Policy, practice, economies and SMEs

I spent the morning looking at EU policy on Small and Medium Enterprises (SMEs). It was pretty hard going – after list of different measures together with endless reviews (mainly asserting how successful the policies had been followed by announcements of new measures to deal with the things that had not worked).

But policies are important – especially in education and training and in areas of economic and social policy where markets alone are clearly failing – although it is difficult to think of any area where markets are succeeding! One of our first tasks under the Learning Layers project which starts on the 1st of November will be to undertake a macro level review of the environment in which SMEs in Europe operate. This will be background research to help us develop a User Engagement Model and Guidelines for best practice to inform the work in developing technologies to support informal learning in the medical and building and construction sectors.

Here are a few things I found out.

SMEs are important

Ninety nine percent of all European businesses are SMEs. They provide two out of three of the private sector jobs, contribute to more than half of the total value-added created by businesses in the EU and account for 99.8 per cent of non-financial enterprises in 2012, which equates to 20.7 million businesses.

The definition of an SME is policy driven

The EU definition of an SME has changed three times in the last twenty or so years. The European Commission currently  classifies medium sized enterprises as having less than 250 employees and a turnover of less than Euro 50 million or a balance sheet total of less than Euro 42 million. Small enterprises have less than 50 employees and a turnover of less than Euro 10 million or a balance sheet total of less than Euro 10 million, whilst micro SMEs have less than 10 employees and a turnover of less than Euro 2 million or a balance sheet total of less than Euro 2 million.

In reality the definition is designed to allow or block access to funding and other support to different sized organisations. It does not have any particular research significance.

There is limited academic research into SMEs

Despite the obvious economic importance of SMEs there is surprisingly little economic research. And much of what research there is seems to be based on unproven assumptions about for instance employment generation potential or intrinsic innovation.

SMEs and regulation

EU policy has focused on vertical measures designed to address a particular market failure and horizontal measures to improve the business environment. In recent years there has been a major push to exempt micro-enterprises from EU legislation or introduce special regimes so as to minimise the regulatory burden on them. Yet it is in the German speaking countries – those with higher levels of labour market regulation – that SMEs have been most successful during the economic crisis. And conversely in countries like Latvia which have highly deregulated economies SMEs have done very badly in the recession.

Work based learning and apprenticeship

At an overall policy level the EU has stressed the need for higher levels of qualifications and education and training as important tot he growth and competitiveness of SMEs, whilst introducing a common qualification framework to promote mobility. Until recently it has paid little attention to work based learning or apprenticeship. But once more – and of course there is no proven causal link – it is in those countries with strong apprenticeship systems that SMEs have been most successful.

The problem – a major shortage of jobs

We are constantly being told that we have to improve our employability skills and qualifications for finding employment. Yet whilst more qualifications may help in getting a job, from a policy perspective if ignores the obvious. There is simply a shortage of work.

New research from the UK Joseph Rowntree Foundation explores the difficulty of job searching for young people seeking low-skilled work in three areas in England and Wales. Their overall finding is that the main problem for disadvantaged young people looking for work is fundamental – a major shortage of jobs.

Other key findings include:

  • Over two-thirds of applications (69%) received no response at all.
  • 78% of the jobs applied for paid under £7 an hour, while 54% offered the minimum wage. Only 24% of the vacancies offered full-time, daytime work.
  • In the weak labour market, 10 jobseekers chased every job compared to five jobseekers in the strong one.
  • Jobseekers who do not have high-speed internet at home are at a substantial disadvantage and can only search for jobs sporadically, rather than the daily basis that is required.
  • Applications sent a week after jobs were first advertised were half as likely to receive positive responses as those sent in the first three days.
  • The research found there was strong evidence that good-quality applicants from neighbourhoods with poor reputations were not more likely to be rejected by employers.
  • However, employers expressed a preference for local candidates with easy journeys to work.

No ‘Team GB’ for education!

The Wales Government has announced its plans to implement the recommendations of a report it commissioned earlier this year “Find it, make it, use it, share it: learning in Digital Wales.”  We are quite excited that Wales is one of the pioneers in developing a whole-country strategy for the promotion of digital technologies in school classrooms – including advocating the widespread use of mobile devices, a shift to a PLE rather than MLE focus and the use of social software for learning.  There are one or two things we disagree with, such as the heavy emphasis on a ‘national’ collection of resources, but the rest of the report is exciting, forward thinking and realistic.  There is a serious commitment to mass staff development at all levels – surely the biggest barrier to take up of new technologies in the classroom – including defining a set of digital competences for teachers. This report also recommends that these competences (personal AND pedagogic) be compulsory in ITT courses.

The other section of the report which will cause major ripples is the chunk entitled “External conditions for success” which seem to us to identify all of the brick walls which teachers come up against and suggests that they should be dismantled. I am going to quote the report in full because it is music to the ears of most of us involved with e-learning in schools.

Universal take-up of digital opportunities assumes that:

  • all learning providers, and indeed all classrooms, can connect to the internet at sufficient speeds to enable efficient use of digital resources
  • interface equipment – whiteboards, PCs, tablets, mobile devices, etc. – are available widely enough within learning providers to give quick and easy access to resources. ‘Bring your own device’ solutions may be appropriate here
  • learners and teachers are not prevented from using resources by general restrictions imposed by local authorities or learning providers on certain types of hardware (e.g. smart phones), software (e.g. ‘apps’) or web resources (e.g. Facebook, YouTube or Twitter)
  • learners and their parents/carers have adequate access at home (and increasingly on mobile devices) to ensure that technology-enhanced learning in the classroom can be replicated and deepened outside the learning provider. 

LEAs, take note!!

The main vehicle for turning the report into reality will be an organisation called the ‘Hwb’ (no, not a funny way of spelling Hub, ‘hwb’ means to promote, push or inspire). Its remit will be to lead, promote and support the use of digital resources and technologies by learners and teachers across Wales and create and develop a national digital collection for learning and teaching in English and Welsh.  Both Pontydysgu and the Taccle2 project in Wales are committed to doing what we can to support the Hwb and will make sure that all our resources and experience in the field are freely available.

The driving force behind it all is Leighton Andrews, the Minister for Education in Wales – with whose politics I usually disagree – but I am very happy to admit that he has come up trumps with this one!  He is knowledgable, committed and comes across as a genuinely enthusiastic technophile with an understanding of what education could look like in the future and a clear vision of how, in Wales, we are going to get there.  (“Just like Michael Gove!”, I hear my English colleagues say….).  I must admit, that even as a card-carrying member of a different party (byddwch chi’n dyfalu!), devolution has been all good in terms of education and we have had two excellent Ministers.   Look at the image on the top of this post and you may understand why we are looking forward to an increasing divergence and autonomy.  Team GB? No thanks!

 

 


 

The Great Disruption?

This years meme at ed-tech conferences is disruption. There seems to be two opposing discourses. One says that education is not in a period of disruption – rather that the system is evolving to take account of the possibilities that technology offers for teaching and learning.

The other says we are entering a period of disruption with the existing system fundamentally unable to respond to needs and that the take up of technology will lead to fundamental change. The rush to deliver and accredit MOOCs is seen as the tipping point.

I think both sides are wrong. Firstly there are massive differences in different countries. Whilst there is little doubt of the speed of change, uncertainty and even disruption in the US and UK higher education sectors, in Germany and the Netherlands, for example, life seems to be going on as before.

What this suggest to me is that it is not technology as such that is the major factor in disruption. Rather it is social and ideological drivers which are leading to the more apocalyptic scenarios. We probably have reached a tipping point in that the use of technology for learning is becoming mainstream. And the availability of high quality learning opportunities outside the classroom means that educational institutions can know longer claim a monopoly on learning or knowledge. Equally the power of smart phones is opening up new contexts for learning. Of course these developments will lead to changes – particularly in pedagogy – within institutions.

But the promise of such developments is to extend education to all who wish to learn, rather t5han the present minority who are able to access higher education.

But this i9s a political and social decision. Technology can be used in many different ways – for good and for bad, In the US and in the UK the technology argument is being used as part of an ideological drive to extend the remit of capital to include education – in other words to privatise education. And of course the new private institutions will be  driven primarily by the need to make a profit – rather than by pedagogical imperatives.

Lets look again at MOOCs. the early MOOCs – now known as c-MOOCs – were developed by people like Stephen Downes, George Siemens, Dave Cormier and Jim Groom. The idea of massive open online courses was not to make money. Quite the reverse : they were struggling to find models to sustain the programmes. They were motivated by the idea of new pedagogical approaches to using technology for learning.

Now MOOCs have been picked up by the mainstream system. Coursera is an international consortium of elite universities using a proprietary platform to deliver free online courses. Apart from their use of video these courses are somewhat traditional in their pedagogic approach. At last weeks EFQUEL conference, Jeff Haywood, Vice Principal of Knowledge Management at Edinburgh university, a founder member of the Coursera consortium, was quite explicit about their interest in MOOCs. We are there to make money, he said. And if we do not make money within four years we will close the MOOCs down (it is worth reading Audrey Watters extremely amusing account of the education session at the TECHCrunch Disrupt conference in San Francisco earlier this week).

Same technology – but very different pedagogic approach and motivation. So it is not technology per se which is the driving force behind the great disruption. Rather it is the economic crisis and political and ideological responses to that crisis. As a society should we be retaining free education and investing in education as a response to the fall in productivity and high levels of unemployment. Or should be be seeking to cut back by privatising education? That is the real debate.

 

What is going on at London Met?

The UK Border Agency (UKBA) revoked London Metropolitan University’s ‘highly trusted sponsor’ status. This means that London Met is no longer able bring in non-EU students into the UK to study under the ‘Tier 4’ visa scheme.

Students currently studying at London Met will have their visas withdrawn: at least 2000 face deportation within 60 days of official notification, unless they can find another sponsor. Effectively they must find a place on another course at another institution.

The UK Border Authority have justified their actions as being due to inadequate record keeping by the London Met administration who had failed to ensure overseas students had adequate English levels and were attending lectures. Universities themselves are now required to ‘police; overseas students in the UK. London Met claim their have been 14 changes in the requirements over the past few years and are seeking a judicial review of the withdrawal of their license.

London Met is seen by many of having been caught in a dispute between the English government’s Department of Business, Innovation and Skills (BIS) which has responsibility for higher education and keen to promote the sector as an export successes (to which fees from overseas students make up a large contribution) and Theresa May, Home Secretary,who is bound by David Cameron’s pledge to reduce net immigration to the  ‘tens of thousands’.

London Met is seen as an easy target, given its long running reputation for poor management.

Yet there may be a more sinister aim. According to wonkhe:  “Only last week, exaro news broke the story that London Met had issued a tender for a management consultancy to take over the running of all university activities besides teaching and the vice-chancellor himself.”

Without funding from overseas student London Met University is very likely to go bankrupt. And with the government seemingly committed to privatisation of universities this could be their big opportunity to welcome a private takeover of a major London university, presented as saving  the institution.

Sounds like conspiracy theory (See Martin Weller’s blog for more on this)? Perhaps, but I wouldn’t put anything past this Tory government.

 

 

Wales to encourage schools to make full use of social networking technologies

Leighton Andrews, Wales Assembly Government Minister for Education and Skills, has announced an ambitious agenda in response to an independent review of digital classroom teaching. Of particular note is the commitment to “a new approach to the use of social networking technologies in education” through “encouraging schools to make full use of social technologies in order to engage learners and improve learning outcomes.”
Andrews says:

In previous years, local authorities have been asked to block access to social networking sites in schools, libraries and youth clubs, as a result of very understandable concerns about online predators, cyberbullying and the risk of disruption to classroom activities. However, this policy can have adverse effects. It deprives schools of access to tools and resources which might otherwise be used creatively and constructively in education both within and beyond the classroom. More importantly, it means that children are most likely to be using these sites outside the school, at home, or on mobile devices, in environments which may be unsupervised and where they have less access to informed guidance and support on how to stay safe online.
In 2008, Wales was the first country in the UK to introduce the teaching of safe and responsible use of the Internet into both the primary and secondary school curriculum. The underpinning approach was that we first teach children to use the Internet safely under supervision, and then help them to develop the skills and understanding they need to manage their own risk as they use the Internet independently. Enabling access to social networking sites in schools will be consistent with this approach, providing pupils with the opportunity to learn safe, responsible and considerate online behaviours in the context of supported educational activities. It will also help schools to include parents in these activities.”

We have long argued that blocking of social networking (and other web sites) in schools was a backward and futile step. Lets hope that other countries follow the lead of Wales.

Technology Enhanced Learning, Dialogicality and Practice

I like writing position papers! This is the second submission for the  Alpine Redezvous  workshop on the topic of TEL, the Crisis and the Response. This position paper is co-written with Dirk Stieglitz and Ilona Buchem.

We are aware of the increasing concerns about the commodification, monetarisation and privatization of education and academic labour. We also acknowledge the concern that the current mode of [neo-liberal] late-capitalism relies on “the continuous extension and validation of the infrastructure and the optimistic discourses of the new information technologies” (Hoofd, 2010)

However, rather than focus on concerns about the role of technology in the organisation and control of the educational infrastructure, in this position paper we which to examine the potential – and potential contradictions – of technology for learning. This in turn, leads to a focus on pedagogy, defined here as the theory and practice of teaching and learning. Technology is not pedagogically neutral – all technology enhances or hinders particular approaches to learning.

It is not hard to criticize the uses of educational technology in institutions. In its earlier phases technology was used to manage learners rather than facilitate learning. In its latter phase technology is being deployed both to commodify and monetarize knowledge (and the academic labour which produces such knowledge) and at the same time to sell education as just another consumer product (hence the present hype around so called learning analytics). Almost inevitably, attempts to develop an alternative ecology or milieu and an alternative pedagogy – such as MOOCs – are being absorbed by the dominant culture. Interestingly, in this regard, we can perceive the contradiction between an understanding of academic staff who wish to open up new horizons for learning to students with the concerns of the students who wish only to receive the necessary knowledge to achieve the credentials for which they believe they have paid. This in turn reinforces push technologies to support funnel delivery of learning objects to receivers (clients or customers). And despite the hype about the uses of technology by digital residents, repeated surveys have shown very limited use of social technologies by students to create, rather than consume digital artefacts and knowledge.

However, there is an alternative perspective. The almost indecent rush to commodify academic knowledge through the use of technology[1] may, to some extent, be driven by a realization that knowledge has escaped from the walled garden of the academy.

We would argue that the education systems grew in response to the needs of industrial capitalisms (in this respect it is informative to note that many Victorian schools in the UK were deigned to look like factories and were organised on a factory model). Despite the efforts of communities and organisations such as the Miners Hall, the Workers Educational Association and the Mechanics Institutes (and similar bodies and movements in other countries than the UK), access to education – and knowledge – was largely a monopoly of the education system, which in turn was ideologically driven by the needs of capitalist enterprises.

Despite the efforts of institutions and others – including publishers – to maintain control of knowledge, the internet allows an abundance of access to knowledge and learning, especially through informal and self managed learning. In a study we undertook of the use of information and communication for learning in Small and Medium Enterprises in six countries in Europe, in 106 case studies we found only one instance of the use of ICT for formal learning. Yet we found numerous uses of technology for informal learning (although often the users did not recognize this as learning themselves). We found:

–       the web was the platform for learning

–       in most cases the managers did not know such learning was happening

–       there was more likelihood of learning taking place where people had more control of work processes

–       learning was sometimes driven by just in time needs stemming from the work but was often driven by learners’ interests

–       learners had little interest in formal accreditation or credentials and no interest in assessment

Such learning often took place through contacting friends or through participating in informal, online communities of practice. Support for learning was through peers or those who Vygotsky called a More Knowledgeable Other and learning was largely self-directed.

Learning was heavily contextual, depending on both the subject and level of learning, the nature of the problem or the culture of the community.

Through a combination of the physical workplace and subject based culture and the culture of the online interactions, users were making new meanings for their own practice. This chimes with Bakhtin’s reasoning that others or other meanings are required for any cultural category to generate meaning and reveal its depths.

“Contextual meaning is potentially infinite, but it can only be actualized when accompanied by another (other’s) meaning, if only by a question in the inner speech of the one who understands. Each time it must be accompanied by another contextual meaning in order to reveal new aspects of its own infinite nature (just as the word reveals its meanings only in context). (Bakhtin, 1986, pp. 145–146).”

Akkerman and Bakker suggest that boundary crossing and the understanding of learning as a process that involves multiple perspectives and multiple parties is “different from most theories on learning that, first, often focus on a vertical process of progression in knowledge or capabilities (of an individual, group, or organization) within a specific domain and, second, often do not address aspects of heterogeneity or multiplicity within this learning process.”

Akkerman and Bakker advance “four dialogical learning mechanisms of boundaries:

  1. identification, which is about coming to know what the diverse practices are about in relation to one another;
  2. coordination, which is about creating cooperative and routinised exchanges between practices;
  3. reflection, which is about expanding one’s perspectives on the practices; and,
  4. transformation, which is about collaboration and co-development of (new) practices.”

The interesting point here is the relation to practices, and to dialogical learning processes, as opposed to the reified and top down nature of knowledge acquisition through institutional online learning and traditional TEL.

We suggest that if the TEL community is to contribute towards a response to the crisis, that response requires a move from a focus on formal knowledge transmission through educational technology controlled by institutions, to a perspective of supporting community knowledge acquisition and self directed learning focused on practice.  It equally requires a change in developmental approaches with technology co-developed with the communities of practice. Interestingly, it could be argued that such a change, although explicitly opposed to the use of TEL to commodify formal education, would provide a better social and economic use of technology in existing economies.

The right to work

When I was at school, I never had a Saturday job, or even a paper round, although many of my friends did. My parents were afraid that working would interfere with my education. But I did work in the summer holidays and after leaving school worked for a year before going to university. And I think I learned as much working as I ever did at school. Indeed, the importance of work experience was shown up in our European funded G8WAY project on school to work and university to work transitions.

The Guardian newspaper has drawn attention to a study by the UK Commission for Employment and Skills (UKCES) on part time jobs.

The study found that “the proportion of teenagers combining part-time jobs with school or college has slumped from 40% in the 1990s to around 20% now, according to a government agency. Latest figures show that 260,000 teenagers have a Saturday job compared with 435,000 in 1997.”

UKCES say that there are multiple reasons for this. “The trend is not just recession-related but the result of an increasing expectation that young people should stay on at school, as well as a dwindling number of Saturday jobs, according to the report. Many of the jobs that young people do, such as bar work, are in long-term decline, and are forecast to stagnate or decline further over the next decade.”

The lack of opportunity for paid work is preventing young people becoming independent and in many of the case studies we undertook through the G8WAY project, resulting in considerable family tensions.

And there is an irony here. At the very time young people are being denied the right to work, employers are increasingly demanding work experience, as a precursor to employment. The result is that many young people are being forced to undertaken internships, either at a low pay rate or even without pay. That such internships exist, suggest that there are jobs. It is just employers do not want to pay.

 

Investing in education is important

For a long time we have said that investing in education is key to employment and to the future of our communities and society. The trouble is we have not been able to prove it. Some comparative studies have suggested the higher levels of investment in high quality initial vocational education and training in Germany as opposed to the UK is because German companies have a longer term accounting for the returns on investment. In turn, this may be because of the higher proportion of industrial capital in Germany whilst in the UK investment capital is much higher.Equally Return on Investment (ROI) studies are usually look over a relatively short period. Also such studies are generally conducted on a micro level – looking at the return on investment for individual enterprises, rather than on communities or society as a whole.

A new UK study by the Centre for Cities provides a fascinating new insight.

As their web site explains: “The research, which uses Census data to understand the economic stories of our cities in 1901, also compares how cities have progressed across measures like population, employment, and wages to understand how some cities have become more successful than others.”

The report, Cities Outlook 1901, “highlights the extent of the long term scarring effect that poor skills can have on a city and the people who live there.  The research shows that the skills spectrum across cities in 1901 is mirrored in their economic strength today.  Seven out of eight of the best performing cities today had above average skills levels in 1901; while 80% of cities with vulnerable economies in 2012 fall into the bottom 20 cities for skills levels in 1901.

Skills, they say, “are the most important factor determining long-run urban success, and therefore are a key area for policy intervention.”

The policy implications drawn from the report are quite general and modest. But they are important, nevertheless.

Cities Outlook 1901 illustrates the way that lack of investment is compounded over time. Failure to invest in skills or infrastructure in 1901 had knock-on long-term impacts on a place and its people over decades,while targeted investment in infrastructure and ongoing investment in skills succeeded in helping some places and people improve performance.

For policymakers seeking to learn lessons from the past when confronting today’s economic challenges, three themes stand out:

1. Short-term cuts in expenditure on the key drivers of urban success are likely to result in a big bill in the medium to longer-term.

2. Skills are the biggest determinant of success for cities, and are critical to the life chances of individuals.

3. Targeting investment in infrastructure can have a significant impact upon the economic prospects of a place.

    Cyborg patented?

    Forbes reports that Microsoft has obtained a patent for a “conversational chatbot of a specific person” created from images, recordings, participation in social networks, emails, letters, etc., coupled with the possible generation of a 2D or 3D model of the person.


    Racial bias in algorithms

    This week, Twitter apologised for racial bias within its image-cropping algorithm. The feature is designed to automatically crop images to highlight focal points – including faces. But, Twitter users discovered that, in practice, white faces were focused on, and black faces were cropped out. And, Twitter isn’t the only platform struggling with its algorithm – YouTube has also announced plans to bring back higher levels of human moderation for removing content, after its AI-centred approach resulted in over-censorship, with videos being removed at far higher rates than with human moderators.


    Gap between rich and poor university students widest for 12 years

    The gap between poor students and their more affluent peers attending university has widened to its largest point for 12 years, according to data published by the Department for Education (DfE).

    Better-off pupils are significantly more likely to go to university than their more disadvantaged peers. And the gap between the two groups – 18.8 percentage points – is the widest it’s been since 2006/07.

    The latest statistics show that 26.3% of pupils eligible for FSMs went on to university in 2018/19, compared with 45.1% of those who did not receive free meals. Only 12.7% of white British males who were eligible for FSMs went to university by the age of 19. The progression rate has fallen slightly for the first time since 2011/12, according to the DfE analysis.


    Quality Training

    From Raconteur. A recent report by global learning consultancy Kineo examined the learning intentions of 8,000 employees across 13 different industries. It found a huge gap between the quality of training offered and the needs of employees. Of those surveyed, 85 per cent said they , with only 16 per cent of employees finding the learning programmes offered by their employers effective.
