What is the discourse behind the Open Education Challenge

I don’t know quite what to think about the Open Education Challenge. It is good that the European Commission is working to support start up companies in education and especially interesting to note the impressive list of people available to help mentor new start ups. However, 20 companies hardly represents a critical mass and secondly I am not sure that the trudging successful applicants for twelve weeks around “successive European cities: Barcelona, Paris, London, Berlin and Helsinki| is the best way to do things.

And although the project is running under the new EU Open Education strap line, it is a bit hard to see just what is open about it (apart from anyone can apply). Worrying is the language of the web site: Europe will be the leading education market for years to come. Is this just another step to using technology to privatise and marketise education? True the talk is of transforming education, not disrupting it. But i am not quite sure what they mean by “All projects are welcome; the only condition is that they must contribute to transforming education.”

I am much impressed with Martin Weller’s blog on the The dangerous appeal of the Silicon Valley narrative. He argues that the popular discourse around MOOCs  conforms to the silicon valley narrative, proposing a revolution and disruption. He quotes Clay Shirky as saying  “Higher education is now being disrupted; our MP3 is the massive open online course (or MOOC)”. It also suggests that the commercial, external provider will be the force of change, stating that “and our Napster is Udacity, the education startup”. Martin Weller goes on to say MOOCs “were established as separate companies outside of higher education, thus providing interest around business models and potential profits by disrupting the sector. This heady mix proved too irresistible for many technology or education journalists.”

So where does the EU Open Education initiative fit in terms of different discourses. Is it a project aiming at opening up education and developing new pedagogies or is it a market orientated initiative aiming to develop the Silicon Valley discourse in Europe?

 

Badge of honour

Some ideas flourish and then die. Others start slowly and then take off. Although all the talk is about MOOCs my feeling is that the Mozilla Open Badges project may have a more profound influence in changing education than online courses. The following text is an excerpt from the quarterly online magazine, Holyrood Connect.

Scottish education authorities have started to imagine a new way to record and recognise educational achievement. Instead of certificates and test results, learners would have an authenticated, permanent digital record of their accomplishments that could never be lost, because it would live in the cloud.When looking for a job or further learning opportunities, their achievements could bear detailed testimony of what they learned, by linking back to the skills provider online. Most of all, learners could display their badges on their own websites or on social media, alongside Facebook updates or tweets about their regular lives.That vision is behind the concept of ‘open badges’ for education, an idea that isn’t altogether new, but may be coming of age as it begins to be applied to education.

Open badges are an initiative of the Mozilla Foundation, the non-profit organisation that created the popular Firefox browser. The technology involved in making the actual badges is open source – free and open to use for anyone on the web.Badges that have been ‘won’ currently have to be collected using the Mozilla Backpack service, although that piece of software will also eventually be made open source. That allows any organisation that provides education or training of any kind to create its own badge, including a verification mechanism and the necessary information for an employer or other educational institution to assess what skills the holder has.

In April, a collection of schools, colleges and Scottish education authorities formed the Open Badges in Scottish Education Group OBSEG, dedicated to exploring the potential of badges and their application in Scottish education. That partnership approach has yielded significant support: and in October, the Scottish Qualifications Authority SQA announced that it would work with Mozilla to push for their adoption.

Survey on online learning in the UK

The Guardian newspaper has published the headline results of an interesting survey of people in the UK, undertaken in conjunction with the Open University. I’ll comment on a few of the findings.

48% of (presumably those with degrees) stated that they felt their degree has been beneficial in terms of getting a job in today’s economic climate. And that leaves a somewhat surprising 52% who felt their degree had not helped them get a job! Over 50% of 18-24 year olds feel obliged to get additional qualifications – once more possibly casting doubt of the value of an initial degree, especially given how expensive higher education is in the UK.

39% if those who have spent time developing their skills have done so online and one in five people have done or are currently doing an online course. However 45% said they would only consider doing an online course if it led to an official certificate and only 8% had heard of MOOCs.

This leads to a lot of questions. Sadly the original data – including the wording of the questions is not available on the Guardian web site. It would also be important to know more about how the sample was selected. And whilst the form of the presentation is graphically engaging, I am not sure how useful such headlines are for serious research.The Guardian has published the survey to Extreme Learning, “a special series run in association with the Open University, which will examine how online learning is evolving – and what this means for students, lecturers and universities.”

The problem with the launch article is that they appear to be conflating online learning with MOOCs and then using current academic and press scepticism about MOOCs with the future of online learning. I suspect that after the MOOC hype dies down MOOcs will become another a regular part of the online learning scene. But they will be by no means the only part. And once more depending on how the sample was selected, its seems to me more remarkable that 8% of the population has heard about MOOCs rather than the 92 per cent who had not.

The accreditation issue is concerning. Here i have only questions. To what extent is it the case that employers do not recognise learning achievement without certification and to what extent is that a perception by learners. If it is so, is this a cultural peculiarity of the UK, or a wider phenomenon (I know that in Spain everything seems to have a certificate). What chance does this give for initiatives like Mozilla badges to take off and what would they have to do to get badges (socially) recognised.

I hope the Guardian and the Open University will move on to consider other forms of online learning. In particular I would hope they think about informal and self directed learning which is probably more important than all the online university courses put together. And I hope too they look at work based and vocational learning, rather than just focusing on university courses.

 

 

 

Dysgu Ponty

The Pontydysgu website is always full of news about the big projects we are involved in, like FP7 Learning Layers or Taccle2.  This is pretty inevitable as they take up the majority of our time and budget.  However, there are lots of other, smaller Pontydysgu projects running in the background that we rarely post anything about.  This is a bit of an oversight because although we often use these projects as test beds for trying out new ideas or as vehicles for piloting specific bits of technology that we then roll together in a much bigger package, they are also successful in their own right.

All of them are running in Pontypridd, (known locally as “Ponty”) which is where the Wales half of Pontydysgu is based. Some are part funded through the LLL Partnerships programme; some are funded in-house. We thought we might write a series of posts on what these projects are all about….

First up is Dysgu Ponty, which translates to Learning Ponty.  We chose this name because apart from the play on Pontydysgu (meaning approximately Bridge to Learning), we wanted to convey the idea that the whole community of Ponty was learning and that the town called Ponty was a learning resource.

The project is based on a very simple concept – let’s cover the town with QR codes linked to a learning resource.   The codes are being printed on decals (for shop windows), enamel (for the exteriors of building) and on varnished wooden plaques for hanging around trees in the park.  Codes come in three colours – red for Welsh, green for the English translation and black for careers.

So far we have 200 and our target is at least another hundred.  The town has a population of 30,000 but this covers all of the outlying villages as well.  It also has a great sense of community, which means that the level of support has been brilliant. The whole community is involved – schools, the Town Council, shops, businesses, the local newspaper

The link from each QR code goes to a website page on which there is a question that relates to the location.  The level is approximately 8 -12 yrs olds. Following the title question is some simple information using a range of multi media.   The location of the codes will be on Google Maps and we are currently sorting them out into a ‘Maths trail’, ‘Language trail’, ‘History trail’ etc so that children can choose whether to follow a subject trail or focus on the codes in one part of the town.

The purpose of the project is really to provide a bridge between formal and informal learning and to improve home school links.

We are currently working of a way of  ‘rewarding’ children for completing a number of questions – not sure Mozilla badges quite fits.  Also thinking about how we can get kids to be able to upload pictures as well as comments. May rethink the platform.

More on mobile work based learning

I have just read an interesting blog post on mobile learning (via the useful ADL mobile learning email list). Donald H Clark says:

Training Magazine’s annual survey of US L&D professionals shows that just 1.5% of training was delivered via mobile devices. That’s right, after about 7 years of hype and discussion we’ve reached 1.5%. That’s not leaping. That’s trench warfare.

And yet of course we use smart devices for learning all the time.

Every time we Google something, check a map for our location, quiz friends and colleagues for the answer to a question we are operating exactly in the sweet spot of L&D: we are learning something, or using a performance aid.

Of course we don’t call it that.

We call it ‘finding something out’, or ‘doing our job’. The learning is almost invisible because it is embedded in our daily lives; it didn’t require us to go somewhere special, to do anything special. It happened at the best possible time – when we had a need for it, and were attuned to be receptive to new information.

I agree. And in the Learning Layers project we are focusing on the everyday learning that take place with mobile devices. Our focus is on Small and Medium Enterprises. Donald Taylor goes on to say:

Rather than concentrating on writing courses, we should be establishing good practice in our organisations for finding information and experts and for sharing information. Where necessary we should be setting up the systems and then letting people get on with using them. We need to use this opportunity to move from being the gatekeepers of knowledge to the facilitators of conversations and learning.

Once more I agree – to an extent. I think the real potential of mobile learning is to link learning that takes place in different contexts. That mean linking formal learning to informal learning. And to link learning that take place in vocational schools, in training centres and in work. But even greater is the possibility to link what we used to call learning (or training) to developing and using knowledge for work. In the past we have called this work process knowledge. In development term this means we need applications which can ;recognise the different contexts (and purposes) for which the mobile device is being used. Whilst there has been considerable academic research on mobile work based learning, there is only limited accounts of practice.

One barrier is the attitude of employers. A recent survey we undertook on over 500 construction apprentices in Germany found that whilst over 50 per cent said they used their mobiles for finding information related to their work or training, only 20 per cent said their employers allowed them to do so. They said that they used the devices in their breaks and lunch time. And in construction I would argue that mobiles are a working tool anyway. So part of  “establishing good practice in our organisations for finding information and experts and for sharing information”, is a task of awareness raising and capacity building with companies for them to realise the potential of mobile technologies for their organisation.

 

RadioActive: Inclusive Informal Learning through Internet Radio and Social Media

Andrew Ravenscroft, Casey Edmonds and James Dellow are presenting the Radioactive project at the British Educational Research Association co0nference in Brighton, UK today. Below is a summary of the presentation.

Addressing how disenfranchised young people can be included and engaged within relevant work-related vocational learning paths is one of the key challenges within the UK and across the globe. Weakening social and economic conditions linked to cut-backs in education is arguably producing a ‘lost generation’ of young people who are excluded from education and training, particularly within the UK and Europe. The challenge of including, engaging and educating these marginalised young people, in innovative and low-cost ways, so that they can become active and engaged citizens, who contribute to legitimate economies, is a substantive problem linked to research priorities within the UK and EU.

Our RadioActive initiative addresses these challenges directly, through two related Community Action Research projects, one focussed in London and the UK (RadioActive UK, funded by Nominet Trust), and the other focussed on the broader European landscape (RadioActive EU, funded by the EU Lifelong Learning Programme). Collectively, these projects provide a broad international application of internet radio for inclusion, informal learning and employability.

The project is implementing a radical approach to conceptualising, designing and developing internet radio and social media for informal learning within ‘lived communities’. It embodies the key pedagogical ideas of Paulo Freire (1970) and his notion of transformational (or emancipatory) learning through lived experience.  This is achieved in the UK context through embedding the radio and content production within the existing practices of established youth organisations. The internet radio is used to catalyse, connect and communicate developmental practices within these organisations, leading to rich personal and organisational learning, change and development. In particular, exploring rich and varied personal and community identities, and promoting their articulation, expression and positive transformation, are pivotal to RadioActive. It also embodies a new approach to social media design – that is conceived as an intervention in existing digital, and mixed-reality, cultures. Hence, the application of our approach captures, organises and legitimises the digital practices, content production and critical and creative potential of disenfranchised young people to provide a new and original community voice. This voice combines the intimacy, relevance and ‘touchability’ of local radio with the crowd sourcing power of social media.

This talk will present:  our original rationale and pedagogical approach; the new learning design methodology linked to the resulting RadioActive platform; some exemplar broadcasts and content; and, an evaluation of the degree to which RadioActive has led to personal and community learning and development within participating youth organisations.

How to make multimedia learning materials for the construction industry

We wrote in an earlier post about the Rapid Turbine app which we are developing through the Learning Layers project. Rapid Turbine is a prototype demonstrator, designed to show the potential of mobile devices to support learning by apprentices in the north German construction industry training centre, Bau ABC. Apprentices at Bau ABC learn through undertaking a series of practical projects, detailed in a paper based White Folder.

The task sheets are used both outlining the tasks to be undertaken, the tools required, materials and health and safety concerns etc and for recording learning. Through developing a mobile app it is intended to make updating 0of tasks easier but most importantly to allow closer links between the learning apprentices undertake in the training centre, with their courses in vocational schools and with their work undertaken on construction sites.

The task we are developing for the prototype is called Rohrleitungsbau (pipe and sewer laying). Our main aims are to test the pedagogic approach and design of the app and to develop a work flow so that trainers can themselves produce mobile learning materials.

One of the key aims for the Learning Layers project is to encourage the development of peer produced learning materials. Peers might be apprentices themselves or trainers in the training centres. We are aware that a major barrier to the take up of technology for learning in Small and Medium Enterprises is the high cost of buying or commissioning the production of learning materials. Furthermore we are aware of the need for vocational expertise in the development of these learning materials, expertise we do not have as researchers and developers.

Although it is beginning to change, most traditional e-learning has been very heavily text dependent. This is not really suited to practical and wok based learning, especially using the mobile devices which can allow apprentices to access learning materials directly in the training centre or workplace.

Therefore we are keen to videos into the app related to the different tasks being undertaken. Once more, fairly obviously the trainers are the best people to make these videos. Originally we had thought of going to Bau ABC and filming these videos ourselves. But this would have been very time consuming and is not really sustainable. Our next thought was to use wearable video devices and we experimented with prototype smart glasses with video capacity. However, the quality was not great and the controls were difficult to use.

So our latest solution is to use an Go Pro camera, attached to a construction site safety helmet. The cameras are reasonably easy to use and importantly, having originally been designed for recording extreme sports,  are extremely rugged, and with the cover fitted, water proof and dust proof. They can also be controlled through a Wireless based phone app. We need more work to find out what makes a good short learning video to be accessed on a mobile device. We’re starting out trying to make a series of handy tips, based one each task, but will review this as we go. And we are encouraged that some of the trainers have already been making their own videos using an ipad. I suspect they will have more ideas than us.

The helmet mounted camera will be delivered to the training centre tomorrow and as soon as we have some videos we will shared them on this site.

Some thoughts about MOOCs

I’ve avoided writing  much about MOOCs lately. Not because I am not interested or because I don’ think MOOCs are important, but mainly because I have been overwhelmed by the deluge of announcements and developments, blog posts, studies and lets face it, just hype.

Some couple of weeks ago, I was invited to join a partnership for a tender application to the EU about MOOCs for web developers. So I have spent soem time looking rather more intensively at the literature and trying to make some sense of it. Here are a few observations.

Firstly are MOOCs really disrupting universities. I guess the answer is yes and no. The great majority of MOOCs are free, and despite emergent business models around for example, selling e books or charging for accreditation, there remains question marks over the business models for MOOCs. Of course if the purpose and structure of universities is to provide free and open higher education then this wouldn’t be so important. But in an era where university funding in many countries is increasingly reliant on fees, this does become a major issue.

However, I am by no means convinced that those signing up for MOOCs – and there are a lot of enrolments – are students who would have previously signed up for a fee bearing course. Instead I think the real phenomenon of MOOCs is that they show the massive pent up demand for education. Some of this is to learn new skills but I suspect many participants are just driven by personal interest. Indeed a study we undertook some six or seven years ago on the use of technology for learning in Small and Medium Enterprises (SME) (download book as PDF here), found that although few employers were aware of the potential, many employees were participating in job related on-line learning, more often through participation in communities, out of personal interest.I suspect that MOOCs should better be compared to community and adult education, rather than to university programmes. In some countries such as Germany face to face provision of community education is continuing to thrive, but in other countries like the UK the economic crisis and subsequent cuts in public expenditure have devastated provision.

We also found out through the SME study that most SME employees were not particularly concerned with accreditation and certification – indeed some told us that if the learning programme was to be assessed that would be a deterrent to their participation. So although it is often said that the lack of accreditation or credentialism other than certificates of participation is a problem for MOOCs I am far from convinced this is so.

A further much commented issue is the very high drop out rates – or non completion – on MOOC courses. Once more, I am unconvinced this is a major issue. I suspect that many MOOC curriculum designers may be underestimating the time it takes to properly participate in a course and that of course is a problem. But I suspect that many people are dropping in and out of courses, following the parts in which they are most interested. I suspect that large MOOC providers like edX and Coursera may change their design to provide shorter or unit based programmes.

There is nothing new in this of course. Curriculum designers have been providing modular or unit based courses for years, and despite the danger of incoherence, these have been largely successful. In our study of the use of technology in SMEs, we were surprised at the ability of learners to structure their own learning and to judge the level of learning resources that they needed.

The lack of feedback and support for learners through a MOOC may be a more serious issue. Of course this varies greatly, with cMOOC providers seeking to develop community peer support.  I think MOOC designers are going to have to rethink how support can best be developed in the future.

Many observers have pointed out that in reality there is nothing new about MOOCs and in a densely cited Wikipedia article on MOOCs traces their precursors back to the correspondence courses of the late 19th Century. And indeed, although there is considerable innovation in the original cMOOC design, many of the ‘mass produced; MOOCs show little different than online courses which have been available for some time. To that extent MOOCs may just mark the final coming of age of Technology Enhanced Education or whatever we choose to call it. Possibly the interest may reflect a younger generation who have grown up with Google and are used to managing their own learning to a greater or lesser extent through the web. Possibly it may also reflect more ubiquitous connectivity, the spread of mobile devises and the ease of producing, distributing and consuming video. Indeed perhaps most worrying is that many MOOCs retain the weakness of previous incarnations of online learning with little interactivity or social learning.

having said this, there are many flavours of MOOcs and I suspect that we will see more and very different models develop over the next year or so. Perhaps calling them all MOOcs is not particularly helpful and there have been many suggestions of different names of different varieties. Yet the term MOOC has seized public attention – or more prperly the attention of teh press. Incidentally, the fact that some of the more right wing news media are using MOOCs to announce the end of public education should not put us off; such pronouncements can be found with the advent of radio and television as well.

More important is the learner experience and here more work is needed on design rubrics and evaluation tools: data mining cannot provide sufficient feedback alone.

My own interest is in the potential of MOOCs for vocational and occupational learning, both initial training and perhaps more importantly continuing education and training. Here I think their are some significant challenges which I will write more of tomorrow.

 

Rapid Development for Rapid Turbine

I guess many of you are enjoying your holidays now. Here at Pontydysgu we’re ploughing ahead with our summer project, codenamed Rapid Turbine. Rapid Turbine is a spin out from the Learning layers project design group called Sharing Turbine.

The design idea has followed extensive discussion with Bau ABC, a large training organisation for the building industry in Lower Saxony and Bremen in north Germany. The apprenticeship system in Germany is based on a Dual System, with apprentices learning both within companies and within vocational schools. However in the construction trade there are three venues for learning, the company, the vocational school and the training centres.

Training in the training centre is organised around practical tasks which may take from one to three or four days to complete. The tasks are documented in something called the White Folder which is also used for reporting on work. This has a number fo problems – it takes time to update content and despite the use of colour photocopying has limitations in terms of media. Perhaps the biggest drawback is teh lack of portability, thus limiting the use of learning materials or of apprentices/ past learning in the company or the vocational school.

Thus the idea of Sharing Turbine is to produce a mobile app which can provide interactivity whilst undertaking workplace learning tasks. But the more we have looked at developing such an app – the more daunting it seems. Wireframes and diagrams have multiplied, with multiple use cases and endless meetings.

So Rapid Turbine has been designed as a rapid application project to get something out. And my thinking is until we have produced something, we will not really understand what we are doing. So we have taken just one task – Trench digging and pipe installation- and are trying to produce an app.

So far we have hit two big issues. The first is the pedagogic approach. We want to go further than just producing information on how to do the task – even with nice video. The mobile app should stimulate not just interactivity  but activity in the work process. And of course there are many real life artefacts which are used in that activity.

The second issue is establishing a workflow. Ultimately our aim is that our colleagues from Bau ABC will be able to produce the learning materials themselves. So far our workflow is fourfold. Firstly we are producing wireframes. Although we have used Balsamic in teh past, at the moment our designers, Owen Gray and Martina Luebbing are preferring to work on flipchart paper. then we need to generate the HTML, CSS, Javascrtipt etc. for the app. This we plan to do using Twitter Bootstrap and an html editor. And then we will use the Tribal m-Learning program to produce the App.

So far so good. We are still at the wireframe stage. I will update you on how it all goes.

The reality is complex, messy and diverse!

We are spending a lot of time at the moment designing a mobile e-learning application for apprentices in the construction industry in Germany. There are many issues – but we seem to be getting on top of the technology. Much more difficult is the pedagogic approach. I like this slideshow by Geoff Stead, recently joined Qualcomm to lead their m-learning initiatives. He says there is no single, correct answer.  The reality is complex, messy and diverse!

    Forbes reports that Microsoft has obtained a patent for a “conversational chatbot of a specific person” created from images, recordings, participation in social networks, emails, letters, etc., coupled with the possible generation of a 2D or 3D model of the person.


    Racial bias in algorithms

    This week, Twitter apologised for racial bias within its image-cropping algorithm. The feature is designed to automatically crop images to highlight focal points – including faces. But, Twitter users discovered that, in practice, white faces were focused on, and black faces were cropped out. And, Twitter isn’t the only platform struggling with its algorithm – YouTube has also announced plans to bring back higher levels of human moderation for removing content, after its AI-centred approach resulted in over-censorship, with videos being removed at far higher rates than with human moderators.


    Gap between rich and poor university students widest for 12 years

    The gap between poor students and their more affluent peers attending university has widened to its largest point for 12 years, according to data published by the Department for Education (DfE).

    Better-off pupils are significantly more likely to go to university than their more disadvantaged peers. And the gap between the two groups – 18.8 percentage points – is the widest it’s been since 2006/07.

    The latest statistics show that 26.3% of pupils eligible for FSMs went on to university in 2018/19, compared with 45.1% of those who did not receive free meals. Only 12.7% of white British males who were eligible for FSMs went to university by the age of 19. The progression rate has fallen slightly for the first time since 2011/12, according to the DfE analysis.


    Quality Training

    From Raconteur. A recent report by global learning consultancy Kineo examined the learning intentions of 8,000 employees across 13 different industries. It found a huge gap between the quality of training offered and the needs of employees. Of those surveyed, 85 per cent said they , with only 16 per cent of employees finding the learning programmes offered by their employers effective.
