The Purpose and Funding of Research

Most of the debate over the future of Higher Education in the UK has focused on funding and within that of funding for teaching. And regarding research, the major concern has been obviously cutbacks in research funding. Of course that is a valid concern.

There has been less attention to the nature of research funding. The government’s main thrust would appear to be to encourage private sector funding of research. Of course there are trust funds concerned with the longer term benefits of research and of developing a public knowledge base. But much private sector funding is looking for short term return on funding. Nothing wrong with that. But in terms of developing knowledge it will inevitably skew the subjects of research. Secondly private sector companies will often be unwilling to share or make public the results fo such funded research. In the long term it all amounts to another step in the privatisation of education.

There are also concerns over the nature of public sector research funding. Talking in the Times Higher Education Supplement about the UK Research Assessment Exercise (RAE), Professor Delpy says:

… the RAE, which still determines the distribution of about £1.5 billion in annual quality-related research funding, had “driven a fantastically efficient and very competitive research base that has not helped people collaborate, because institutions have been measured against what they as individual institutions have done”.

He added: “You didn’t get extra brownie points because one-third of your research was collaborative.”

This in turn meant that universities’ promotion criteria typically did not reward collaborative efforts such as “enabling a whole area of research to gain large-scale funding from the European Union” by “corralling and marshalling” individual researchers to put together joint bids, Professor Delpy said.

In other words, the nature of funding and the policy drive for competition between universities and even between departments, is inhibiting the development of collaborative research. Yet it is just such collaboration which can lead to new knowledge development and to the development of careers for emerging researchers.

Once more this illustrates the importance of the emerging debate over the purpose of education and the role of research within society.

Barriers to elearning in Small and Medium Enterprises

I have been doing some thinking recently on the use of technology for learning in Small and Medium Enterprises (SMEs). Or rather the lack of it. Some six or seven years ago we did a project on this finding that although there was much use of technology for informal learning, there was very little awareness, take up or implementation of elearning systems in SMEs (the book of the project is available on our publications page).
Since then there has been considerable public expenditure in Europe encouraging the enhanced use of technology for learning. Small and Medium Enterprises are seen as a key sector for creating employment and for innovation. Training and Continuing Professional Development are critical to innovation and the growth of SMEs. SMEs do not provide sufficient training because they cannot spare the time for staff to attend external training programmes and because internal training is too expensive. Therefore use elearning – so goes the logic. But the logic is clearly flawed. SMEs have not rushed to embrace the possibilities of elearning, despite pubic subventions. So what are the barriers and constraints. The following list is based on a series of meetings and consultation albeit in the somewhat specialist field of careers guidance, which, in England, is organised through private careers companies under contracts with local and national government. Indeed, one of the problems, I think, is that we have tended to treat SMEs as a homogeneous entity, whilst, in reality, the possibilities and approach in different sectors varies greatly and there is also big differences between an SME of 250 workers (the EU says an SME is any organisation employing less than 300 staff) and small enterprises with say 8 or ten staff.

  1. Lack of resources. Lack of formal based learning courses or resources. Most training programmes and Continuing Professional Development opportunities are face to face. This may reflect culture, lack of awareness of potential of e-learning and lack of technically proficient specialists to develop e-learning resources, plus of course the cost of producing high quality learning materials.
  2. Poor infrastructure. Many careers companies have a poor network infrastructure and are using out of date computers with even more out of date web browsers etc. Furthermore many of companies have set up heavy firewalls preventing access to social networking sites.
  3. Lack of competence or confidence in use of computers by some careers advisers. May be some reluctance by staff to become involved in elearning.
  4. Lack of awareness by senior managers and staff development officers of potential of elearning. Lack of local champions for change
  5. Despite all these problems and barriers, most careers advisers use computers as part of their everyday job. There are requirements to use networked systems for record keeping. In addition many use the computers for informal learning and especially for browsing for resources, also using the computer in direct work with clients. However such activity is not viewed by managers as ‘learning’ neither is it accredited.
  6. Lack of time. It is difficult to persuade managers to provide time for informal (or formal) online learning, especially given present financial climate. Many do appear to use computer for work purposes at home and in their own time.
  7. Cost. Many online resources are expensive and at present careers services are under heavy financial pressure. Is also worth noting that practices of companies in paying for online access by say mobile phone varies greatly. Staff may be unwilling to use mobile devices if are expected to pay themselves.
  8. Confidentiality. Much of the work is confidential. This may mitigate against the use of open social software networks.
  9. Organisational structures. Careers companies have to bid for contracts and may be unwilling to share learning opportunities or resources with other companies who may be perceived as competitors.
  10. Lack of functionality to share informal learning. Are only limited networks and community applications for sharing learning. there are some signs this may be changing but most learning is hared and disseminated face to face or by email.
  11. Much of the work of careers advisers take place outside the office. Access to resources including internet may be limited.

These barriers could be categorised as social, pedagogical, organsiational and technological. In reality the different categories probably reinforce each other and overlap. But each area needs to be addressed if progress is to be made.

Open Data and the Greek Debt

This is the first of three or four posts on Open Knowledge and Open and Linked Data.

For some time I have been looking at the movement for Open Knowledge, mainly from the viewpoint of teaching and learning. Open Knowledge pushes back at the attempts to privatise knowledge through ever more draconian intellectual property laws. And of course such laws are being introduced precisely because of the capability of the internet from opening up knowledge resources and sharing knowledge and knowledge artefacts. Recently I have been looking at the potential of open and linked data, an idea whose time has come in terms of the ability of machines to collect data and process data, to allow interrogation of that data and to visualise the results.

But this is not just about teaching and learning. Access to data could be central to democracy. Last weeks call from the Jubilee Debt Campaign for an audit of the Greek debts is a case in point. The Jubilee Debt Campaign web site says:

Today, more than 200 prominent Greek and international figures launch a call to audit Greece’s debts. Economists, activists, academics and parliamentarians from across the world are demanding the establishment of a Public Commission to examine the debts that lie at the root of Greece’s crisis. The Commission would look at the legality and legitimacy of those debts, with a view to negotiating better terms and holding to account those responsible for unjust debts.

There is little doubt that any initial examination of those debts will find a tangle of wheeling and dealing, of strange financial instruments and money movements. How better to discover what has been going on than to make this data publicly available. So not just a public audit by reputed financial specialists but an audit by the crowd. If the Greek people are supposed to pay for this crisis why should they not have the full details of what is owed, to who and for what.

And come to think of it, it is not just Greece which needs such an audit. The Ireland economy is in tatters, and in the UK we are constantly told that austerity measures and cutbacks are necessary because of the size of the UK’s sovereign debt. If my taxes are going to pay these debts I want to know who they are to and how those debts occurred. The UK government seems keen on publishing data it wants us to see (like the pay of civil servants), other data it is less keen to see in the public domain.

Education, the knowledge society and employment

An important article in the Guardian newspaper entitled “The awful truth: education won’t start the west getting poorer”. The article challenges a number of assertions which seem to have become accepted ‘facts’ over the last few years.

Anyone who has written proposals for the European Commission will know the mantra of the Lisbon Agreement. By the year 2010 Europe will be the most advanced knowledge economy of the year. Now quietly forgotten , this bombastic policy goal was based on a number of unproved assumptions. First was the nature of the economy itself. Yes, we may have a greater proportion of knowledge as capital in the production process than in previous times and the numbers involved in service industries have increased but the capitalist economies remain relaint on production as the primary source of wealth and indeed of employment.

And whilst the number of occupations and jobs requiring higher skills and knowledge levels has increased, there remain many low skilled jobs, especially in the growing services sector.

There were two main ways Europe was to achieve its preeminent status in world economies. The first was through implementing ever higher levels of technology. Once more the link between technology, productivity and economic growth are contestable and difficult to measure. technology can increase productivity and lead to growth. however, there have been a number fo studies showing that the implementation of new technologies has actually reduced productivity, at least in the short term. And if technology merely reduces the workforce, this can inhibit economic growth and stability.

There has also been a long running assumption that higher levevls of education and qualification will also lead to higher productivity and higher wage levels. Botha re unproven. And as the data quoted in the Guardian shows real wage levels in teh UK are actually falling.

In fact it is some of those occupations lauded as the jobs of the future that pay rates have fallen most dramatically in comparative terms. Computer programmers pay has been steadily falling for the last five years in the UK.

The Guardian also points out how so called knowledge jobs are being deskilled “They are being chopped up, codified and digitised. Every high street once had bank managers who used their discretion and local knowledge to decide which customers should receive loans. Now software does the job. Human judgment is reduced to a minimum, which explains why loan applicants are often denied because of some tiny, long-forgotten overdue payment.”

The Guardian quotes Brown, Lauder and Ashton who call this “digital Taylorism”, after Frederick Winslow Taylor who invented “scientific management” to improve industrial efficiency.”

And of course with Globalisation and new forms of communciation many of these jobs are simply being shifted or outsourced to workers in other countries, especially to lower wage economies. At the same time, countries such as India and China are rapidly expanding their education systems, with a dramatic growth in science and technology graduates.

In many ways this is a perfect storm, hence the title of the Guardian article. it certaibly adds focrce to teh growing debate about the Purpose of Education abd challenges the idea that educations hould merely focus on so called employability skills. Secondly it may lead us to rethink what sort of jobs we want in society? I am interested in the survival of the craft sector in gemrany, depsite the assumption in the UK that such jobs had no future. Indeed its eems that thsoe countries with strong apprenticeship systems, valuaing handicraft and applied skills and knowledge may be better placed for the future than thiose such as UK which went down the road of developing a mass higher education system for the knowledge society.

Big Blue Button service for UK academia

More on that research and learning infrastructure question. Online meetings are becoming ever more important and at least in theory, are a good idea because they cut down on traveling time, cost and harm to the environment. I say in theory, because at the moment we seem to be having meetings just because we can but no doubt we will grow out of that.

Last year I wrote about the different online platforms available, bemoaning the quality of the audio on many of the Flash based systems. At that time I was recommending two platforms – Elluminate – which despite problems of firewalling (and also all too often audio quality) was a fully functional working space and reasonably reliable – and Flash meeting – a free service provided by the UK Open University.

One of the drawbacks to Elluminate is that it is a paid for product although I have always found the Elluminate staff to be very generous in ‘lending’ online space if needed. Whether that will continue since they have been taken over by Blackboard remains to be seen.

Flash meeting is a great service, but is limited in terms of functionality. it works best for meetings of up to about 20 or so people – more that this and the interface becomes a little tricky.

Last year I looked at the open source Big Blue Button project. whilst promising it was not quite at a real use stage then. But since then it has come of age. The web page describes their  vision to be “that starting a web conference should be as easy as clicking a single metaphorical big blue button. As an open source project, we believe it should be easy for others to embrace and extend. And while web conferencing means many things to many people — our focus is to make the best web conferencing system for distance education.”

BigBlueButton is increasingly being integrated in other Open Source applications such as Moodle, Drupal and WordPress. And there are a number of commercial hosting providers. Now the UK Jisc has just announced an online video and audio conferencing service powered by BigBlueButton. As yet it has to be booked by email, but I have no doubts that Jisc will develop an online booking system. Sadly the service is limited to ‘UK academia’, based on having a .ac.uk email address. Brut hopefully Jisc will consider extending this in the future.

This seems a good example of how a public sector educational infrastructure provider, Jisc, can use Open Source Software to provide services to support a research and learning infrastructure. Another reason to support Open Source and defend public services.

Social software and academic reviews

I don’t really know why, but I seem to be spending a lot of time at the moment reviewing proposals and contributions for conferences and publications. And whilst there is much to be learned from all the ideas being put forward it is time consuming and sometimes feels a very isolated and perhaps archaic process.

I fond it difficult to decide the standards or criteria I am reviewing against. How important is clarity of thinking, originality, creativity? How important is it that the author includes copious references to previous work? Are we looking for depth or breadth? How important is the standard of English, particularly for those writing in a second or third language?

In this world of social software the whole review process seems somewhat archaic. It relies very much on individuals, all working in isolation. People write an abstract according to a call for proposals (and I am well aware of how difficult it is to write such calls – unless of course it is one of these multi track conferences which just include everything!). The reviews are allocated to a series of individuals for blind review. They do their work in isolation and then according to often subjective criteria, the proposal is accepted or rejected.

OK, sometimes there is the opportunity to make a conditional acceptance based on changes to the proposal. and of course, you are encouraged to provide feedback to the author. But all too often feedback is limited and pressure of time prevents organisers allowing a  conditional acceptance.

How could social software help with this? As usual I think it is a socio technical solution we need to look for, rather than an adoption of technologies per se. Most conferences have adopted software to help with the conference organising and review procedures but as happens all to often that software has been developed to manage existing processes more efficiently with no thought into how we could transform practices.

One big issue is the anonymity of the review procedure. I can see many reasons to support this, but it is a big barrier to providing support in improving submissions. If we move to non blind reviewing, then we could develop systems to support a discourse between submitters and reviewers, where both become part of the knowledge creation process. and in added benefit of such a discourse could be to clarify and make transparent the criteria being used for reviews. reviewers would have more of a role as mentors rather than assessors or gatekeepers.

This would not really require sophisticated technological development. It would really just need a simple booking system to arrange for a review and feedback session, together with video, audio or text conferencing functionality. More importantly perhaps it might help us in rethinking the role of individual and collective work in the academic and scholarly forms of publishing and knowledge development. I suspect a considerable barrier is the idea of the ‘Doctor Father’ – that such a process would challenge the authority of professors and doctorate supervisors. My experience, based on talking to many PhD students, is that the supervisory role does not work particularly well. It was developed when the principle role of universities was research and was designed to induct students into a community of practice as a researcher. With the changing role of universities plus the fact that many students are no longer committed to a long term career in academia (even if they could get a job) such processes have become less than functional. Better I think to develop processes of support based on wider communities than the narrow confines of a single university department.

Purpos/ed and the social shaping of technology

I’ve been enjoying the Purpos/ed debate on the purpose of education. If you have not seen it Purpos/ed aims as a “non-partisan, location-independent organization … to kickstart a debate around the question: What’s the purpose of education?

Although they say they have a three year plan, the first action, e daily 500 word blog by invited participants, has proved lively. Even more encouraging seems to be that those not on the ‘official’ list, are blogging, linking and using the Purpos/ed logo. And a Spanish language site is likely to launch in the near future.

I am down to contribute my 500 words sometime in March. But I cannot resist commenting on the contributions so far. Most people have focused on education for creativity and liberation, for self fulfillment, for personal development, for expressing hopes and desires. Contributions have been open, personal and optimistic.

Most seem to be loosely based within an Enlightenment idea with education promoting critical thinking and reasoning and the development of knowledge through sensation and reflection.

These are all worthy ideas with which I cannot disagree. But if Purpos/ed is to open this debate, we need to go further. Within advanced industrialized countries education has become seen as largely a means of providing the skills and competencies needed by the economy. I suspect many of the contributions to Pupos/ed are a kneejerk reaction against such economic reductionism.

Yet education does have an important economic and social purpose in our societies, and potentially a purpose that goes beyond the mere drilling of employability skills. Education is intrinsically linked to knowledge development and to innovation. Many of the contributions to Pupos/ed seem to have been framed within a overtly academic approach to learning. Yet education could have a key purpose in helping people to shape and control the use of technology within society and through that the forms of production within our economies. Here vocational and technical education have a central role to play. Yet within the UK we have largely ignored vocational education. essentially education provides a credential prior to starting employment. And thus the link between learning and work becomes lost, in terms of our understandings of the role and organization of work. Indeed the provision of employment is subject to mysterious forces of the world economic system or the global needs of capital.

In exploring the purpose of education, we should not shy away from the links between education and the economy, but rather subject the nature and form of those links to a more radical critique. That inevitably involves exploring power relations, it also involves looking at the whole schooling system.

For me the purpose of educations should be to allow us to collectively control and shape our society. But that means education itself becomes embedded in that society, no longer the prerogative of the walled gardens of the educational institutions.

Story telling with Data

Today Google Labs released their new data visualisation store. Very impressive it is too, although it is not a straightforward task to register on the site, upload uses an XML format and you cannot download data. But the visualisation is pretty good and Google themselves have linked to a number of large Eurostat data sets.

I have been working on data for the last couple of weeks. I am trying to build a TEBO – a Technology Enhanced Boundary Object (or objects) for explaining Labour Market data to Careers Advice, Information and Guidance (CAIG). Together with my colleagues from the Institute for Employment Research at Warwick University, I have been looking at TEBOs for some time.

Alan Brown explains the conceptual idea behind TEBOs:

The ideas of boundary crossing and tool mediation (Tuomi-Gröhn & Engeström, 2003; Kaptelinin & Miettinen 2005) and situated learning with a close alignment to the importance of a focus upon practice (Brown et al., 1989; Hall, 1996) informed considerations of the role of technologically-enhanced boundary objects in knowledge maturing processes in different contexts. One specific concern is to make visible the epistemological role of symbolic boundary objects in situations in which people from different communities use common artefacts in communication. A fruitful approach to choosing ways to develop particular boundary objects is to focus on what Onstenk (1997) defines as core problems: the problems and dilemmas that are central to the practice of an occupation that have significance both for individual and organisational performance — in this case the problems associated with providing advice relevant for career planning. One method this development project used was therefore to engage in a dialogue with guidance practitioners about common scenarios involving Labour Market Information (LMI) which could inform the development of prototype technologically-enhanced boundary objects (TEBOs). The development … was therefore informed by a consideration of the following issues:

  • Importance of developing methods and strategies for co-design with users
  • Need for conceptual tools to help people understand the models and ideas which are part of LMI
  • Need for a more open pedagogy (than is typical of much existing technology-enhanced learning, and existing workplace training practice)
  • A system in which boundary objects are configurable by end-users (practitioners) and by guidance trainers to be used in multiple ways
  • Need to build an understanding of how TEBOs may be used in ways that are empowering for practitioners, and ultimately for clients too.

These concerns could be coupled with another set of issues concerning appropriate skill development:

  • Need for time for people to interact, reflect, use concepts etc.
  • Trying to reach a stage where practitioners have justifiable confidence in the claims they make and can exercise judgement about the value of information when faced with unfamiliar LMI
  • Choosing between a range of possible use-contexts
  • Decide how to employ support from communication and discussion tools
  • Developing and transmitting Labour Market intelligence – importance of communicating to others
  • Preconfigure certain ways of thinking through use of scenarios; discussions can point into and lead from scenarios.

In practice it is not so easy to develop such TEBOs. Identifying key problmes is probably the most useful approach. But then there is an issue in accessing different data to visualise as part of the process. A great deal of data is now publicly available. But I am no data specialist and have faced a steep learning curve in understanding and interpreting the data myself. then there is the issue of visualisation – I am mainly using Google Gadgets, although we are also working with Tableau (a powerful tool, but unfortunately only available for Windows) and IBM;s Many Eyes. All these tools are good, but are all extremely finicky about how the data is formatted. We are working with data in xls and Apple’s Numbers but I suspect longer term it would be better to use the Open Source R programming environment.

And the hardest task of all is the storyboarding. At the end of the day we are trying to tell stories with data: TEBOs are a storytelling and exploration approach to learning. So for each TEBO I intend to make a short video explaining the key concepts and showing the various visualizations. We will also provide access to the raw data and to static versions of the graphing, along with explanatory notes. And for each TEBO we will try to construct an interactive visualisation tool, allowing learners to play with the data and displays. I also want to try to build some sort of simulations using the Forio tool. No doubt there is better software (and if anyone has any ideas I would be very grateful). But I sort of feel that the more social software, open source or free tools we can use the better. We want to encourage people to do it for themselves. And they have no money to spend on fancy software tools.We cannot possibly provide access to visualisations of all the data available. But if we cane explain what is possible, hopefully interested CAIG professionals will start there own work. And then who knows – a Careers Guidance data store?

Libraries – a public and social knowledge space

As the UK Government attempts to pay for ever more diverse campaigns emerge against attempts to cutback public services.

One of the most interesting has been against cuts in libraries. The campaign has gone viral through Facebook and Twitter and gained the support of prominent artists and public figures. Of course part of the reason for the strength of the campaign may be nostalgia, another may be that the move to close libraries has upset many of the middle classes who voted for the ConDem coalition government in England.

The Government’s arguments seem to be threefold. One we cannot afford libraries. Two, why should they be a public service and why can’t they be run by the private sector or by volunteers. And three that they are out of date in the internet age.

The first two are predictable responses from aright wing government committed to reducing public services. But the latter is interesting as is the response. To some extent I guess this is based on nostalgia or on a feeling that a paper based book represents something different and more than a digital artefact. Partly it is based on a social inclusion agenda. But partly it is focused on the idea of libraries as a physical and social space, analogous to the role of pub. Even when information can be found through a simple Google search, even when we can chat directly with our friends over VOIP connections, even when our friends are measured in terms of connections om Facebook, we still value public spaces. And the library is a public pace lined to knowledge. Of course it is not the only one – we have schools and universities. But these have various restrictions and exclusivity based on age, income or qualification. In the UK libraries have represented one of the few public and social spaces linked to knowledge which have been open to all.

And as such people are instinctively opposed to their closure or privatisation.

Webquests 2.0 and Collaborative Blended Learning

We have just started a new project on Webquests. The idea is to use Webquests and a Collaborative Blended Learning model for learning with trainers in Small and Medium Enterprise in Poland, focused on Human Resources Management.

The project is funded by the European Commission under a programme called the Transfer of Innovation. Pontydysgu’s Maria Perifanou has previously been using Webquests for language learning in Greece. Now we intend to develop the learning processes to new groups of learners in new countries and at the same time update the ‘old’ Wequest idea to utilise Web 2.0 technologies.

As in any transnational project one of the first challenges in developing a shared idea of what we are all talking about! And the presentation above by Maria is intended to help us develop that process.

    Forbes reports that Microsoft has obtained a patent for a “conversational chatbot of a specific person” created from images, recordings, participation in social networks, emails, letters, etc., coupled with the possible generation of a 2D or 3D model of the person.


    Racial bias in algorithms

    This week, Twitter apologised for racial bias within its image-cropping algorithm. The feature is designed to automatically crop images to highlight focal points – including faces. But, Twitter users discovered that, in practice, white faces were focused on, and black faces were cropped out. And, Twitter isn’t the only platform struggling with its algorithm – YouTube has also announced plans to bring back higher levels of human moderation for removing content, after its AI-centred approach resulted in over-censorship, with videos being removed at far higher rates than with human moderators.


    Gap between rich and poor university students widest for 12 years

    The gap between poor students and their more affluent peers attending university has widened to its largest point for 12 years, according to data published by the Department for Education (DfE).

    Better-off pupils are significantly more likely to go to university than their more disadvantaged peers. And the gap between the two groups – 18.8 percentage points – is the widest it’s been since 2006/07.

    The latest statistics show that 26.3% of pupils eligible for FSMs went on to university in 2018/19, compared with 45.1% of those who did not receive free meals. Only 12.7% of white British males who were eligible for FSMs went to university by the age of 19. The progression rate has fallen slightly for the first time since 2011/12, according to the DfE analysis.


    Quality Training

    From Raconteur. A recent report by global learning consultancy Kineo examined the learning intentions of 8,000 employees across 13 different industries. It found a huge gap between the quality of training offered and the needs of employees. Of those surveyed, 85 per cent said they , with only 16 per cent of employees finding the learning programmes offered by their employers effective.
