Understanding Labour Market data

The increasing power of processors and the advent of Open Data provides us information in many areas of society including about the Labour Market. Labour Market data has many uses, including for research in understandings society, for economic and social planning and for helping young people and older people in planning and managing their occupation and career.

Yet data on its own is not enough. We have to make sense and meanings from the data and that is often not simple. Gender pay gap figures released by the UK Office of National Statistics last week reveal widespread inequality across British businesses as every industry continues to pay men more on average than women. This video Guardian journalist Leah Green looks at the figures and busts some of the common myths surrounding the gender pay gap.

As regular readers of this blog will know, Pontydysgu were members of a consortium in a project called EmployID, funded by the European Commission. The project focused on changing work identities in Public Employment services and how technology could be used to support Continuing Professional Development, including both formal learning and informal learning.

All too often such project produce a series of fairly unintelligible reports before they face away. We were determined not to replicate this pattern. Instead of producing a  series of annual reports for the EU based on different project work packages, for three years of the project we produced an an unified annual report in the form of an ebook.

And the EmployId Consultancy Network , formed out of the project has now produced a short book, designed for individuals and organisations interested in organisational transformations, changing identities and learning.

The EmployId Consultancy Network is a network of researchers, practitioners and trainers offering tailored services for solutions around facilitating staff development with the focus on professional identity transformation (among them are myself, Luis Manuel Artiles Martinez, Pablo Franzolini, Deirdre Hughes, Christine Kunzmann, John Marsh, Andreas P. Schmidt, Jordi Fernández Vélez, Ranko Markus, Karin Trier, Katarina Ćurković and Adrijana Derossi).

This is what the book is about:

The world of work is undergoing fundamental transformations.

For example, nurses have mostly chosen their job because they want to care for their patients, but their work now involves, to a large degree, computer-based documentation and quality assurance measures. Practitioners in public employment services turn from administrating unemployment benefits into coaches for their clients. And engineers need to make sense of large scale sensor data and assess the opportunities of artificial intelligence techniques for their companies’ future services.We see technological developments such as digitization and automation in an ever increasing number of sectors and intensity.

Are you embracing and shaping the change or are you being driven by it?

Companies and public sector organisations have to reshape their value creation processes and guide their employees to new job roles, creating an uncertain outlook. Ask yourself are you embracing and shaping change, or are you being driven by it? The ability to utilise modern technologies and methods is simply scratching the surface. AI and vocational education and training

I have been working on writing a proposal on Artificial Intelligence and teh training of teachers and trainers in Vocational Education and Training. So I’ve spent a few days chasing up on research on th subject. I can’t say a lot of it impresses me – there is a lot of vague marketing and business stuff out there which shows not much insight into education.

One blog post I did like was by Rose Luckin, Professor of Learning with Digital Technologies, University College London Institute of Education’s Knowledge Lab, who has written an ‘Occasional Paper: The implications of Artificial Intelligence for teachers and schooling’, published on her blog.

Rose says there are three key elements that need to be introduced into the curriculum at different stages of education from early years through to adult education and beyond if we are to prepare people to gain the greatest benefit from what AI has to offer.

The first is that everyone needs to understand enough about AI to be able to work with AI systems effectively so that AI and human intelligence (HI) augment each other and we benefit from a symbiotic relationship between the two. For example, people need to understand that AI is as much about the key specification of a particular problem and the careful design of a solution as it is about the selection of particular AI methods and technologies to use as part of that problem’s solution.

The second is that everyone needs to be involved in a discussion about what AI should and should not be designed to do. Some people need to be trained to tackle the ethics of AI in depth and help decision makers to make appropriate decisions about how AI is going to impact on the world.

Thirdly, some people also need to know enough about AI to build the next generation of AI systems.

In addition to the AI specific skills, knowledge and understanding that need to be integrated into education in schools, colleges, universities and the workplace, there are several other important skills that will be of value in the AI augmented workplace. These skills are a subset of those skills that are often referred to as 21st century skills and they will enable an individual to be an effective lifelong learner and to collaborate to solve problems with both Artificial and Human intelligences.

Teachers tense and dissatisfied

The UK National Foundation for Educational (NFER) research have published the first of what they say will be an annual report on the state of the teacher Labour Market.

The Key Findings are as follows:

  • The secondary school system is facing a substantial teacher supply challenge over the next decade, which requires urgent action.
  • Retention rates of early-career teachers (between two and five years into their careers) have dropped significantly between 2012 and 2018.
  • Alternative sources of teacher supply, such as returners and overseas-trained teachers, have not increased in spite of the growing supply challenge.
  • One in five teachers (20 per cent) feel tense about their job most or all of the time, compared to 13 per cent of similar professionals. Two out of five teachers (41 per cent) are dissatisfied with their amount of leisure time, compared to 32 per cent of similar professionals.
  • Teaching’s traditional ‘recession-proof’ advantage over other professions has eroded over time due to a relatively strong graduate labour market. High job security for graduates outside of teaching makes it harder to attract them into teaching and retain them.

They say teachers’ working conditions are a fundamental lever to effecting change over teacher recruitment and retention.

The Circular Economy and Education

Screenshot 2019-02-26 at 18.21.29Last week I spoke at a meeting – Circular Economy Competences Making the Case for Lifelong Learning – at the European Parliament in Brussels. The meeting was hosted by MEP Silvia Costa and organised by ACR+ as part of the Erasmus+ CYCLE project, brought together key actors working on incorporating circular economy competences in education and lifelong learning. Pontydysgu are partners in the project and I introduced briefly what we are doing.

The press release below gives a good summary of the event. But the main lesson for me was that there are a lot of people doing practical things (and policy initiatives) around the circular economy. And there are a lot of people in the education sector (not least of all students) wanting to do things around the environment and climate change.

The problem is that for some reason there is not a lot of communication going on between the two communities. The Ellen MacArthur Foundation has produced some excellent and there have been a number of MOOCs, hosted mainly by Dutch and French organisations. But a lot of the learning materials available are focused on particular technical areas, rather than looking at the Circular Economy as a whole.

The CYCLE project is a start – aiming to develop an online competence centre for learning materials. But in reality the project is really too small when compared to what is needed.

I think the next step should be to attempt to develop a European Special Interest Group (SIG) on the circular economy and Education. Anyone interested?

Brussels, Belgium. The event “Circular Economy Competences Making the Case for Lifelong Learning”, hosted on 19 February at the European Parliament by MEP Silvia Costa and organised by ACR+ in the framework of the Erasmus+ CYCLE project, brought together key actors working on incorporating circular economy competences in education and lifelong learning.

The fully booked event was opened by MEP Silvia Costa, who stressed the importance of mainstreaming circular thinking in lifelong learning policies. The MEP also reported on the dialogue between the Parliament and the European Commission aimed at introducing recitals on climate change and sustainable development goals in the text of the next Erasmus+ 2021/2027 programme. Afterwards, Callum Blackburn from Zero Waste Scotland gave an introductory speech calling for international cooperation for circular economy education based on strategic partnerships that facilitate mutual learning.

The first thematic panel tackled the issue of circular thinking in education. Graham Atwell from Pontydysgu presented the e-learning platform that is currently being developed within the CYCLE project. The platform, which will be launched in May 2019, aims to collect training material on circular economy for adult educators. Sander Bos and Heleentje Swart from the Dutch Fryslan Region showed how governments and schools are already working together within the regional SPARK initiative to achieve a circular change in educational methods, practices and tools.

The second panel focused on how to upskill waste, repair and reuse industries. Fiona Craigintroduced the audience to the SWITCH Forum, a multi-partnership forum made up of organisations active across all the sub-sectors of resource management . The SWITCH Forum aims to support continuous improvement in education and training and in health and safety in this sector. Roberto Cerqueira from LIPOR presented the training programmes of the LIPOR Academy, which include circular economy as an area of knowledge.

The speakers of the last panel discussed the evolution of the labour market related to the circular economy and the skills that will be increasingly required for circular jobs. Lorenzo Barucca from Legambiente presented the key outcomes of a study carried out together with the University of Padova, about the main connections between innovative industries (Industry 4.0) and circular economy. Joke Dufourmont from Circle Economy presented the mapping of core and enabling circular jobs in the city of Amsterdam, reflecting on the technical and transversal competencies that underlie them.

Where do graduates come from and where do they go?

I’ve written too many times about the problems in sense making from data – particularly where the labour market and education are involved. This presentation from the UK Centre for Cities makes an admiral attempt to use the data to tell a story about where students are coming from to study at Glasgow’s Universities and where they go afterwards.

It has its drawbacks – mainly due to the lack of data. For instance most of the slides fail to show movements in and out of the UK. Also, I would have loved to have more detailed data about what jobs students go into after university, but this data just is not available from UCAS at a more disaggregated level. And I am not very sure about the click bait title: “the Great British Brain Drain.” If there is a brain drain, nothing in the analysis points to one.

It is interesting to see that manufacturing still accounts for 44% of new graduate employment is Glasgow, despite manufacturing only constituting 30% of total employment in the city. This is much more that the 19& of new graduate working in the much heralded knowledge intensive business services sector.

One of their conclusions is very important: its not just about the student experience or the quality of nightlife in a city but more importantly “Ultimately it’s the jobs available to graduates which determine if they stay. By offering more, and better, opportunities the city will attract more graduates, both those who have studied in the city and those moving in for the first time from elsewhere.”

Young people living with parents for longer

WONKHE reports there has been a significant rise in the number of 20 to 34-year-olds living with their parents in the UK, according to analysis of the Labour Force Survey by think tank Civitas.” The analysis, covered by the Financial Times, finds an increase of 791,600 under 35-year-olds living with their parents between 1996-8 and 2014-15. The rise has been noted in all UK regions, with the most pronounced results in London. Civitas puts the increase primarily down to the cost of housing, and suggests that HE participation could be a factor, as more young adults are financially dependent on their parents for longer.”

Th8s brings UK more into line with other countries in Europe, where young people tend to live at home with their parents until tehy are much older than has been in the UK. It also would be interesting to look at the figures (if available) for numbers of people studying at their home town university, rather than following the ‘rites of passage’ to move to college in another twon or city.

AI and education

Fear you are going to be seeing this headline quite a bit in coming months. And like everyone else I am getting excited and worried about the possibilities of AI for learning – and less so for AI in education management.

Anyway here is the promise from an EU Horizon 2020 project looking mainly at ethics in AI. As an aside, while lots of people seem to be looking at ethics, which f course is very welcome, I see less research into the potentials and possibilities of AI (more to follow).

The SHERPA consortium – a group consisting of 11 members from six European countries – whose mission is to understand how the combination of artificial intelligence and big data analytics will impact ethics and human rights issues today, and in the future.

One of F-Secure’s (a partner in the project) first tasks will be to study security issues, dangers, and implications of the use of data analytics and artificial intelligence, including applications in the cyber security domain. This research project will examine:

  • ways in which machine learning systems are commonly mis-implemented (and recommendations on how to prevent this from happening)
  • ways in which machine learning models and algorithms can be adversarially attacked (and mitigations against such attacks)
  • how artificial intelligence and data analysis methodologies might be used for malicious purposes

Developing a skills taxonomy

This morning’s mailing from the Marchmont Employment and Skills Observatory reports that NESTA have launched an interesting new Tool – a UK skills taxonomy:

“Skill shortages are costly and can hamper growth, but we don’t currently measure these shortages in a detailed or timely way. To address this challenge, we have developed the first data-driven skills taxonomy for the UK that is publicly available. A skills taxonomy provides a consistent way of measuring the demand and supply of skills. It can also help workers and students learn more about the skills that they need, and the value of those skills.” NESTA

It should help with careers guidance and is ideal for people looking at the return to differing career choices and how you get there. NESTA began with a list of just over 10,500 unique skills that had been mentioned within the descriptions of 41 million UK job adverts, collected between 2012 and 2017 and provided by Burning Glass Technologies. Machine learning was used to hierarchically cluster the skills. The more frequently two skills appeared in the same advert, the more likely it is that they ended up in the same branch of the taxonomy. The taxonomy therefore captures ‘the clusters of skills that we need for our jobs’.

The final taxonomy can be seen here and has a tree-like structure with three layers. The first layer contains 6 broad clusters of skills; these split into 35 groups, and then split once more to give 143 clusters of specific skills. Each of the approximately 10,500 skills lives within one of these 143 skill groups.

The skills taxonomy provide a rich set of data although requiring some work in interpretation. The six broad clusters of skills are:

The ten clusters (at the third layer) containing the most demanded skills are:

  1. Social work and caregiving
  2. General sales
  3. Software development
  4. Office administration
  5. Driving and automotive maintenance
  6. Business management
  7. Accounting and financial management
  8. Business analysis and IT projects
  9. Accounting administration
  10. Retail

The five skill clusters at the third layer with the highest annual median salaries are:

  1. Data engineering
  2. Securities trading
  3. IT security operations
  4. IT security standards
  5. Mainframe programming

The five clusters with the lowest salaries are:

  1. Premises security
  2. Medical administration
  3. Dental assistance
  4. Office administration
  5. Logistics administration

While the taxonomy is based on web data collected between 2012 and 2017, the approach has teh potential to be developed on the basis of real time data. And it is likely to be only one of a number of tools produced in the next two years using machine learning to analyse large data sets. The use of real-time data from web vacancies is receiving a lot of attention right now.

There is also interest in the idea of skills clusters in the ongoing debate over the impact of Artificial Intelligence on jobs and employment. Rather than whole occupations disappearing (and others surviving) it is more likely that the different skills required within occupations may change

Digital Creative Arts Framework

I am supposed to be adding resources on the Circular Economy for a new webs site for adult educators which we are helping develop. But as happens too often with digital media I got distracted by Twitter. It was a tweet from Dave White which did it. N was not quite sure what he was going on about but Dave White is always worth listening to.

I followed the links and ending up on thetemp location’ web site.   And very interesting it is too. The Digital Creative Attributes framework developed at the University of the Arts London is designed to connecting high-level aspirations through to practical activity. These, Dave says,   are an extension of the Creative Attributes Framework at the UAL which lays out nine key attribute areas in three groups. The Digital Creative Attributes Framework (‘D-CAF’) is a framework which provides a shared language for staff, students and the creative industries and, amongst other things, can be used to articulate current curriculum in digital-practice terms.

The DCAF is released under  a Creative Commons licence and says Dave “It gives a good insight into the digital practices which underpin creative working and as such is relevant to anyone taking a creative approach to teaching and learning.”

    News Bites

    Cyborg patented?

    Forbes reports that Microsoft has obtained a patent for a “conversational chatbot of a specific person” created from images, recordings, participation in social networks, emails, letters, etc., coupled with the possible generation of a 2D or 3D model of the person.


    Racial bias in algorithms

    This week, Twitter apologised for racial bias within its image-cropping algorithm. The feature is designed to automatically crop images to highlight focal points – including faces. But, Twitter users discovered that, in practice, white faces were focused on, and black faces were cropped out. And, Twitter isn’t the only platform struggling with its algorithm – YouTube has also announced plans to bring back higher levels of human moderation for removing content, after its AI-centred approach resulted in over-censorship, with videos being removed at far higher rates than with human moderators.


    Gap between rich and poor university students widest for 12 years

    The gap between poor students and their more affluent peers attending university has widened to its largest point for 12 years, according to data published by the Department for Education (DfE).

    Better-off pupils are significantly more likely to go to university than their more disadvantaged peers. And the gap between the two groups – 18.8 percentage points – is the widest it’s been since 2006/07.

    The latest statistics show that 26.3% of pupils eligible for FSMs went on to university in 2018/19, compared with 45.1% of those who did not receive free meals. Only 12.7% of white British males who were eligible for FSMs went to university by the age of 19. The progression rate has fallen slightly for the first time since 2011/12, according to the DfE analysis.


    Quality Training

    From Raconteur. A recent report by global learning consultancy Kineo examined the learning intentions of 8,000 employees across 13 different industries. It found a huge gap between the quality of training offered and the needs of employees. Of those surveyed, 85 per cent said they , with only 16 per cent of employees finding the learning programmes offered by their employers effective.
