We have the ideas and the technologies – what changes in the system do we need for Open Education?

The education system does not work

Last week in a post entitled “If PLEs are Incompatible with the System, how do we Change the System?”, I argued that our present systems are unable to keep up with the requirements of society and of industry for learning and knowledge development.  Curricula cannot keep pace with the speed of technological and social innovation and the skills and knowledge required by today’s technology cannot be delivered through a rigidly sytematised, market led educational system.  Present education systems cannot support lifelong learning and it will cost too much to extend the present model of institutional education to deliver the learning required by the present phase of capitalism.I could – and should – have added that in many countries there is still not free access to basic education – let alone to higher education. Even in advanced economies such as the UK students are expected to contribute towards the cost of their education resulting in many leaving higher education with large debts. There is an assumption that they will do this because of the premium this places on their earning power but research shows this premium to be eroding. And such a premium is based on the differential between them and those without higher education; if everyone has equal access to learning then such additional income would disappear.

An emergent alternative

If the present systems cannot be extended to deliver education for all and lifelong learning is there an alternative? I believe we have an emergent alternative based on the use of new technologies and on radical changes in pedagogy.

Open Educational Resources

Lets start with learning materials or educational resources. We are moving from a position of scarcity to one of abundance through the rapid development of Open Educational Resources and internet based media. Books, videos, audio,learning materials, research papers, journals can all be accessed through the internet. Critically the development of cheap sub laptop computers and of handheld devices (plus the soon to emerge, cheap electronic book readers) and increasing access to internet access, provide a wealth of easily accessible educational resources. Such media are socially and economically sustainable through the very numbers of people contributing to their development and publication. There are still issues over quality and discovery but these issues are far from unresolvable.

Social Networks

Secondly, social networks allow us a forum and social space for shared and peer group learning. We are no longer dependent on the classroom based expert learning model of the past. Just by following Twitter isit is possible to find every day streamed conferences and seminars with free online access. More importantly teh culture of free and open education is spreading. A number of educational social networking sites allow anyone to offer courses and anyone to attend. Whilst some are based on business models involving fees, it seems more likely we will move in the direction of free online education. Early Open Educational resource sites are increasingly looking at enhancing teaching and learning provision to support the materials they are posting online.But most critically, social networking allows us to find and collaborate with people who share a similar interest – and that can include a similar interest in learning. As early as 1970, Illich put forward a vision that people would send a postcard to a central address expressing there learning interests and that a mainframe computer would match up their interests with others and arrange them a meeting with such people. Now that process can be expidited through online social media and geographical location technologies could allow us to meet up face to face with those people with similar interests in our geographical vicinity.

Curricula

One of the barriers to such self driven and social learning has been centrally controlled and regulated curricula. Here too, the use of social media is leading to new ideas of community driven, emergent curricula based on the model of the Rhizome. Learning will not so much be driven by enrolment on a officially prescribed course or curricula, but in participation in learning as part of a community of practice where bodies and tenets of knowledge are changing, emergent and transparent.

Participation in courses and programmes of learning also has a social element. But here too, we have an alternative model. Massive On-line Open Courses (MOOCs) offer a model for the scalable delivery of courses and programmes, and more importantly for the organisation of social interaction around such courses, both online through blogs, wikis, online seminars, internet radio, MUVEs etc. and face to face through geographically located study groups and circles.

Personal Learning Environments

A further piece in the jigsaw is the move towards Personal Learning Environments. PLEs are important in allowing individuals to organise and manage their own learning, regardless of where that learning takes place. PLEs can provide a framework for scaffolding and reflection on learning.

Changing the system

Put all the parts together and we have a new model, a model which can extend learning to all those who want it and support lifelong learning. A model which is affordable and scalable. But of course it requires imagination and change to implement such a model.

There are four key changes we need to take.

The first is in the role of teachers. Teachers are important for guiding and supporting learning. Teachers are a precious and scarce resource. Too much to their time at present is pent delivery front of the class learning and lecturing. If we could increase social and peer group learning and free up teachers time, then we should be able to provide open access for teachers to all who require such support.

The second is assessment. present methods and approaches to assessment are one of the biggest barriers to new and more radical pedagogic approaches. If assessment was seen as part of the learning process, rather than as a process of measuring what people do not know, assessment could become an integral and important part of a new system.If education and learning are integrated in society, then assessment can become authentic within everyday living and working situations.

The third is the role of schools and the design of learning environments. The schooling system has become institutionalised. the vast resources used to support and maintain school buildings and facilities could better be used supporting learning within the community. Schools should be opened to learners of all ages providing guidance and support for learning. But schools are not the only place in which we learn. It is widely accepted that much of our learning is informal. Yet we do little to enhance working and community environments to support that learning. The working environment is not juts the physical surrounding but the deign of work tasks and the work organisation. For learning to be effective we need opportunities to put that learning onto action. We need a holistic approahc to learning environments. A positive outcome of deschooling society is to introduce learning in the wider spheres of activity in our societies.

The final change is in accreditation. There is little point in developing learning in the workplace and in the community and encouraging the development of Open Educational Resources and Personal Learning environments, if access to future opportunities is reliant on accreditation which can only be obtained through participation in prescribed courses. Accreditation can and should be based on presentation of evidence of learning and competence, based on our e-Portfolios and participation in learning activities. Of course, this may require some forms of presentation, in electronic and other media and may require expert and peer testimonial. This is not so much of a technical change, but a change in how we view the validation and recognition of learning.

Of course these are radical chnages. But the main point of this post was to say that we have the ideas and the technologies to support an alternative to the present education systems, systems which are failing so many indiviidals and failing society as a whole.

The potential of technology to change the way we work

I have spent most of the day working on the Mature project. The project, funded by the European Commission, is developing services for knowledge maturing in organisations, including the introduction of Personal Learning and Management Systems and Organisational Learning and Management Systems. Of course, before we can develop or implement such systems we have to work out what they are. For me that is half of the attraction of the project.
This morning we had an on-line meeting for one of the work groups, this afternoon I had a long talk with Tobias Nelker from Paderborn University and in-between I started writing up overdue reports.
here are just a few thoughts following our discussions.
One of the attractions of the project, which is relatively well funded, it it brings together an interdisciplinary research team including researchers from sociology, computer sciences, education and work sciences. We are struggling still to find a common language. sometimes I do not understand what the computer scientists are talking about – and I am quite sure they have similar problems with me. More problematic is the development of a shared research approach and methodology for the project – different disciplines have different approaches to similar issues. We need to find ways of using this as a strength for the project.
With reference to knowledge sharing, I think we have some tensions between those who view knowledge through artefacts and others of us who see knowledge development and maturing as a process. I am by no means convinced we can measure or even understand knowledge maturing in the progressive iteration of a document or artefact – to me it is the social use of such artefacts which matures.
The project is through the technology programme of the European Commission and oart of the work involves the development and testing of tools. There seem to be two tensions. How can we marry together research into how people learn and how knowledge is developed with actual practice within organisations?
And how can we design tools which help people in their everyday work and lives based on their practice – rather than saying – here is a cool wizzy tool which we would like you to try out.
I am increasingly aware of the importance of context in learning and in knowledge development – especially in work based learning and in informal learning. there are multiple contextual variables of which I feel the most important is work organisation. It is not only an issue of opportunities for learning but an issue of the autonomy to use such learning in practice. This cannot be reduced to merely adopting to the work environment but the ability to shape that work environment based on individual and collective or organsiation knowledge.
This in turn requires change processes. But any project such as Mature is acting as a change agent in the very processes it studies.
All in all this is complex. But I am convinced that we can use technology based tools to open opportunities and support learning in the workplace – not just to courses – but for individual and peerr group learning from everyday working experience. This can not only lead to individual learning but can enrich work environments and lead to enhanced quality of goods and services. And in many ways I think this may be the real impact and potential of what we have called e-learning – rather than trying to use technology to implement traditional classroom based learning at a distance.
NB I am increasingly convinced of the potential of microblogging systems for knowledge exchange and development. This was what I taled to Tobias about this afternoon. Will write something more on this over the weekend.

More on hairdressing and serious games

Some time ago I wrote a post entitled ‘Hairdressing, Serious Games and Learning‘. It was not because I knew anything about it but because I was live blogging a conference presentation. Frederic Aunis who works for L’Oriel presented a game they had developed for teaching business skills to hairdressers. t was a good presnentation and a good game. The problem is that he game is owned by L’Oriel and access is retsricted to those with a  contract to the company.

The post is – somehwat embrarrsingly, one of the most popular I have ever written. Yet, I am afraid, it gives no help to those who are hitting it – presumably becauase they are searching for games to help them in teaching hairdressers.

I don’t know a lot about hairdressing but I have gleamed a little from research colleagues at the University of Warwick. Hairdressng is a very polular vocational training course. In part it is a course chosen by those who do not know what to do. But in part it is because people envisage owning and running their own business. The sad factor is most do not make it and whilst hairdressing businesses can be very profitable the reality fo rmany emloyees is lng hours and low pay (OK – if you don’t agree please feel free ot comment!). And whilst most trainees take well to the practical elements of the course, they struggle more with the theort – especially science – and have little interest in learninga bout how to run a business.

Hence the idea of a game. And according to Frederic it works. But, back to the problem. We need open source games which can be used by all. I am not a hairdresser or a games designer. But I know a little about both. The European Lifelng Learning programme is now on call. Is there anyone interested in a project to design an open souce game for teaching hairdrssers about running a business. I am looking for hairdressers, hairdressing teachers and trainers and educational games deisgners. Just leave a comment or email me if you would be interested in such a project.

Open Online Conferencing

It was the first day of the on-line conference on the Training of Trainers, sponsored by the Network to Support Trainers in Europe and Evolve.

Not bad. Particpation in the different sessions varied between 25 and 45 people. This compares to the 110 who have registered for the conference which is about in line with other free and open online events I have organised. People either choose whch session interests them most or work around various meetings and other work activites. And of course, some people register but then find something else has come up.

We had some technical problems with firewalls but that is par for the course. A few people got lost in the sandbox but we managed to dig them out and get them to the right place.

We had the usual problems with sound levels and microphones not working. But – once more as usual – these settled down as the day went on. And – most interestingly for me – the techncial barriers seemed no worse with the conference particpants who were for the main part researchers in education and training – and not educational technologists – thean we have had with techy online conferences in the past.

The presentations were good and the discussion even better. I would go as far as to say the discussion was better than at many face ot face conferences I have been to. Once again the use of the back channel provoked lively exchange.

We are presently editing the audio and creating slidecastsso that the conference proceedings will become Open Educational Resources.

So my conclusions – online and open learning using video conferecing is mainsteaming. Lets build on it!!

J.M Coetzee on Open Accreditation

Last week I write that with the emergence of open learning in the form of freely available courses, seminars and events on the internet, and with the increasing availability of open educational resources, open accreditation is the final frontier.

This week I will be writing a series of blog pots on accreditation. But first up an excellent quote from J,M Coetzee in his novel ‘Diary of a Bad Year’. Just substitute ‘open online networks for ‘peoples homes’

“In the days when Poland was under communist rule, there were dissidents who conducted night classes in their homes, running seminars on writers and philosophers excluded from the official canon (for example, Plato). No money changed hands though there may have been other forms of payment. if the spirit of the university is to survive, something along these lines may have to come into being in countries where tertiary eduction has been wholly subordinated to business principles. In other words the real university may have to move into peoples homes and grant degrees for which the sole backing will be the names of the scholars who sign the certificates.”

Open Learning – the debate continues

Continuing the open learning debate….I greatly like this diagramme by George Siemens. I think there is much of merit here. Very happpy to see acknowledgemnt of the importance of self publishing (as opposed to academic reporsitories). However there are a few things missed out.

Firstly if we take congniscence of Jenny Hughes’ defintion of learning as ‘to find and follow a track’ as counterposed to curriculum  from the latin ‘currere’, which means to run or race and ‘curriculum’ as race or racecourse, then instotutions and teacher have an important role in assisting learners in developing their own learning pathways.

A second important  role is that of assessment. But to understand this we need to decouple assessment from acceditation. If we design assessment as a learning process and move from assessemnt of learning to asssessement for learning this could become an integral part of the process of finding and developing learning pathways. This is not so utopian. Serendipitously. The Times newpaper today published an article about innovative assessment in UK universities. The struggle, though, as with self and peer assessment is in assessment having to match accreditation procedures. Without this link, we could open up all jinds of new forms of assessment.

A final point on accreditation. Many learners do not want or require accreditation. Indeed it is the formal accreditation procedures which deters them for signing up for a learning programme. And as Antnio Fini, talking about the home made certificate he got from the OpenEd2007 course, says: “all my connections, blog posts, comments, collective works, presentations, articles related to that experience, are still out there as tangible proofs of this learning. So I could equally put the OpenEd course in my CV and could ask to my supervisor to evaluate all that activity for credit in my PhD, also without that piece of paper!”

Why not put the learners in charge of accreditation. Lets leave it to them to decide how they wish to show what and how they have learned – albeit with support. I once co-ran a course with Jenny Hughes where we offered the particpants their certificate at the start of the courese. They refused! But it did raise the issue of why they were doing the course and how they valued learning. And that is an issue we need to bring to the fore.

Open Learning is here – where next?

First we had open educational resources. This was a step forward but the resources were variable in quality, hard to find and were often tied to courses which made them hard to use for self study. Those issues haven’t gone away but improvements in search technologies and a wider general conciousness about the value of self publishing open resources means it is increasingly easy to find what you want.

And now we are witnessing an explosion in open learning. Of course there are the big publicity happenings like the CCK08 Massive Open Online Course (MOOC)  organised by Stephen Downes and George Siemans on connectivism.

But more important is the flowering of opportunties for learning from many, many diverse sources. One of the best things about Twitter is it opens access to many events going on and opportunities to partiucpate at a distance. Last week I dropped in on a TeachMeet session being organised as part of the Scottish Learning Festival. Someone had ‘shouted it out” in Twitter, I followed the link and ended up in a broadcast over the UK Open Universities free Flashmeeting service. There was about twenty or so of us particpating online. Whilst the quality of the video sometimes left something to be desired (and I was stuggling to follow Glaswegian accents) this was more than made up for by the quality and humour in the online chat.

Yesterday morning I recieved this in my email: “You have a live session today with cristinacost on ‘Connecting Online : Sharing Life’s Experiences’. The session will start at 10:00 AM W. Europe Standard Time and is 60 minutes long.”  This is a free course being organised in the WizIQ environment. Sadly I am bogged down in administration and had no time to go. But over the last year there has been an explosion of such open courses and seminars. We are organising one such series oursleves through the Jisc Evolve project.

And this morning Cristina Costa showed me her online bookclub “Living Literature though Exploration.” This more than anything impresses me as to how we have moved towards real open learning through Web 2.0 tools (in this case as simplle as a shared blog and some bookmarks.

However there remain a number of issues.

The last barrier to open learning – and a very complex one – is that of accreditation. Whilst I am sceptical about the Connectivism MOOC, it is raising a number of central questions about open learning, not least that of accreditation. Under the Connectivism course model, only 34 (I think) sdtudents are offically enrolled for accreditation and therefore pay fees. Their fees pay for the costs of the course which is open and free to everyone else. As part of this they get feedback form tutors on course assignments and accreditation at the end of the course. How important is this for learning? And would it be possible for a student to develop a portfolio based on particpation in the course and then claim accreditation elsewhere? Are we moving to a model where learning is open but institutions have a major role in accrediting that learning (presumably through a portfolio model)? Can we develop a concept of open accreditation? And what would that mean?

What is the future for universities?

Last week I expressed concern that the development of the Open Univeristy SocialLearn project was being motivated by business concerns rather than learning. But it is not difficult to see why a university – especially the Open University which is based on distance learning – might wish to explore new business models.

I am struck by he growing avaiability of free online courses and opportunities for professional development. Just this morning I have picked up on an excellent free seventeen week course on on-line community facilitation being run by Leigh Blackall from the University of Otago on the Wikieducator and the weekly events around Metanomics – the study of economics and policy in the “metaverse” of online virtual world – run by…I am not quite sure who. I found about the first from Twitter and the second form Skype. These services are becoming the new global prospectus of learning opportunties.

Certainly in the field of Technology Enhanced Learning it is perfectly possible to follow an advanced professional development programme for free and engage with the best thinkers in vibrant global communities without having to enroll with a formal education institution. OK – we might expect this in such a technology enabled subject but how long before other subjects catch on.

It has been said for some time that the selling point for universities will be their certifcate granting powers. I am unconvinced. Our study some time ago of the use of technology for learning in Small and Medium Enterprises suggested that apart from in reglated occupations there was limited interest in certification. Both employees and employers were more intersted in competence in terms of what people could do and what they had learnt to do rather than their certificates. And as in one form or another e-Portfolios – or more likely individual eletronic mash-ups showing achievement – become more common then pressures for certification will lessen.

So what is the future for universities? Obviously they have an important role in research. And they could hve an important role in teaching and learning provision. That the Wikieducator is offering a programme in on-line facilitation for free is brilliant. The enrolled students are from all over the world. But how will universities fund themselves in this new world? This is where the rub of the problem lies. The recent trends in many countries towards devolved budgets and funding based on enrolled student numbers does not help. Far better to try to assess the value of universities to the economy and society as a whole and fund their activities accordingly. Of course that is not easy. And universities are not cheap. But we need to start developing new models and that probably requires far more radical thinking than just tinkering with existing funding models.

Council of Europe Endorses Open Education Resources

No time to stop to look at this in any depth (am writing a new paper on Personal Learning Environments). But Brendan Barrett from the UN University reports that the Parliamentary Assembly of the Council of Europe has just endorsed a recommendation to promote e-learning including the following specific reference to Open Source software and Open educational Resources:

“E-learning can be a powerful means of creating open educational resources accessible to everybody thus counteracting a divided knowledge society. In this regard, the Assembly calls on member parliaments to support the so-called “open source” movement in software development and initiatives for open educational resources – freely accessible on the Internet, and to adopt measures to combat the digital divide in order to close the gap between those who have access to ICT and the acquisition of ICT skills and those who do not, thus ensuring digital literacy for all.”

    Forbes reports that Microsoft has obtained a patent for a “conversational chatbot of a specific person” created from images, recordings, participation in social networks, emails, letters, etc., coupled with the possible generation of a 2D or 3D model of the person.


    Racial bias in algorithms

    This week, Twitter apologised for racial bias within its image-cropping algorithm. The feature is designed to automatically crop images to highlight focal points – including faces. But, Twitter users discovered that, in practice, white faces were focused on, and black faces were cropped out. And, Twitter isn’t the only platform struggling with its algorithm – YouTube has also announced plans to bring back higher levels of human moderation for removing content, after its AI-centred approach resulted in over-censorship, with videos being removed at far higher rates than with human moderators.


    Gap between rich and poor university students widest for 12 years

    The gap between poor students and their more affluent peers attending university has widened to its largest point for 12 years, according to data published by the Department for Education (DfE).

    Better-off pupils are significantly more likely to go to university than their more disadvantaged peers. And the gap between the two groups – 18.8 percentage points – is the widest it’s been since 2006/07.

    The latest statistics show that 26.3% of pupils eligible for FSMs went on to university in 2018/19, compared with 45.1% of those who did not receive free meals. Only 12.7% of white British males who were eligible for FSMs went to university by the age of 19. The progression rate has fallen slightly for the first time since 2011/12, according to the DfE analysis.


    Quality Training

    From Raconteur. A recent report by global learning consultancy Kineo examined the learning intentions of 8,000 employees across 13 different industries. It found a huge gap between the quality of training offered and the needs of employees. Of those surveyed, 85 per cent said they , with only 16 per cent of employees finding the learning programmes offered by their employers effective.
