’ advice line. During the pilot year, the practitioner dealt with 226 clients. The process of introducing this telephone service highlighted potential advantages for clients together with challenges it poses for practitioners. Flexibility emerged as the key advantage of this service for clients, with practitioners needing to use already acquired skills in slightly different ways as well as develop some new skills (England, van Holten and Urbahn, 2008).

  • the impact on delivery of not having background contextual information about clients;
  • working with a client within an advice context rather than a full guidance context; the shift required by the pilot team around comfort levels with the final product being a starter CV and the service delivered being about learning;
  • the value of quality monitoring and peer feedback.
  • An important feature of the shift towards internet-based guidance was the introduction by the Career Services in New Zealand of a needs assessment model, based on the client’s self-efficacy, confidence with self-help via the web and level / complexity of need. As part of their change management strategy, the Careers Service created a blog for staff, where careers practitioners could express their feelings, ask questions and have debates around the use of technologies in service deliver The animator placed the following question on the blog:E-mail may be the most important, unique method for communicating and developing relationships since the telephone.’ (John Suler, The Psychology of Cyberspace, 2004).

    Most career practitioners agree that one of the career profession’s foundational and ongoing principles is that a face-to-face, facilitative relationship is an essential component for effective career counselling. There is also an unwritten assumption that visual clues and non-verbal communications are superior to written text in forming and maintaining an affective relationship.

    Do career practitioners believe that face-to-face interactions are deemed more effective than online ones, and John Suler and other online advocates are talking nonsense?’One response is typical of the views expressed by P.A.s who participated in the research undertaken for this study.

    “I’d have to say I sit firmly in the face to face camp here. So many cues are picked up at both a conscious and subconscious level that just can’t be gained otherwise. I focus a lot on interview techniques in my work, and relationship building, body language, eye contact etc. is best learned while it is being demonstrated. Sure there’s some great on-line tools, but counselling involves all the senses (…except maybe taste!)”

    ’The other response provides a more measured viewpoint: “Surely it’s about the needs of the client? For some, yes face to face is always going to be the preferred option for some but having an OPTION of telephone guidance or online or self help or group planning or a combination of these surely means that we are more responsive to the needs of our clients. One of the real beauties of having this flexibility is that someone who lives in a remote area is still able to access services.”

    For some people it might be that they start in a face to face environment and then move to telephone or email, or perhaps it’s the other way – they start with email and as they develop their confidence and trust they may feel ‘ready’ to meet face to face.’

    Whilst this service’s engagement with flexible methods of delivery, including internet-based guidance, is relatively new, it provides an illustration of a large, national service addressing the staff capability issues that this venture implies, in a measured way. From this and other respects, it can be regarded as an interesting and excellent model practice.

Skills do not become obsolescent

I wrote a blog post earlier this week abut how much of our present training system is based on a deficit model – of looking at what skills and knowledge we think workers in particular occupation should have, at measuring what skills and knowledge they do have and then providing training to match the gap. I suggested this was an inefficient and reductionist approach, instead suggesting we should build from the skills an knowledge people have now to that which they could have with support for learning.

Today a call for tender dropped into my email box from the European Centre for  Vocational Education and Training (CEDEFOP). The tender is for data collection for skills obsolescence for older workers. And to my mind it illustrates just what we should not be doing. The tender says:

“Parallel and in close connection to its skill demand and skill supply activities, Cedefop is also analysing skill mismatch at various levels. To guide such analysis, five priorities for research have been identified. These priorities are: 1) improve measurement of skills and skill mismatch; 2) examine the persistence of skill mismatch and its impacts; 3) improve understanding of skill mismatch processes, its dynamics and the consequences of skill mismatch; 4) focus on skill mismatch for vulnerable groups on the labour market; and 5) improve data availability and use. The work carried out in the context of this tender and subsequent analysis by Cedefop aims to address aspects present in all research priorities simultaneously.

Attention among policy makers for skill obsolescence as an explanation for mismatch has increased significantly as a result of increasing changes in work and organisations. Cedefop (2009) concluded that from a lifelong learning policy perspective, the question of how and how fast skills become obsolete is crucial. However, this preoccupation has not been endorsed by current research, with most empirical studies dating back to the 1970’s and early 1980’s. Current research on skills obsolescence tends to focus on its impact on wages. Apart from some insights dating back to classical studies among engineers (for an overview, see Cedefop, 2009 and De Grip et al, 2002), little is known about how fast different types of skills become obsolete, how skill obsolescence interacts with training and skill development and how skills obsolescence processes work.”

The idea of matching the skills of individuals and the skills needed in an economy is a futile dream. Skills needs and usage are dynamic and constantly changing. Even more critical is that such approaches ignore the potential of skilled workers to shape production and work processes – and thus to develop innovation. The skills matching approach assumes a pseudo semi scientific, econometric formula for measuring skills. But lets look at the wording again. Much depends on how we interpret skills and I suspect this tender is very much based on a narrow Anglo Saxon understanding of skills and competences. But it is not the skills of the worker (or the worker themselves) who become obsolescent. rather it is that changing work processes and changing forms of production require new skills and knowledge – skills and knowledge that build on past learning. And older workers are often those with the experience to teach others – to be a Significantly Knowledgeable Other to use Vygotsky’s term.

A policy of innovation should be based on using to the full the skills and competences and workers and on developing workplaces to facilitate learning through meaningful work tasks – rather than using tools to measure how obsolescent older workers skills are.

Opening up our data

I think this is big news although it has received little press attention. According to Information World Review, Click Use, the license that the UK government has used to allow reuse of government data is to be replaced by a Creative Commons type license. Information World Review quotes Jo Ellis of OPSI as saying: “We have drafted a simple and enabling set of terms and conditions for the site which means that data available through data.gov.uk will be re-usable both commercially and non-commercially.”

“These terms and conditions have been aligned to be interoperable with any Creative Commons Attribution 3.0 Licence.”

This move follows a slow opening up of government data with the increasing provision of tools to allow users to easily create mash ups. Particularly interesting is  Directgov  Innovate site which says:

We developed our platform to enable conversation with the developer community around innovative use of digital technologies. In addition to our blog we ask people to submit examples of innovative citizen focused apps or ideas for apps that could be developed using government data or that demonstrate innovative use of technologies.

The site gives access to tools to easily create widgets to query local government data, for instance providing access to job vacancies or school term dates.

Similarly, the UK data gov site says:

Advised by Sir Tim Berners-Lee and Professor Nigel Shadbolt and others, government is opening up data for reuse. This site seeks to give a way into the wealth of government data and is under constant development. We want to work with you to make it better.

We’re very aware that there are more people like you outside of government who have the skills and abilities to make wonderful things out of public data. These are our first steps in building a collaborative relationship with you.

Like Directgov, the site allows users to contribute both ideas and apps to the site.

All this augers well. I have been working on developing mash up applications for careers guidance and counselling and in particular for using Labour Market Information. All to often, the major barrier is the lack of available data, license restrictions and the lack of APis to query data. At last attitudes seem to be changing.

New Skills for New Jobs – many words but not much action

I have just finished reading the ‘New Skills for New Jobs: Action Now‘ report by the Expert Group on New Skills for New Jobs prepared for the European Commission. it is hard to know how important these advisory reports are – but there is little doubt that they reflect the direction of thinking of both the European Commission and European Member States. Furthermore, the European Commission is a major funder of training through the European Social Fund, and also sponsors research and pilot programmes through the Lifelong Learning programme.

The report is interesting in that the self congratulatory hyperbole of the Lisbon Declaration and various follow up initiatives has all gone.

No longer are we to be the most innovative and best educated region of the world by some future date.

Instead the first part of the report presents a sober and somewhat pessimistic viewpoint towards education, skills and employment in Europe.

“Nearly one third of Europe’s population aged 25-64, around 77 million people, have no, or low, formal qualifications and only one quarter have high level qualifications”, the report says. “And those with low qualifications are much less likely to participate in upskilling and lifelong learning. Furthermore, nearly one third of Europe’s population aged 25-64, around 77 million people, have no, or low, formal qualifications and only one quarter have high level qualifications. And those with low qualifications are much less likely to participate in upskilling and lifelong learning. Furthermore,of the five European benchmarks in education and training set for 2010, only one is likely to be reached. Worryingly, the latest figures show that 14.9 % of pupils leave school early with several countries suffering from extremely high drop-out rates; the performance in reading literacy is actually deteriorating. This is not only unacceptable but means that we are way off
meeting the 10 % European target of early school leavers. We are, indeed standing on a ‘burning platform’.

Europe aims to be amongst the most highly skilled regions in the world, yet many European countries are not even in the top 20.flexible learning pathways, and focus on the development of essential skills as well as job-specific skills.”

The report summarises “these essential, transversal, skills” as “mother tongue; foreign language; maths, science and technology; digital competence; learning to learn; social and civic competences; sense of initiative and entrepreneurship;
and cultural awareness/expression.”

The second half of the report is given over to a series of policy recommendations. And despite a promising start in calling for  “‘skills ecosystems’ in which individuals, employers and the broader economic and social context are in permanent dynamic interaction”, there is little new. Much seems to be an exhortation to greater activity and effort but with few practical proposals for change other than more flexibility, more openness and more attention to the labour market.

“It is essential that the European Commission, Member States and employer organisations, in close co-operation with
education and training providers and trade unions, ‘make the case’ for skills and use modern information, communication and marketing techniques to encourage greater commitment to skills upgrading by individuals, employers and public agencies.training and employment.”

Where genuinely radical proposals are put forward they seem designed to shift more responsibility on the individual for ensuring their skills needs match market demand, albeit with some incentives.

“In order to rise to these challenges, education and training must be made more relevant to labour market needs, and more responsive to learners’ needs. This requires more than tinkering with systems and institutions: it compels us to rethink what we want from education”, the report says. But where is that rethinking, other than reshaping educational organisations to meet market needs (and this is hardly new).

There are four sub areas to the recommendations:

1. Provide the right incentives to upgrade and better use skills for individuals and employers.
2. Bring the worlds of education, training and work closer together.
3. Develop the right mix of skills.
4. Better anticipate future skills needs.

Worryingly in providing an example of measures which can help promote higher skills levels the report turns to vouchers – as piloted and discredited in the UK some years ago.

“Two tools to do this are learning vouchers and learning accounts; in the latter an employee can save and accumulate public and private funding and time off from work in order to undertake periodical training.”

The report says “Public spending on labour market programmes, education and training should not be reduced in times of uncertainty (someone should tell that to Peter Mandelson). However its proposes that such funding should be “directed to effective preventive and curative measures.”

Indeed the report goes on to more directive advice for the role of public education organisations or Public Employment Services (PES). “PES should consistently design their training schemes according to market needs as well as to stimulate entrepreneurship and self-employment.”

At the level of design of training programme sand qualifications the report calls says “A systematic matching of job profiles, breaking down job vacancies to their individual components (both of job specific and generic skill requirements), can serve as the basis for effective and efficient matching.”

The call to “Prioritise guidance and counselling services and motivational support for individuals improve the quality of these services and ensure that they tackle stereotypes”, is welcome. Far less is the proposal to establish league tables for courses through  publicising ” in a visible and comparable format on the web the opportunities and offers, as well as the prices and returns, of public and private education and training courses, so that individuals can make informed choices.”

In terms of pedagogy it is little surprise that the report backs the present initiative by the European Commission to promote learning outcomes based programmes. “The learning outcomes approach can serve best the needs of both the learner and the labour market, provided that employers are involved in defining, designing, certifying and recognising learning outcomes. It can help to develop a common language: instead of classifying jobs by occupational type and required qualification, as has been the case so far, we can now move toward describing both in terms of skills and competences.”

There is an interesting section which further refers to transversal skills, here far more narrowly defined. “Moreover, young people often complain that they feel unprepared for the world of work when they get there. The missing link, in
part, lies in a set of desirable skills such as the ability to work quickly, analyse and organise complex information, take responsibility, handle crisis, manage risk and take decisive action.”

There is surprisingly little discussion of digital skills and identities. However the report does say: “Digital and media literacy will be crucial both for life and work, and we should tend to the new goal of digital fluency. For an increasing number of jobs, indeed, digital fluency is increasingly required.”

Learning through work is also promoted but with few examples as to how this can be developed. Indeed much more attention is given to the idea of mini companies within education – the report says these should be introfuced at all levels to help students learn to be entrepreneurial.

All in all a disappointment. I would share the authors concerns over the state of education and skills in Europe and also that spending should be increased and not cut back. But they have failed to propose anything new. Indeed most of the practical policies strongly resemble the attempts by the UK Labour government to reform education and training to be more responsive to market needs and to promote individuals taking more responsibility for their skills and employability. And look where that got us.

Our learning needs

Much of our work in Pontydysgu involves trying to support the learning and knowledge development needs of others – individuals and organisations. So it was interesting when I was asked what were our learning needs. This is what I wrote:

Pontydysgu is an SME, based in Wales, UK.
It employees one full time worker, one intern student and four part time workers. Pontydysgu is a research and development company, working in the field of information and technology communications for knowledge development and sharing and education and learning.
Staff are distributed, with three of the workers mainly based n Wales and three in Bremen, Germany. Although the organisation has two offices, in Pontypridd and Bremen, most staff work from home and are heavily reliant on computer based technologies for coordination and communication.
Most of the work of the organisation is project based, with projects varying in length between three months and four years. Clients include both the private and public sector, with a number of projects sponsored by the European Commission. The projects involve a considerable amount of traveling and at any one time, half of the staff may be away from the offices.
Pontydysgu is a knowledge based organisation and the work involves continuos learning in multiple disciplinary based fields. Excepting the Intern student all of the staff are qualified to degree level.
Learning is informal and on-the-job and may take as high as 33 per cent of work time. This process is not unproblematic. There are issues as to how to coordinate learning, how to support what is essentially peer based learning and how to develop a shared organisational knowledge base. Whilst staff are highly motivated in self learning, there is an issue as to how best to balance individual learning interests with organisational learning needs.
Formal courses are generally seen as too inflexible to meet learning needs. Accreditation is not required by the company, but the development and use of a portfolio would allow individual learning to become more transparent than it is at present and allow for potential transfer in future employment.
The organisation has invested in mobile devices and all employees have an iPod touch. However the use of such devices is largely  up to individual staff. The organisation is presently looking at the use of advanced smartphones to improve communication and learning.

25 practical ideas for using Mobile Phones in the Classroom

We have been writing a lot about ideas on how mobile devices, and particularly phones might be used to support learning. But most of this work has been from a somewhat theoretical angle. Now Jenny Hughes has written a great guest blog on the practical work she has been doing on the use of mobiles in schools.

“I’ve been working with (primary and secondary teachers) on e-learning in the classroom – particularly the use of web 2.0 applications – as the roll out and dissemination of the TACCLE project. Part of this has been looking at the use of mobile phones as learning tools in schools.

There seems to be a lot of debate around the technology, the theoretical perspectives, the social dimension and so on but just at the moment the ‘doing’ is engaging me far more than the research. And as I’m always the first to complain about the practitioner – researcher divide, I thought maybe we should contribute by sharing some stuff we are experimenting with in the classroom.

What follows is some of the output from teachers. Firstly there has been a debate around the feasibility of using mobile telephones in schools; teachers from schools that have banned them outright, teachers from schools where they are allowed and teachers who are actually using them for learning generated a list of For-and-Against arguments. Secondly, there are some practical suggestions for using mobile devices (mainly phones), tried and tested and either contributed by teachers or trialed on the TACCLE course.

Arguments against allowing mobile phones in schools – for learning or social purposes

  • Loss and theft and potential bullying
  • Distraction and interruption
  • Taking photos of tests and instantly passing them on to other pupils
  • Texting answers of tests to other students
  • Taking photos of pupils in changing rooms, toilets
  • Spreading rumours fast
  • Sex texting and cyber-bullying
  • Non-filtered web access that can be used to spread content that some parents do not want their children exposed to.
  • Recording teachers and pupils in the classroom – can be detrimental to teacher and student reputation and proper consent to publish not asked for or given. Even bigger problem with younger children vis a vis Child Protection issues
  • Privacy issues with teachers having personal phone numbers of pupils and vice versa.

About using phones as learning tools –

  • Have and have not situation – some pupils will not have them, some will not. Some will support less applications than others – need to work at level of common denominator.
  • Cost implications for pupils and their parents – not just the cost of the hardware but the cost of use. Many pupils on ‘Pay-as-you-go’.

Arguments in favour of allowing them and using them for learning

(We excluded I-Phones, Blackberries etc as teachers in this area said most pupils do not have them) –

  • Is cost effective for schools
  • Reduces the need for all students to have access to computers in classroom
  • Need less equipment like digital cameras, camcorders, mics etc
  • If pupils are going to have them in schools anyway, irrespective of whether it is officially allowed, they may as well be exploited for learning. Overcomes some of the problems of ‘distraction’ etc.
  • Uses cheap and familiar technology
  • They are a good vehicle for teaching about ‘use-and-abuse’ issues such as digital identities, protocols, bullying, net safety etc
  • Can be used as data collection and recording devices – audio, pics and video – for recording experiments, field work, voice memos etc
  • Can be used as creative tool – making podcasts, picture blogs, twittering etc
  • Can use the phone itself as learning aid – creating ringtones, wallpaper etc (more on this later)
  • Pupils can ask questions of the teacher they may be too embarrassed to ask publicly.
  • Encourages engagement e.g SMS polling can ensure every pupils  voice is heard.
  • SMS polling (e.g using Wiffiti or PollEverywhere) can be used for formative assessment
  • Can be used for collaborative learning and communication (see below)
  • Pupils are encouraged to use general reference books so why not phones – as dictionary, spell checker, thesaurus, encyclopaedia etc
  • As specific research tool via web access

Practical ideas for using phones for learning that teachers tried out

(NB these are ideas generated by teachers working in a formal learning environment. We are aware of the huge potential of mobile devices for informal learning but this was not in our brief!)

Firstly, a few ideas about using the phone itself – rather than using it as a communication device.

  • Pupils can customize the wallpaper on their phones using something like pix2fone or pixdrop.
  • Either the teacher can ask them to take a picture with their phone around a particular theme or can send everyone in the class a picture she wants them to study / talk about to use as wall paper. This could be a photograph or a key message or reminder of some learning point.
  • Pupils can create ring tones using e.g  phonezoo. They create the ‘tone’ in Audacity, Garageband etc and export to phonezoo which then sends it back to mobile phone where it is saved as a ringtone.

We tried making up jingles for a particular topic, key dates for a history test, a poem to be learned for a literature test, a foreign language phrase and lists of chemical elements in a particular group in the Periodic Table!

Some more general applications:

  • Use sites like gabcast or evoca to make ‘instant’ podcasts straight from a mobile that can be accessed from a mobile (and you only have to be over 13 to use them) without having to use podcasting software. We did a geography quiz on local landmarks and geographical features “From where I’m standing I can see….where am I?”
  • Setting up audio tours e.g one group is working on a guide to places of interest in their town where at each point of interest there is a notice “to hear the story ring this number”
  • Using their phones to access podcasts. Some mobile phones can already subscribe to podcasts and a fair few can listen to streaming MP3s from the Internet. Even if these features are missing, pretty much every mobile phone you can buy nowadays can be hooked up to a computer and have MP3s sent to it to listen to on the go.
  • creating mini-documentaries using the camera in their phone. We did ‘food preparation hygiene’
  • recording field trips – using photos or voice or texting back observations to other pupils.  We did a nature walk where leaves / flowers / trees were observed by one group and identified by another group back in the classroom. We experimented by sending text only descriptions, pictures or voice calls and combinations of those to see which was the most effective. (Also posting back pictures to their blog / wiki whilst they are actually on the walk.)
  • be in different places working on the same project and be talking via instant-messaging.  Our example was a history  ‘Treasure Hunt’ where groups were competing to find objects and information. The groups split up and group members updated each other on progress using mobile phones.
  • recording science experiments and including the pictures /video with their written reports.
  • Using twitter. History teachers chose a period in history (was the second world war) and had groups of evacuees, host families, parents of evacuees back in bombed cities sending messages to each other about their feelings.
  • Use twiddeo to upload video made on mobile phone to twitter.
  • Make a tee-shirt using Reactee on twitter that you can wear in the classroom. Ours was a line to ring to get homework assignments and deadlines.
  • Photoblogging using telephones. (Blogger is particularly good for phones). We did local landmarks and geographical features. Also a vocabulary exercise where each person was given a word to illustrate with three photographs by the end of the day. (If you are going to use blogs use one that is mobile-friendly – like WordPress where you can get a plug-in called WP-Mobile so that students can access them from their mobiles)
  • Making slideshows for mobile phones You can make slideshows for mobile phones. It’s easy but you need a few basic techniques (which we can share if people are really interested.)  We made ‘revision’ slideshows which each teacher could produce for their subject area to be viewed on mobile phones.
  • Brainstorming using wiffiti. We found wiffiti is a wonderful way of getting pupils to create a communal, real time visual brainstorm, on a screen, from their cell phones.
  • Accessing Voicethread. You can use mobile phones to comment on Voicethread, which is a ‘digital conversation’ application. (We used some pictures of geometrical patterns and shapes and asked people to comment using mobile phones on where they could see those shapes and patterns in their townscape or in nature.)
  • Making simple Stop Motion animations. Take lots of photos on a mounted mobile phone e.g of a Plasticene model or bendy toy then import them into a slideshow presentation and set the show to change slides on the fastest (e.g 1 second) autochange. We did pictures of a the notes of a simple tune drawn with felt pen on an A1 sheet then ‘moved’ an arrow to each note in turn so that the pupils could see which note was being sung.
  • To save the cost of texting, use freebiesms on your computer
  • For those students with Bluetooth, a natural progression from students e-mailing homework or assignments might be to get them to send it by phone to your laptop at the beginning of a lesson.

Plans for future events

  • Experimenting with QR codes into which you can embed text, url, phone numbers and sms. (Camera phones can have software freely installed on them to recognise these codes and decipher them into meaningful text/links/images. This could be useful for homework or for embedding a ‘live’ link on a paper-based worksheet.)
  • Experimenting with 12seconds.tv for asynchronous debates, for synthesising work, commenting on Voicethread, making composite class documentaries, as a reflection tool for e-portfolios, as an ideas box, exemplifying good practice
  • Thinking about how we are going to use Google Wave

Innovation in Training practice

For the last two days I have been moderating at the second on-line international confernce on innovation in training Practice. the conference, organised by the EU funded Network of Trainers in Europe, took place on the Elluminate platform and attracted some 70 participants from twenty or so countries.

The conference was seen as an experiment: whilst on-line conferences are becoming more common in the educational technology community, they are rare in wider professional areas like teaching and training. For many who attended it was their first experience of such an event and despite the occasional bandwidth glitch, most seemed happy with the event.

In contrast to the first conference, held last November and largely organised and moderated by Pontydysgu, other members of the network took an active role in organising this years conference and also moderated the different sessions. This was exemplified by the second day bilingual session from Spain, with a link up with a live audience from Madrid.

There were four main themes for the conference:

  • Innovations in Work-based Learning for VET Teachers and Trainers
  • Equality and Diversity – Innovations in training practice for socially disadvantaged group
  • Technology Enhanced Learning / ICT for innovation and training practice
  • Innovations in company-based training

In his presentation on Creativity as a starting point of Innovation process, Stanislav Nemerzitski, from Estonia expored the idea of innovation and what it means within our society. Individual creativity, he said, was linked to societal ideas of innovation.

throughout the conference, presenters provided exampales of innovation. What made this conference special for me was the strong focus on practice, rather than systems. however, most of the examples were based on projects or initiatives, giving rise to the question of how such innovation could be sustained and how it could be mainstreamed through institutions. One presenter,  Anna Grabner from Austria suggested that it was through conferences such as this that innovations in practice could be shared and thus transferred and adopted to new working situations. She saw processes of institutional change as coming from a boottom up direction, based on innovatory practice.

The conference once more highlighted the importance of teachers and trainers. Not only were more and more people involved in training as some part of their work practice, but the roles of trainers were becoming broader and in many cases involved some degree of specialisation. This poses questions about the initial training of teachers and trainers and about opportunities for professional development.

Although the first afternoon of the conference was devoted to innovation in the use of Information and communication technology, the theme of technology and learning ran through the conference. It seemed apparent that the use of technology is now impacting on training practice – particularly through social networking and Web 2.0 technologies.

In parallel many contributions focused on the move towards more work based learning. Work based learning was often being driven by the rate of change in  products and processes and in work organisation. Within such a focus informal learning was also receiving more attention. However, work based learning also required attention to be paid to the design of work and of the workplace in order to facilitate learning.

The role of research was another ongoing point of discussion. Research was seen as important in theorising innovation in practice in order to allow their sustainability and transfer. This required new tools to help practitioners and researchers gain a deeper understanding of processes and outcomes of innovation.

In terms of the skills and knowledge required by trainers pedagogic skills (in tecahing and learning) and a knowledge of the labour market were highlighted. many of the presentations highlighted the need for professional development and the training of trainers, especially in the area of new technology. this raises the issue of who such professional development can be organised. it was suggested that networking is important in this regard through the development of Personal Learning Networks. Indeed going further, it might be that involvement in innovation and projects might be the basis for Professional Development. In her keynote presentation, Lilia Efimova from the Netherlands looked at how blogging could support reflection and learning. Reflection in innovation could possibly provide support for teachers and trainers to take part in further innovation, thus developing an ecology of sustainable innovation in practice.

    Racial bias in algorithms

    This week, Twitter apologised for racial bias within its image-cropping algorithm. The feature is designed to automatically crop images to highlight focal points – including faces. But, Twitter users discovered that, in practice, white faces were focused on, and black faces were cropped out. And, Twitter isn’t the only platform struggling with its algorithm – YouTube has also announced plans to bring back higher levels of human moderation for removing content, after its AI-centred approach resulted in over-censorship, with videos being removed at far higher rates than with human moderators.


    Gap between rich and poor university students widest for 12 years

    The gap between poor students and their more affluent peers attending university has widened to its largest point for 12 years, according to data published by the Department for Education (DfE).

    Better-off pupils are significantly more likely to go to university than their more disadvantaged peers. And the gap between the two groups – 18.8 percentage points – is the widest it’s been since 2006/07.

    The latest statistics show that 26.3% of pupils eligible for FSMs went on to university in 2018/19, compared with 45.1% of those who did not receive free meals. Only 12.7% of white British males who were eligible for FSMs went to university by the age of 19. The progression rate has fallen slightly for the first time since 2011/12, according to the DfE analysis.


    Quality Training

    From Raconteur. A recent report by global learning consultancy Kineo examined the learning intentions of 8,000 employees across 13 different industries. It found a huge gap between the quality of training offered and the needs of employees. Of those surveyed, 85 per cent said they , with only 16 per cent of employees finding the learning programmes offered by their employers effective.
