E-portfolios – taking learning out of the shoebox: a reply to Donald Clark

The ever provocative Donald Clarke has posted an interesting article – E-Portfolios – 7 reasons why I don’t want my life in a shoebox. It has sparked off a lively debate with Simon Grant wading in to defend E-Portfolios.

Clarke makes two key points in his argument. The first regards lifelong learning:

People do not see themselves as ‘learners’, let alone ‘lifelong learners’. It’s a conceit, as only educators see people as learners. Imagine asking an employer – how many learners do you have? People are individuals, fathers, mothers, employees, lawyers, bus drivers, whatever….but certainly not learners. That’s why an e-portfolio, tainted with ‘schooling’ will not catch on. By and large, most adults see school as something they leave behind and do not drag along with them into adulthood.

Of course he is right, but there are two ways to look at the idea of lifelong learning. And I do not think this new paradigm of the lifelong learner is a conceit of educators but rather is a policy directive. In a fast changing economy and a period of rapid changes in technology and working practices the drive of such policies is to say that we should all be involved in learning for all of our lifetimes to ensure we are employable and have up to date skills and knowledge etc. etc. This is part of a longer term debate over who pays for education and whose responsibility is it for maintaining our ability to find jobs. In this scenario, unemployed people only have themselves to blame for having no job. If they had maintained their skills they would now be able to find employment. It is indeed a conceit – or rather a deceit – but one which is ideological in intent. But of course educators are being coerced to make this happen.

But there is a second way to look at the idea of lifelong learning. We all learn to a greater or lesser extent every day. Not from the schooling system but through work and play, through informal learning. Of course we do not recognise that as learning and often would not identify ourselves as learners. And then the issue is how that learning can be recognised societally. Not through ‘my life in a shoebox’ but precisely my life outside the shoebox of formal certification and records of achievement.

And coming back to Donald’s shoebox – is this anything new? Prior to e-Portfolios, we all kept bundles of certificates and formal qualifications – indeed often in a shoebox. e-Portfolios have the potential to free us from such restrictions and such narrow ways of looking at learning.

But I agree with Donald when he says:

Media are linked on the web and cannot be easily stored in a single entity or within a single entity, so the boundaries of a real e-portfolio are difficult to define, and will change. An e-portfolio would have to cope with my social networks but they are proprietary. Information wants to be free fiscally and ontologically. We want to be part of all sorts of expansive and variously porous networks, not boxed in.

E-portfolio systems – as they have been conceived – have often been proprietary – despite Simon Grant’s and others’ best efforts to promote interoperability standards. Even that is not the main problem. The main issue is that our digital identity and thus the story of  our personal achievement is scattered across the web. E-portfolios have firstly tended to overly value (and prescribe) formal learning and achievement and secondly have failed to allow us to present our digital presence and life stories in any meaningful way.

Then arises the issue of whether all the effort (and money) expended on e-portfolios has been wasted. On the whole I think not. e-Portfolios is merely a term which was used to encompass the research and development of new forms of technology beyond the VLE – what we now often call Personal Learning Networks or Personal Learning Environments. Perhaps the term e-portfolio is no longer relevant. But that work maintains its coherence and validity. That we have moved on from earlier developments is unsurprising. The use of computers in business and entertainment and for all kinds of other uses is hardly a slow moving field. We cannot expect the use of technology for learning to be any different.

There is one part of Donald’s article with which I would disagree. He talks of a ‘recruitment myth’ saying:

I spent a lot of time recruiting people and what I needed wasn’t huge, overflowing e-portfolios, but succinct descriptions and proof of competences. If by e-portfolio you mean and expanded CV with links to your blog and whatever else you have online, fine. But life is too short to consider the portfolios of hundreds of applicants. Less is more.

In my experience employers are precisely wanting to move away form formal competences to learn what people can do. One Romanian CEO in an advertising company told me he would not employ anyone who did not have an active web presence. Many employers – especially in small enterprises – just Google someone to find out more about them. So yes, I do think we need an application which allows us easily to create an expanded (digital) CV with links to whatever we have online. We do not really have such an application at the moment. If this is to be called an e-portfolio or something else does not matter.

Finally I think Donald disproves his own point when he says:

I can see their use in limited domains, such as courses and apprenticeships, but not in general use, like identity cards.

It seems to me Donald’s “limited domains” are pretty broad. Of course the use of any software, educational or otherwise, is contextual. Contextual in place and time and contextual in terms of why and how we use it. And those are some of the main issues for those wishing to explore the future of e-portfolios or whatever else we call them!

Technology Enhanced Boundary Objects and Visualising Data

I have been spending a lot of time lately on visualising data as part of our efforts for build technology Enhanced Boundary Objects (TEBOs) to support careers professional in understanding and using Labour Market Information. The work is being undertaken as part of the EU funded Mature-IP and G8WAY projects.

In a short series of posts I will be reporting on my experiences with this work. But first more about those TEBOs.

Background to TEBOs

One particularly fruitful way of thinking about skills development at work is to look at the boundaries between different communities of employees within a workplace and the artefacts (documents, graphs, computer software) that are used to communicate between communities (Kent et al., 2007). Following the analysis of Bowker & Star (1999), “boundary objects” are “objects that both inhabit several communities of practice and satisfy the informational requirements of each of them”, thus making possible productive communication and “boundary crossing” of knowledge. In an earlier project on knowledge maturing and organisational performance (including in career guidance) we developed an approach to learning based on the design of symbolic boundary objects which were intended to act as a facilitator of communication across community boundaries, between teams and specialists or experts. Effective learning could follow from engagement in authentic activities that embedded models which were made more visible and manipulable through interactive software tools. In bringing the idea of boundary objects to the present research, we realised that a sub-set of general boundary objects could be ‘TEBOs’ (technology-enhanced boundary objects), resources within an OLME which were software based.

This approach makes use of the notions of boundary object and boundary crossing. The ideas of boundary crossing and tool mediation (Tuomi-Gröhn & Engeström, 2003; Kaptelinin & Miettinen 2005) and situated learning with a close alignment to the importance of a focus upon practice (Brown et al., 1989; Hall, 1996) informed considerations of the role of technologically-enhanced boundary objects in knowledge maturing processes in different contexts. One specific concern is to make visible the epistemological role of symbolic boundary objects in situations in which people from different communities use common artefacts in communication. A fruitful approach to choosing ways to develop particular boundary objects is to focus on what Onstenk (1997) defines as core problems: the problems and dilemmas that are central to the practice of an occupation that have significance both for individual and organisational performance — in this case the problems associated with providing advice relevant for career planning. One method this development project used was therefore to engage in a dialogue with careers guidance practitioners about common scenarios involving Labour Market Information (LMI) which could inform the development of prototype technologically-enhanced boundary objects (TEBOs). The development of the TEBO is therefore informed by a consideration of the following issues:

  • Importance of developing methods and strategies for co-design with users.
  • Need for conceptual tools to help people understand the models and ideas which are part of LMI.
  • Need for a more open pedagogy (than is typical of much existing technology-enhanced learning, and existing workplace training practice).
  • A system in which boundary objects are configurable by end-users. (practitioners) and by guidance trainers to be used in multiple ways
  • Need to build an understanding of how TEBOs may be used in ways that have utility for the employing organisation (in terms of efficiency savings), are empowering for practitioners, and ultimately for clients too.

These concerns could be coupled with another set of issues concerning appropriate skill development:

  • Need for time for people to interact, reflect, use concepts etc.
  • Trying to reach a stage where practitioners have justifiable confidence in the claims they make and can exercise judgement about the value of information when faced with unfamiliar LMI.
  • Choosing between a range of possible use-contexts.
  • Deciding how to employ support from communication and discussion tools.
  • Developing and transmitting Labour Market intelligence – importance of communicating to others.
  • Preconfiguring certain ways of thinking through use of scenarios; discussions can point into and lead from scenarios.

The above sets of issues provided a clear steer to the type of investigations that would be needed to investigate how TEBOs might be used to support the learning and development of careers guidance practitioners. There are also broader questions about the overall design of the learning system and how users might interact with the system in practice.

Communities of Practice

The importance of Labour Market Information (LMI) in Careers Advice, Information and Guidance has been recognized by the EU in its New Skills, New Jobs strategy. LMI is crucial for effective career decision-making because it can help young people in planning future careers or those planning a change in career in selecting training new careers pathways. LMI is also critical for professionals in supporting other stakeholders in education (like careers coordinators in schools) and training planners and providers in determining future skills training provision. LMI is collected by a variety of different organizations and agencies in Europe including government and regional statistical agencies, industry sector bodies and private organisations. Each collects data for different purposes. Some of these data are made available in a standardized form through Eurostat. However access is uneven. Furthermore the format of the data is seldom usable for careers guidance, and there are few tools to enable its use by advisors or job seekers. This is especially an issue at a time of financial pressures on training courses when potential participants will wish to know of the potential benefits of investing in training. It is also often difficult to access potential training opportunities with the lack of data linking potential careers to training places.

The use of LMI, therefore, lays at the boundaries between a number of communities (and emerging communities of practice).

The practice of careers professionals is related to the provision of careers guidance to clients, such as young people, those returning to the labour market, unemployed people and those seeking a change in careers, amongst others.

LMI is predominantly collected by statisticians working for governmental or non-governmental organisations and agencies. Their practice relates to the collection, compiling, curating and interpretation of data. Data are not collected primarily for providing careers guidance, but for economic and social forecasting and policy advice.

The forms of artefacts used in these different practices vary considerably, with data being released in data tables, which make little sense without (re)interpretation and visualisation. Visualisation is an emergent specialist practice itself requiring cross disciplinary knowledge and a new skills base. Furthermore the use of data in careers practice may require the use of statistical and visualisation tools, however basic, which are generally outside the skills and practice of careers professionals.

In the next post in this series I will look at the identification of the core problems as the basis for the pilot TEBO.

Education and Twitter – the end of a beautiful affair

It is always sad when lovers break up. especially close lovers with a growing relationship who suddenly fall out with each other. And the educational technology community has certainly has a long love in with Twitter. Twitter for teaching, Twitter for learning, Twitter for developing projects, twitter for maintaining communities and twitter just for nattering with each other. But I foresee a more tempestuous relationship ahead. Why? As the Guardian newspaper reports: “Twitter has amazed and outraged developers by warning them that it will severely curtail their ability to build apps that use its output.” The Guardian quotes Ryan Sarver, the head of platform and API at Twitter as saying:

Twitter will provide the primary mainstream consumer client experience on phones, computers, and other devices by which millions of people access Twitter content (tweets, trends, profiles, etc), and send tweets. If there are too many ways to use Twitter that are inconsistent with one another, we risk diffusing the user experience.

It was just because Twitter opened up its API to third party developers and applications which led to such rapid innovation and experimentation – in education as much as elsewhere. This looks to be over. Sarver might claim this is due to the desire to guarantee the user experience but few will believe that. fairly obviously Twitter want to make money out of their loss making application.  I suspect it is not so much apps they want to make money out of but advertising. and to control advertising they want to control the app market.

As Dave Winer (who has seen all this a few times before) says: “The Internet remains the best place to develop because it is the Platform With No Platform Vendor.” Winer goes on to say:

Facebook may have a huge installed base, but it’s dead to me. I can’t get there. The platform vendor is too active. Same with Twitter, same with Apple. Give me a void, something I can develop for, where I can follow the idea where ever it leads. Maybe there are only a few thousand users. Maybe only a few million. Hey, you can’t be friends with everyone.

And that I guess is the lesson for education. Follow our ideas. See where they lead. Don’t worry about how many users there are. And above all lets work on the platform with no vendor. Education is a public good, not a vendor platform.

But it was good whilst it lasted, Twitter.

Barriers to elearning in Small and Medium Enterprises

I have been doing some thinking recently on the use of technology for learning in Small and Medium Enterprises (SMEs). Or rather the lack of it. Some six or seven years ago we did a project on this finding that although there was much use of technology for informal learning, there was very little awareness, take up or implementation of elearning systems in SMEs (the book of the project is available on our publications page).
Since then there has been considerable public expenditure in Europe encouraging the enhanced use of technology for learning. Small and Medium Enterprises are seen as a key sector for creating employment and for innovation. Training and Continuing Professional Development are critical to innovation and the growth of SMEs. SMEs do not provide sufficient training because they cannot spare the time for staff to attend external training programmes and because internal training is too expensive. Therefore use elearning – so goes the logic. But the logic is clearly flawed. SMEs have not rushed to embrace the possibilities of elearning, despite pubic subventions. So what are the barriers and constraints. The following list is based on a series of meetings and consultation albeit in the somewhat specialist field of careers guidance, which, in England, is organised through private careers companies under contracts with local and national government. Indeed, one of the problems, I think, is that we have tended to treat SMEs as a homogeneous entity, whilst, in reality, the possibilities and approach in different sectors varies greatly and there is also big differences between an SME of 250 workers (the EU says an SME is any organisation employing less than 300 staff) and small enterprises with say 8 or ten staff.

  1. Lack of resources. Lack of formal based learning courses or resources. Most training programmes and Continuing Professional Development opportunities are face to face. This may reflect culture, lack of awareness of potential of e-learning and lack of technically proficient specialists to develop e-learning resources, plus of course the cost of producing high quality learning materials.
  2. Poor infrastructure. Many careers companies have a poor network infrastructure and are using out of date computers with even more out of date web browsers etc. Furthermore many of companies have set up heavy firewalls preventing access to social networking sites.
  3. Lack of competence or confidence in use of computers by some careers advisers. May be some reluctance by staff to become involved in elearning.
  4. Lack of awareness by senior managers and staff development officers of potential of elearning. Lack of local champions for change
  5. Despite all these problems and barriers, most careers advisers use computers as part of their everyday job. There are requirements to use networked systems for record keeping. In addition many use the computers for informal learning and especially for browsing for resources, also using the computer in direct work with clients. However such activity is not viewed by managers as ‘learning’ neither is it accredited.
  6. Lack of time. It is difficult to persuade managers to provide time for informal (or formal) online learning, especially given present financial climate. Many do appear to use computer for work purposes at home and in their own time.
  7. Cost. Many online resources are expensive and at present careers services are under heavy financial pressure. Is also worth noting that practices of companies in paying for online access by say mobile phone varies greatly. Staff may be unwilling to use mobile devices if are expected to pay themselves.
  8. Confidentiality. Much of the work is confidential. This may mitigate against the use of open social software networks.
  9. Organisational structures. Careers companies have to bid for contracts and may be unwilling to share learning opportunities or resources with other companies who may be perceived as competitors.
  10. Lack of functionality to share informal learning. Are only limited networks and community applications for sharing learning. there are some signs this may be changing but most learning is hared and disseminated face to face or by email.
  11. Much of the work of careers advisers take place outside the office. Access to resources including internet may be limited.

These barriers could be categorised as social, pedagogical, organsiational and technological. In reality the different categories probably reinforce each other and overlap. But each area needs to be addressed if progress is to be made.

Big Blue Button service for UK academia

More on that research and learning infrastructure question. Online meetings are becoming ever more important and at least in theory, are a good idea because they cut down on traveling time, cost and harm to the environment. I say in theory, because at the moment we seem to be having meetings just because we can but no doubt we will grow out of that.

Last year I wrote about the different online platforms available, bemoaning the quality of the audio on many of the Flash based systems. At that time I was recommending two platforms – Elluminate – which despite problems of firewalling (and also all too often audio quality) was a fully functional working space and reasonably reliable – and Flash meeting – a free service provided by the UK Open University.

One of the drawbacks to Elluminate is that it is a paid for product although I have always found the Elluminate staff to be very generous in ‘lending’ online space if needed. Whether that will continue since they have been taken over by Blackboard remains to be seen.

Flash meeting is a great service, but is limited in terms of functionality. it works best for meetings of up to about 20 or so people – more that this and the interface becomes a little tricky.

Last year I looked at the open source Big Blue Button project. whilst promising it was not quite at a real use stage then. But since then it has come of age. The web page describes their  vision to be “that starting a web conference should be as easy as clicking a single metaphorical big blue button. As an open source project, we believe it should be easy for others to embrace and extend. And while web conferencing means many things to many people — our focus is to make the best web conferencing system for distance education.”

BigBlueButton is increasingly being integrated in other Open Source applications such as Moodle, Drupal and WordPress. And there are a number of commercial hosting providers. Now the UK Jisc has just announced an online video and audio conferencing service powered by BigBlueButton. As yet it has to be booked by email, but I have no doubts that Jisc will develop an online booking system. Sadly the service is limited to ‘UK academia’, based on having a .ac.uk email address. Brut hopefully Jisc will consider extending this in the future.

This seems a good example of how a public sector educational infrastructure provider, Jisc, can use Open Source Software to provide services to support a research and learning infrastructure. Another reason to support Open Source and defend public services.

Social software and academic reviews

I don’t really know why, but I seem to be spending a lot of time at the moment reviewing proposals and contributions for conferences and publications. And whilst there is much to be learned from all the ideas being put forward it is time consuming and sometimes feels a very isolated and perhaps archaic process.

I fond it difficult to decide the standards or criteria I am reviewing against. How important is clarity of thinking, originality, creativity? How important is it that the author includes copious references to previous work? Are we looking for depth or breadth? How important is the standard of English, particularly for those writing in a second or third language?

In this world of social software the whole review process seems somewhat archaic. It relies very much on individuals, all working in isolation. People write an abstract according to a call for proposals (and I am well aware of how difficult it is to write such calls – unless of course it is one of these multi track conferences which just include everything!). The reviews are allocated to a series of individuals for blind review. They do their work in isolation and then according to often subjective criteria, the proposal is accepted or rejected.

OK, sometimes there is the opportunity to make a conditional acceptance based on changes to the proposal. and of course, you are encouraged to provide feedback to the author. But all too often feedback is limited and pressure of time prevents organisers allowing a  conditional acceptance.

How could social software help with this? As usual I think it is a socio technical solution we need to look for, rather than an adoption of technologies per se. Most conferences have adopted software to help with the conference organising and review procedures but as happens all to often that software has been developed to manage existing processes more efficiently with no thought into how we could transform practices.

One big issue is the anonymity of the review procedure. I can see many reasons to support this, but it is a big barrier to providing support in improving submissions. If we move to non blind reviewing, then we could develop systems to support a discourse between submitters and reviewers, where both become part of the knowledge creation process. and in added benefit of such a discourse could be to clarify and make transparent the criteria being used for reviews. reviewers would have more of a role as mentors rather than assessors or gatekeepers.

This would not really require sophisticated technological development. It would really just need a simple booking system to arrange for a review and feedback session, together with video, audio or text conferencing functionality. More importantly perhaps it might help us in rethinking the role of individual and collective work in the academic and scholarly forms of publishing and knowledge development. I suspect a considerable barrier is the idea of the ‘Doctor Father’ – that such a process would challenge the authority of professors and doctorate supervisors. My experience, based on talking to many PhD students, is that the supervisory role does not work particularly well. It was developed when the principle role of universities was research and was designed to induct students into a community of practice as a researcher. With the changing role of universities plus the fact that many students are no longer committed to a long term career in academia (even if they could get a job) such processes have become less than functional. Better I think to develop processes of support based on wider communities than the narrow confines of a single university department.

The 2011 Horizon Report

The 2011 Horizon Report was published today.

Each year, the Horizon Report describes six areas of emerging technology that will have significant impact on higher education and creative expression over the next one to five years. There are no real surprises in  areas of emerging technology cited for 2011:

Time to adoption: One Year or Less

  • Electronic Books
  • Mobiles

Time to adoption: Two to Three Years

  • Augmented Reality
  • Game-based Learning

Time to adoption: Four to Five Years

  • Gesture-based Computing
  • Learning Analytics

However whilst the impact of mobile devices on learning is becoming readily apparent, the impact of e-books is harder to assess. Of course it may be that students will access textbooks and academic publication on e-book readers, along with the accompanying Digital Rights Management. But I think we may be reaching the tipping point where academic textbooks and research are published online or in electronic editions and are not published in traditional paper based book format. Of course this may be somewhat disruptive for the academic publishing industry! It also raises interesting issues of quality. And in the longer run I wonder if students will shun e-book readers as such preferring to read open materials on reader apps on mobile devices. We may actually be seeing the zenith of the Kindle in just the same way as analysts suggest that iPod sales may have peaked.

The Paperless Office and Research Practice

I spent most of the weekend clearing up my office. It was one of those jobs which starts out as a small thing – I had just run out of shelf space and ends up as a major spring cleaning operation. The biggest job was throwing out paper – bags full of it. What was all this paper? Most of it was photo copies or print outs of various academic papers and reports. there must have been hundreds. And to my surprise I realized that I had read or at least flicked through mots of them at one time or another in the past. But certainly not lately. I would not have had a clue where to find any of them, even if I remembered I had them. So why did I photocopy and print so much. Is it that in those days I did more academic research and now work more on development projects? I don’t think so. Or is it that the internet is dumbing us down? Do I spend all my days following tweets rather than reading anything serious. Although I don’t subscribe to the dumbing down thesis there certainly are changes in the way we access knowledge. I originally intended to write a short blog reflecting on my clean up. but the ideas have grown so here is the introduction to what I guess will be a mini series this week about how we are using technology for research and knowledge sharing.

I am old enough to remember card index files as the way of searching for books and papers in the Swansea University library when I was a student. And much later, when I was appointed as a researcher at the University of Bremen, I used to travel to the UK to photocopy papers in the University of Surrey library (this was the nearest university library to Gatwirk and thank goodness, there were no Ryan Air type weight restrictions).

Why not access on line resources? Because quite simply even 15 years ago there were few research resources available online. of course that has rapidly changed. Even with the annoyance of DRM restrictions, it is usually fairly easy to access research papers and outputs, even in smaller research areas.

One of the other big changes we tend to forget is search. In 1995 search engines were fairly rudimentary. However we may moan about them, we now have choice of a wide range of pretty good search engines  and with persistence can usually find what we are looking for online.

Other changes? Ubiquitous, or near ubiquitous access. Most researchers, at least in the richer industrialized countries are online most of the time. And one of the big changes, at least in explaining why I had so much paper stored, is improvements in screen technology. Nowadays we even try to read documents on handheld devices. Even five or six years ago screens were small and lacked the resolution to make reading a comfortable experience. So we printed everything. I would go to the university to sue their fast laser printer to print collections of papers I had downloaded at home for the internet.

In this blog I have focused mainly on the change sin technology and how they impact on research. In the next entry I will look more at  socio technical changes and in particular at social software and changing research practice.

The future of textbooks

Two discussions have been coming together recently – the use of mobile devices – especially tablet computers – and the provision of text books.

As more tablet devices are released – and the increasing functionality of smart phones – plus the rising availability and popularity of ebooks, there is an immediate attraction to the idea of giving students mobile devices pre-loaded with all the text books students need for a course. However, as Ewen MacIntosh has pointed out, mobile devices remain relatively expensive compared to the price of text books and it may be that the only institutions that can afford to distribute them to students for free are those catering for relatively wealthy students anyway.

That ebooks have made a limited impact in the education textbook market is not surprised. Remembering my own student days – and talking to friends little seems to have changed – there is a thriving market in second hand textbooks. Digital Rights Management software and prohibitive licensing have prevented such a market emerging in ebooks.

I wonder though, if the debate over text books and mobile devices has been overly limited in scope. The real qu8estion for me is if we still need textbooks. The development of Open Educational Resources would appear to potentially render many textbooks redundant. But even more, web 20 and multi media applications put the ability to produce and share materials in the hands of anyone. So text book publishers no longer have a monopoly on the production of (scientific) publications. And that of course, has big implications for what is considered as scholarly or what publications or artefacts have authority, approval or sanction as learning materials. to an extent that debate has already started with the widespread use of wikipedia despite the frequently ambiguous attitude of academic providers.

Is it too big a step to imagine that in the future the ability to seek out and evaluate source materials will be seen as a key part of learning, rather than absorbing pre given material. And further, that student work can contribute to the body to learning materials, rather than being seen as just an exercise on the way to achieving accreditation?

What role does technology have in shaping a new future in education?

The first blog of the new year looks at what I see as something of a contradiction for those of us wanting to change and hopefully improve education. Lets look at two trends from 2010.

In terms of the use of technology for teaching and learning we saw limited technical innovation. OK, the UK saw an increasing trend towards providing Virtual Learning environments (mainly Moodle) in primary schools. Applications like Google docs and Dropbox allowed enhanced facilities for collaborative work and file sharing. However neither of these was designed specifically for educational use. Indeed the main technical trend may have been on the one hand the increased use of social software and cloud computing apps for learning and on the other hand a movement away from free social software towards various premium business models. Of course mobile devices are fast evolving and are making an increasing impact on teaching and learning.

But probably the main innovation was in terms of pedagogy and in wider approaches to ideas around learning. and here the major development is around open learning. Of course we do not have a precise or agreed definition of what open education or open learning means. But the movement around Open Educational Resources appears to be becoming a part of the mainstream development in the provision of resources for tecahing and learning, despite significant barriers still to be overcome.  And there is increasing open and free tecahing provision be it through online ‘buddy’ systems, say for language learning, various free courses available through online VLEs and the proliferation of programmes offered as Massive Open Online Courses (MOOCs) using a variety of both educational and social software. Whilst we are still struggling to develop new financial models for such programmes, perhaps the major barrier is recognition. This issue can be viewed at three different levels.

  1. The first level is a more societal issue of how we recognise learning (or attainment). at the moment this tends to be through the possession of accreditation or certification from accredited institutions. Recognition takes the form of entry into a profession or job, promotion to a higher level or increased pay.
  2. The second level is that of accreditation. Who should be able to provide such accreditation and perhaps more importantly what should it be for (this raises the question of curriculum).
  3. The third is the issue of assessment. Although traditional forms of individual assessment can be seen as holding back more innovative and group based forms of teaching and learning there are signs of movement in this direction – see, for example the Jisc Effective Assessment in a Digital Age, featured as his post of the year by Stephen Downes.

These issues can be overcome and I think there are significant moves towards recognising broader forms of learning in different contexts. In this respect, the development of Personal Learning Environments and Personal Learning Networks are an important step forward in allowing access to both technology and sources of learning to those not enrolled in an institution.

However, such ‘progress’ is not without contradiction. One of the main gains of social democratic and workers movements over the last century has been to win free access to education and training for all based on nee4d rather than class or income. OK, there are provisos. Such gains were for those in rich industrialised countries – in many areas of the world children still have no access to secondary education – let alone university. Even in those rich countries, there are still big differences in terms of opportunities based on class. And it should not be forgotten that whilst workers movements have fought for free and universal access to education, it has been the needs of industry and the economic systems which have tended to prevail in extending access (and particularly in moulding the forms of provision (witness the widely different forms of the education systems in northern Europe).

Now those gains are under attack. With pressures on econo0mies due of the collapse of the world banking system, governments are trying to roll back on the provision of free education. In countries like the UK, the government is to privatise education – both through developing a market driven system and through transferring the cost of education from the state to the individual or family.

Students have led an impressive (and largely unexpected) fightback in the UK and the outcome of this struggle is by no means clear. Inevitably they have begun to reflect on the relation between their learning and the activities they are undertaking in fighting the increases in fees and cutbacks in finances, thus raising the issue of the wider societal purposes and forms of education.

And that also poses issues for those of us who have viewed the adoption of technology for learning as an opportunity for innovation and change in pedagogy and for extending learning (through Open Education) to those outside schools and universities. How can we defend traditional access to institutional learning, whilst at the same time attacking it for its intrinsic limitations.

At their best, both the movements around Open Education and the student movement against cuts have begun to pose wider issues of pedagogy and the purpose and form of education as will as the issues of how we recognise learning. One of the most encouraging developments in the student movement in the UK has been the appropriation of both online and physical spaces to discuss these wider issues (interestingly in opposition to the police who have in contrast attempted to close access to spaces and movement through he so-called kettling tactic).

I wonder now, if it is possibel to bring together the two different movements to develop new visions of education together with a manifesto or rather manifestos for aschieveing such visions.

    Racial bias in algorithms

    This week, Twitter apologised for racial bias within its image-cropping algorithm. The feature is designed to automatically crop images to highlight focal points – including faces. But, Twitter users discovered that, in practice, white faces were focused on, and black faces were cropped out. And, Twitter isn’t the only platform struggling with its algorithm – YouTube has also announced plans to bring back higher levels of human moderation for removing content, after its AI-centred approach resulted in over-censorship, with videos being removed at far higher rates than with human moderators.


    Gap between rich and poor university students widest for 12 years

    The gap between poor students and their more affluent peers attending university has widened to its largest point for 12 years, according to data published by the Department for Education (DfE).

    Better-off pupils are significantly more likely to go to university than their more disadvantaged peers. And the gap between the two groups – 18.8 percentage points – is the widest it’s been since 2006/07.

    The latest statistics show that 26.3% of pupils eligible for FSMs went on to university in 2018/19, compared with 45.1% of those who did not receive free meals. Only 12.7% of white British males who were eligible for FSMs went to university by the age of 19. The progression rate has fallen slightly for the first time since 2011/12, according to the DfE analysis.


    Quality Training

    From Raconteur. A recent report by global learning consultancy Kineo examined the learning intentions of 8,000 employees across 13 different industries. It found a huge gap between the quality of training offered and the needs of employees. Of those surveyed, 85 per cent said they , with only 16 per cent of employees finding the learning programmes offered by their employers effective.
