The Challenge to Education

Last year I took part in an excellent confernce in Darmstadt last year on “Interdisciplinary approaches to technology-enhanced learning.” Now they have asked me to contribute to a book based on my presentation on ‘Learning Environments, What happens in Practice?. I will post the book cpater in parts on the blog as I write it, in the hope of gaining feedback from readers.

The first section is entitled ‘The Challenge to Education”

Firstly it should be said that it is not technology per se that poses the challenge to education systems and institutions. It is rather the way technology is being used for communication and for everyday learning within the wider society.

Whilst institutions have largely maintained their monopoly and prestige as bodies awarding certification, one major impact of internet technologies has been to move access to learning and knowledge outside of institutional boundaries. The internet provides ready and usually free access to a wealth of books, papers, videos, blogs, scientific research, news and opinion. It also provides access to expertise in the form of networks of people. Conferences, seminars and workshops can increasingly be accessed online. Virtual worlds offer opportunities for simulations and experimentation.

Id course this begs the question of support for learning although there are increasing numbers of free online courses and communities and bulletin boards for help with problem solving. Schools and universities can no longer claim a monopoly as seats of learning or of knowledge. Such learning and knowledge now resides in distributed networks. Learning can take place in the home, in work or in the community as easily as within schools. Mobile devices also mean that learning can take place anywhere without access to a computer. Whilst previously learning was largely structured through a curriculum, context is now becoming an important aspect of learning.

Technology is also challenging traditional traditional expert contributed disciplinary knowledge as embodied in school curricula. Dave Cormier, (2008) says that the present speed of information based on new technologies has undermined traditional expert driven processes of knowledge development and dissemination. The explosion of freely available sources of information has helped drive rapid expansion in the accessibility of the canon and in the range of knowledge available to learners. We are being forced to re-examine what constitutes knowledge and are moving from expert developed and sanctioned knowledge to collaborative forms of knowledge construction. The English language Wikipedia website, a collaboratively developed knowledge base, had 3,264,557 pages in April, 2010 and over 12 million registered users.

The present north European schooling systems evolved from the needs of the industrial revolutions for a literate and numerate workforce. Schools were themselves modelled on the factory system with fixed starting and finishing times with standardised work tasks and quality systems. Students followed relatively rigid group learning programmes, often based on age and often banded into groups based on tests or examinations. Besides the acquisition of knowledge and skills needed by the economy, schools also acted as a means of selection, to determine those who might progress to higher levels of learning or employment requiring more complex skills and knowledge.

It is arguable whether such a schooling system meets the present day needs of the economy. In many countries there is publicly expressed concerns that schools are failing to deliver the skills and knowledge needed for employment, resorting in many countries in different reform measures. There is also a trend towards increasing the length of schooling and, in some countries, at attempting to increase the percentages of young people attending university.

However the schooling system has been developed above all on homogeneity. Indeed, in countries like the UK, reforms have attempted in increase that homogeneity through the imposition of a standardised national curriculum and regular Standardised Attainment Tests (SATs). Such a movement might be seen as in contradiction to the supposed needs for greater creativity, team work, problem solving, communication and self motivated continuous learning within enterprises today.

Furthermore, the homogeneity of schooling systems and curricula is in stark contrast to the wealth of different learning pathways available through the internet. Whilst the UK government has called for greater personalisation of learning, this is seen merely as different forms of access to a standardised curriculum. The internet offers the promise of Personal Learning Pathways, of personal and collaborative knowledge construction and meaning making through distributed communities.

The schooling system is based on outdated forms of organisation and on an expert derived and standardised canon of knowledge. As such it is increasingly dysfunctional in a society where knowledge is collaboratively developed through distributed networks.

Designing our learning spaces

Over the next three months I will be blogging about our experiences in organising the PLE2010 conference.

First the background. Last September during a pleasant conference stay in Crete a group of us decided, somewhat audaciously, to organise a conference on Personal Learning Environments, PLE2010. We duly formed a small organising committee, of which I am a member, and invited leading researchers and practitioners to join an academic committee.

We spent a long time designing a detailed call for contributions, aided by the template for guidelines for authors from AltC which they had helpfully licensed under Creative Commons.

Whilst we wished to encourage academic contributions in the form of ‘proceedings papers’ and ‘short papers’ we wished to develop the conference as a community learning space and to facilitate communication and exchange of ideas. This, we felt, could be through encouraging more innovative forms of contributions to the conference through for instance the use of unconferencing spaces, Bring Your Own Laptop sessions, posters, Pecha Kucha, debates and so on.

The original deadline for contributions was March 24, which we later extended to April 7th. We ended up with 82 submission – far is excess of what we had expected. However, despite us stressing our willingness for innovative formats, 41 of these are for proceedings paper and 19 for short papers. We were happy that we had 8 submissions for workshops, although with only 2 submissions, the response to the call for papers was disappointing.

Wht to make of this? I do not think it is because researchers in the PLE community are wedded to traditional conference formats, but more likely because they are expected to deliver an academic paper in order to get funding from their institution or project to attcnd the conference.

We discussed these issues at a meeting of the project organising committee today. Clearly, we have to wait for the result of the reviewing process before we will know how many papers are finally accepted. But it is likely that if we schedule all the proceedings papers in the normal way – with 20 minutes for a presentation and 8 minutes for discussion – we will have to run a large number of parallel sessions, thus resulting potentially in a small audience for many presentations. A useful proposal today is that we write to those authors whose proposals are successful, offering them a variety of potential presentation formats (including a traditional paper session). That then leaves us a challenge – which I am passing on to blog readers. What kind of formats could be best to develop discussion round papers produced for a conference. can we think of more innovative approaches than the traditional 20 minute slide and tell session? How can we use technology before the conference to encourage an exchange around ideas? Please add nay ideas you had in the comments below.

Supporting Learning in the Workplace

Today is the last day for submissions to the Personal Learning Environments Conference being held in July in Barcelona. Here is my abstract for the conference, based on work Pontydysgu are developing through the EU funded Mature project. I will try to post a longer version in the next week or so.

Central to the idea of the Personal Learning Environment is it can assist learners in bringing together and reflecting on all their learning be it form formal education programmes, from work or from home. This would include both formal and informal learning.

According to Jay Cross, around 80 per cent of learning in work is informal. Yet much of the focus for work based learning is on courses, rather than practice. Apprenticeship systems usually combine learning in vocational schools with practice in the workplace but there are often problems in linking up theoretical school based learning with work based practice.

Researchers into organisational learning have focused on how workplaces can be designed to facilitate learning. Barry Nyhan (Nyhan et al, 2003) states “one of the keys to promoting learning organisations is to organise work in such a way that it is promotes human development. In other words it is about building workplace environments in which people are motivated to think for themselves so that through their everyday work experiences, they develop new competences and gain new understanding and insights.”

Yet without support for learning, organizational change may not be sufficient. Vygotsky (1978) has pointed to the importance of support from a More Knowledgable Other to support learning in a Zone of Proximal Development which which is the gap between the “actual developmental level” which a person can accomplish independently and the “potential developmental level” which person can accomplish when they are interacting with others who are more capable peers or adults.

The paper will report on work being undertaken through the EU IST programme to develop a Personal Learning & Maturing Environment (PLME), embedded into the working environment, enabling individuals to engage in maturing activities within the organisation and in wider communities of practice beyond organisational boundaries. The work centres on the design a ‘mini learning activities (Conole, 2008) utilising Technology Enhanced Learning to support learners in a Zone of Proximal Development. These activities will utilise multi media including infographics and Technology Enhanced Boundary Objects (Hoyles at al). Although the mediation of a MKO may be seen as being embodied within the technology, learners will also have access to support through an organisational people tagging service. The PLE applications will be available to learners both through desktop and mobile devices.

More notes on e-Portfolios, PLEs, Web 20 and social software

Some more very quick notes on teaching and learning, e-portfolios and Personal Learning Environments.

Lets start with the old problems of Virtual Learning Environments – yes one problem is that they are not learning environments (in the sense of an active learning process taking place – but rather learning management systems. VLEs are great for enrolling and managing learners, tracking progress and completion and for providing access to learning materials. But the learning most often takes place outside the VLE with the VLE acting as a place to access activities to be undertaken and to report on the results. In terms of social learning, groups are usually organised around classes or assignments.

The idea of Personal Learning environments recognised three significant changes:

  • The first was that of a Personal Learning Network which could be distributed and was not limited by institutional groups
  • The second was the idea that learning could take place in multiple environments and that a PLE could reflect and build on all learning, regardless of whether it contributed to a course the user was enrolled on
  • The third is that learners could use their own tools for learning and indeed those tools, be they online journals and repositries, networks or authoring tools, might also be distributed.

Then lest throw social software and Web 2.0 into the mix. This led to accordances for not just consuming learning through the internet, but for active construction and sharing.

This leads to a series of questions in developing both pedagogies and tools to support (social) learning (in no particular order):

  • How to support students in selecting appropriate tools to support their learning?
  • How to support students in finding resources and people to support their learning?
  • How to support students in reporting or representing their learning?
  • How to support students in identifying and exploring a body of knowledge?
  • How to motivate and support students in progressing their learning?
  • How can informal learning be facilitated and used within formal course outcomes?

How can we reconcile learning through communities of practice (and distributed personal learning networks) with the requirements of formal courses?

I am not convinced those of us who advocate the development of Personal Learning Environments have adequately answered those questions. It is easy to say we need changes in the education systems (and of course we do).

In one sense I think we have failed to recognise the critical role that teachers play in the learning process. Letsg o back to to Vykotsky. Vykotsky called those teachers – or peers – who supported learning in a Zone of Proximal Development as the More Knowledgeable Other. “The MKO is anyone who has a better understanding or a higher ability level than the leaner particularly in regards to a specific task, concept or process. Traditionally the MKO is thought of as a teacher, an older adult or a peer” (Dahms et al, 2007).

But the MKO can also be viewed as a learning object or social software which embodies and mediates learning at higher levels of knowledge about the topic being learned than the learner presently possesses.

Of course learners operate within constraints provided in part by the more capable participants (be it a teacher peer, or software), but an essential aspect of this process is that they must be able to use words and other artefacts in ways that extend beyond their current understanding of them, thereby coordinating with possible future forms of action.

Thus teachers or peers as well as technology play a role in mediating learning.

In terms of developing technology, we need to develop applications which facilitate that process of mediation. Some social software works well for this. If I get stuck on a problem I can skype a friend or shout out on Twitter, There is plenty of evidenced use of Facebook study groups. Yet I am not sure the pedagogic processes and the technology are sufficiently joined up. If I learn from a friend or peer, and use that learning in my practice, how does the process become transparent – both to myself and to others. How can I represent by changing knowledge base (through DIIGO bookmarks, through this blog?). And how can others understand the ideas I am working on and become involved in a social learning process.

I guess the answer lies in the further development of semantic applications which are able to make those links and make such processes transparent. But this requires far greater sophistication than we have yet achieved in developing and understanding Personal Learning Environments,

Rethinking e-Portfolios

The second in my ‘Rethinking’ series of blog posts. This one – Rethinking e-portfolios’ is the notes for a forthcoming book chapter which I will post on the Wales wide Web when completed..

Several years ago, e-portfolios were the vogue in e-learning research and development circles. Yet today little is heard of them. Why? This is not an unimportant question. One of the failures of the e-learnng community is our tendency to move from one fad to the next, without ever properly examining what worked, what did not, and the reasons for it.

First of all it is important to note that  there was never a single understanding or approach to the development and purpose of an e-Portfolio. This can largely due be ascribed to different didactic and pedagogic approaches to e-Portfolio development and use. Some time ago I wrote that “it is possible to distinguish between three broad approaches: the use of e-Portfolios as an assessment tool, the use of e-Portfolios as a tool for professional or career development planning (CDP), and a wider understanding of e-Portfolios as a tool for active learning.”

In a paper presented at the e-Portfolio conference in Cambridge in 2005 (Attwell, 2005), I attempted to distinguish between the different process in e-Portfolio development and then examined the issue of ownership for each of these processes.

The diagramme reveals not only ownership issues, but possibly contradictory purposes for an e-Portfolio. Is an e-Portfolio intended as a space for learners to record all their learning – that which takes place in the home or in the workplace as well as in a course environment or is it a place or responding to prescribed outcomes for a course or learning programme? How much should a e-Portfolio be considered a tool for assessment and how much for reflection on learning? Can tone environment encompass all of these functions?

These are essentially pedagogic issues. But, as always, they are reflected in e-learning technologies and applications. I worked for a whole on a project aiming to ‘repurpose the OSPI e-portfolio (later merged into Sakai) for use in adult education in the UK. It was almost impossible. The pedagogic use of the e-Portfolio, essentially o report against course outcomes – was hard coded into the software.

Lets look at another, and contrasting, e-Portfolio application, ELGG. Although now used as a social networking platform, in its original incarnation ELGG stared out as a social e-portfolio, originating in research undertaken by Dave Tosh on an e-portfolio project. ELGG essentially provided for students to blog within a social network with fine grained and easy to use access controls. All well and good: students were not restricted to course outcomes in their learning focus. But when it came to report on learning as part of any assessment process, ELGG could do little. There was an attempt to develop a ‘reporting’ plug in tool but that offered little more than the ability to favourite selected posts and accumulate them in one view.

Mahara is another popular open source ePortfolio tool. I have not actively played with Maraha for two years. Although still built around a blogging platform, Mahara incorporated a series of reporting tools, to allow students to present achievements. But it also was predicated on a (university) course and subject structure.

Early thinking around e-Portfolios failed to take into account the importance of feedback – or rather saw feedback as predominately as coming from teachers. The advent of social networking applications showed the power of the internet for what are now being called personal Learning networks, in other words to develop personal networks to share learning and share feedback. An application which merely allowed e-learners to develop their own records of learning, even if they could generate presentations, was clearly not enough.

But even if e-portfolios could be developed with social networking functionality, the tendency for institutionally based learning to regard the class group as the natural network, limited their use in practice. Furthermore the tendency, at least in the school sector, of limited network access in the mistaken name of e-safety once more limited the wider development of ‘social e-Portfolios.”

But perhaps the biggest problem has been around the issue of reflection. Champions have lauded e-portfolios as a natural tools to facilitate reflection on learning. Helen Barrett (2004) says an “electronic portfolio is a reflective tool that demonstrates growth over time.” Yet  are e-Portfolios effective in promoting reflection? And is it possible to introduce a reflective tool in an educations system that values the passing of exams through individual assessment over all else? Merely providing spaces for learners to record their learning, albeit in a discursive style does not automatically guarantee reflection. It may be that reflection involves discourse and tools for recording outcomes offer little in this regard.

I have been working for the last three years on developing a reflective e-Portfolio for a careers service based din the UK. The idea is to provide students an opportunity to research different career options and reflect on their preferences, desired choices and outcomes.

We looked very hard at existing opens source e-portfolios as the basis for the project, nut could not find any that met our needs. We eventually decided to develop an e-Portfolio based on WordPress – which we named Freefolio.

At a technical level Freefolio was part hack and part the development of a plug in. Technical developments included:

  • The ability to aggregate summaries of entries on a group basis
  • The ability add custom profiles to see profiles of peers
  • Enhanced group management
  • The ability to add blog entries based on predefined xml templates
  • More fine grained access controls
  • An enhanced workspace view

Much of this has been overtaken by subsequent releases of WordPress multi user and more recently Buddypress. But at the time Freefolio was good. However it did  not work in practice. Why? There were two reasons I think. Firstly, the e-Portfolio was only being used for careers lessons in school and that forms too little a part of the curriculum to build a critical mass of familiarity with users. And secondly, it was just too complex for many users. The split between the front end and the back end of WordPress confused users. The pedagogic purpose, as opposed to the functional use was too far apart. Why press on something called ‘new post’ to write about your career choices.

And, despite our attempts to allow users to select different templates, we had constant feedback that there was not enough ease of customisation in the appearance of the e-Portfolio.

In phase two of the project we developed a completely different approach. Rather than produce an overarching e-portfolip, we have developed a series of careers ‘games; to be accessed through the Careers company web site. Each of the six or so games, or mini applications we have developed so far encourages users to reflect on different aspects of their careers choices. Users are encouraged to rate different careers and to return later to review their choices. The site is yet to be rolled out but initial evaluations are promising.

I think there are lessons to be learnt from this. Small applications that encourage users to think are far better than comprehensive e-portfolios applications which try to do everything.

Interestingly, this view seems to have concur with that of CETIS. Simon Grant points out: “The concept of the personal learning environment could helpfully be more related to the e-portfolio (e-p), as both can help informal learning of skills, competence, etc., whether these abilities are formally defined or not.”

I would agree: I have previously seen both as related on a continuum, with differing foci but similar underpinning ideas. However I have always tended to view Personal Learning Environments as a pedagogic capproach, rather than an application. Despite this, there have been attempts to ‘build a PLE’. In that respect (and in relation to rethinking e-Portfolios) Scott Wilson’s views are interesting. Simon Grant says: “As Scott Wilson pointed out, it may be that the PLE concept overreached itself. Even to conceive of “a” system that supports personal learning in general is hazardous, as it invites people to design a “big” system in their own mind. Inevitably, such a “big” system is impractical, and the work on PLEs that was done between, say, 2000 and 2005 has now been taken forward in different ways — Scott’s work on widgets is a good example of enabling tools with a more limited scope, but which can be joined together as needed.”

Simon Grant goes on to say the ““thin portfolio” concept (borrowing from the prior “personal information aggregation and distribution service” concept) represents the idea that you don’t need that portfolio information in one server; but that it is very helpful to have one place where one can access all “your” information, and set permissions for others to view it. This concept is only beginning to be implemented.”

This is similar to the Mash Up Personal Learning Environment, being promoted in a number of European projects. Indeed a forthcoming paper by Fridolin Wild reports on research looking at the value of light weight widgets for promoting reflection that can be embedded in existing e-learning programmes. This is an interesting idea in suggesting that tools for developing an e-Portfolio )or for that matter, a PLE can be embedded in learning activities. This approach does not need to be restricted to formal school or university based learning courses. Widgets could easily be embedded in work based software (and work flow software) and our initial investigations of Work Oriented Personal Learning Environments (WOMBLES) has shown the potential of mobile devices for capturing informal and work based learning.

Of course, one of the big developments in software since the early e-Portfolio days has been the rise of web 2.0, social software and more recently cloud computing. There seems little point in us spending time and effort developing applications for students to share powerpoint presentations when we already have the admirable slideshare application. And for bookmarks, little can compete with Diigo. Most of these applications allow embedding so all work can be displayed in one place. Of course there is an issue as to the longevity of data on such sites (but then, we have the same issue with institutional e-Portfolios and I would always recommend that students retain a local copy of their work). Of course, not all students are confident in the use of such tools: a series of recent studies have blown apart the Digital Native (see for example Hargittai, E. (2010). Digital Na(t)ives? Variation in Internet Skills and Uses among Members of the “Net Generation”. Sociological Inquiry. 80(1):92-113).  And some commercial services may be more suitable than other for developing an e-Portfolio: Facebook has in my view limitations! But, somewhat ironically, cloud computing may be moving us nearer to Helen Barrett’s idea of an e-Portfolio. John Morrison recently gave a presentation (downloadable here) based on his study of ‘what aspects of identity as learners and understandings of ways to learn are shown by students who have been through a program using course-based networked learning?’ In discussing technology he looked at University as opposed to personally acquired, standalone as opposed to networked and Explored as opposed to ongoing use.

He found that students:

Did not rush to use new technology

Used face-to-face rather than technology, particularly in early brainstorming phases of a project

Tried out software and rejected that which was not meeting a need

Used a piece of software until another emerged which was better

Restrained the amount of software they used regularly to relatively few programs

Certain technologies were ignored and don’t appear to have been tried out by the students

Students used a piece of software until another emerged which was better  which John equates with change. Students restrained the amount of software they used regularly to relatively few programs  which he equates with conservatism

Whilst students were previously heavy users of Facebook, they were now abandoning it. And whilst there was little previous use of Google docs, his latest survey suggested that this cloud application was now being heavily used. This is important in that one of the more strange aspects of previous e0Portolio development has been the requirement for most students to upload attached files, produced in an off line work processor, to the e-Portfolio and present as a file attachment. But if students (no doubt partly driven by costs savings) are using online software for their written work, this may make it much easier to develop online e-portfolios.

John concluded that :this cohort lived through substantial technological change. They simplified and rationalized their learning tools. They rejected what was not functional, university technology and some self-acquired tools. They operate from an Acquisition model of learning.” He concluded that “Students can pick up and understand new ways to learn from networks. BUT… they generally don’t. They pick up what is intended.” (It is also well worth reading the discussion board around John’s presentation – – although you will need to be logged in to the Elesig Ning  site).

So – the e-Portfolio may have a new life. But what particularly interests me us the interplay between pedagogic ideas and applications and software opportunities and developments in providing that new potential life. And of course, we still have to solve that issue of control and ownership. And as John says, students pick up what is intended. If we continue to adhere to an acquisition model of learning, it will be hard to persuade students to develop reflective e-Portfolios. We should continue to rethink e-Portfolios through a widget based approach. But we have also to continue to rethink our models of education and learning.

The affordances of Web 2.0 and the development of Personal Learning Environments

This is work in progress. It is part of a report I am writing for the European G8WAY project which aims to support learners in transitions between school and work, school and university and university and work. The report is focused on the development of  a common pedagogy framework for the development of web 2.0 learning environments, based on clearly defined pedagogy criteria. The aim is to conclude a framework, which enables us to map onto digital media and e-tools with regard to their learning characteristics, such as thinking & reflection, conversation & interaction, experience & activity or evidence & demonstration. This can then be used as the basis against which to benchmark pedagogical principles for any particular learning scenario developed within G8WAY.

I am writing the report in a wiki and attempting to develop a coherent framework for the report. The first section, a draft of which follows below looks at the affordances of Web 2.0 applications and the development of Personal Learning Environment. The next section will briefly summarise pedagogic theories and see how web 2.0 tools can be used to support learning according to different pedagogic approaches. A further section will look at the issue of educational transitions and in particular use Activity Theory to examine the contexts in which learning takes place within transitions. I then want to try using Grainne Conole’s model for mapping pedagogy and tools for effective learning design to map the tools against these contexts and illustrate this with mini learning activities. I will then take my own favourite learning theorist, Vygotsky, and see how his ideas can be used for supporting learners in transitions and how the model can allow the selection of different tools (at least that is the plan 🙂 ).

Anyway here is a very rough draft of the section on Affordances and Personal Learning Environments.

There are changing ideas of how technologies can be used for learning, in part inspired by the emergence of Web 2.0 services and tools, but in part due to a critique of previous generations of learning software. Oliver (2002) points out that although many described instances of elearning claim to draw upon theoretical positions, such as constructivism, few explain how they embody the principles and values of that approach. Attwell has pointed to the difference between espoused pedagogies and the reality of the learning designs.

In part this may be due to lack of confidence and knowledge by teachers in pedagogic approaches to Technology Enhanced Learning. But it may also reflect the affordances in practice of Learning management systems and Virtual Learning Environments. Socio-cultural theories of knowledge acquisition stress the importance of collaborative learning and ‘learning communities’ but Agostini et al. (2003) complain about the lack of support offered by many virtual learning environments (VLEs) for emerging communities of interest and the need to link with official organisational structures within which individuals are working. Ideally, VLEs should link knowledge assets with people, communities and informal knowledge (Agostini et al, 2003) and support the development of social networks for learning (Fischer, 1995). The idea of a personal learning space is taken further by Razavi and Iverson (2006) who suggest integrating weblogs, ePortfolios, and social networking functionality in this environment both for enhanced e-learning and knowledge management, and for developing communities of practice.

Based on these ideas of collaborative learning and social networks within communities of practice, the notion of Personal Learning Environments is being put forward as a new approach to the development of e-learning tools (Wilson et al, 2006)  that are no longer focused on integrated learning platforms such as VLEs. In contrast, these PLEs are made-up of a collection of loosely coupled tools, including Web 2.0 technologies, used for working, learning, reflection and collaboration with others. PLEs can be seen as the spaces in which people interact and communicate and whose ultimate result is learning and the development of collective know-how. A PLE can use social software for informal learning which is learner driven, problem-based and motivated by interest – not as a process triggered by a single learning provider, but as a continuing activity. The ‘Learning in Process’ project (Schmidt, 2005) and the APOSDLE project (Lindstaedt, and Mayer, 2006) have attempted to develop embedded, or work-integrated, learning support where learning opportunities (learning objects, documents, checklists and also colleagues) are recommended based on a virtual understanding of the learner’s context.

However, while these development activities acknowledge the importance of collaboration, community engagement and of embedding learning into working and living processes, they have not so far addressed the linkage of individual learning processes and the further development of both individual and collective understanding as the knowledge and learning processes mature (Attwell. Barnes, Bimrose and Brown, 2008). In order to achieve that transition (to what we term a ‘community of innovation’), processes of reflection and formative assessment have a critical role to play.

Personal Learning Environments are by definition individual. However it is possible to provide tools and services to support individuals in developing their own environment. In looking at the needs of careers guidance advisors for learning Attwell. Barnes, Bimrose and Brown, (2008) say a PLE should be based on a set of tools to allow personal access to resources from multiple sources, and to support knowledge creation and communication. Based on an initial scoping of knowledge development needs, an initial list of possible functions for a PLE have been suggested, including: access/search for information and knowledge; aggregate and scaffold by combining information and knowledge; manipulate, rearrange and repurpose knowledge artefacts; analyse information to develop knowledge; reflect, question, challenge, seek clarification, form and defend opinions; present ideas, learning and knowledge in different ways and for different purposes; represent the underpinning knowledge structures of different artefacts and support the dynamic re-rendering of such structures; share by supporting individuals in their learning and knowledge; networking by creating a collaborative learning environment.

Whilst PLEs may be represented as technology, including applications and services, more important is the idea of supporting individual and group based learning in multiple contexts  and of promoting learner autonomy and control.

Personal Learning Environments offer both the framework and the technologies to integrate personal learning and working and to support learners in transitions. Coneole (2008) suggests a personal working environment and mixture of institutional and self selected tools are increasingly becoming the norm. She says: “Research looking at how students are appropriating technologies points to similar changes in practice: students are mixing and matching different tools to meet their personal needs and preferences, not just relying on institutionally provided tools and indeed in some instances shunning them in favour of their own personal tools.”

Auch a development would appear to reflect the changing ways in which young people are using web 2.0 tools and social software for social and entertainment purposes as well as for learning.

Web 2.0 applications and social software mark a change in our use of computers from consumption to creation. Young people are increasingly using technology for creating and sharing multi media objects and for social networking. A Pew Research study (Lenhart and Madden, 2005) found that 56 per cent of young people in America were using computers for ‘creative activities, writing and posting of the internet, mixing and constructing multimedia and developing their own content. Twelve to 17-year-olds look to web tools to share what they think and do online. One in five who use the net said they used other people’s images, audio or text to help make their own creations. According to Raine (BBC, 2005), “These teens were born into a digital world where they expect to be able to create, consume, remix, and share material with each other and lots of strangers.” VLEs and LMS systems were designed as ‘walled gardens’, to isolate learners within institutional, class and subject bound groups and precisely to prevent the open social networking which characterises the ways in which we are using computers to communicate today.

It is not only that learners are using personal tools to meet their own needs and preferences, but teachers also. Whilst in the past, teachers would need technical support for software applications, the widespread availability of online environments and tools has allowed teachers to move outside of institutional VLEs. A wide range of different social software applications are being used for learning including blogs and wikis, social networks such as ELGG or Buddypress, mico blogging applications, shared presentations and social bookmarking tools. Some teachers have experimented with popular social networks such as Facebook for supporting learning. Many of these were not designed for learning and have simply been appropriated for that purpose. Other software vendors for instance Apple have developed learning specific areas such as iTuneU.

Recent research suggests that students are moving away form desktop applications such as Word to use Cloud applications like Google Documents to save money. These applications also tend to offer enhanced opportunities for collaboration.

Furthermore the development of Open APis allows applications to be embedded – thus it is possible to view Utube videos, to access Twitter and to present slideshows all within a personal blog.

However these developments are not unproblematic. Not all institutional provision can be accessed through a PLE. using multiple tools often means logging in separately to different accounts. There are issues around privacy, online safety and digital identities.

Data created in one application may be difficult to move to another. Online cloud providers may go out of business arising issues of data preservation.

Above all there remain pedagogical issues. With a wide array of potential tools available how do teachers and students choose the best tool for a particular task? Is it possible to look at the affordances for learning of different types of social software and group them? One major issue is the context in which such tools are being used. Later in this report we will suggest ways of understanding the contexts in which learning for transitions is taking place and look at a framework for matching groups of tools to such contexts to facilitate the development of Personal Learning Environments.

Proudly announcing the Personal Learning Enviroments Conference

I am very happy to announce this conference. There’s a great bunch of people associated with the conference and we hope the conference themes and guidelines are sufficiently broad and inclusive to encourage creativity and learning. I will blog more about the conference in coming days. In the meantime check out the conference website and I hope to see you all in Barcelona.

“Personal Learning Environments (PLE) include the tools, communities, and services that constitute the individual educational platforms learners use to direct their own learning and pursue educational goals. The idea of the PLE represents a shift away from the model in which students consume information through independent channels such as the library, a textbook, or an LMS, moving instead to a model where students draw connections from a growing matrix of resources that they select and organize. Because they emphasize relationships, PLEs can promote authentic learning by incorporating expert feedback into learning activities and resources. A PLE also puts students in charge of their own learning processes, challenging them to reflect on the tools and resources that help them learn best. By design, a PLE is created from self-direction, and therefore the responsibility for organization—and thereby for learning—rests with the learner. (7 things you should know about Personal Learning Environments, Educause 2009).

The PLE Conference is intended to produce a space for researchers and practitioners to exchange ideas, experience and research around the development and implementation of PLEs including the design of environments, sociological and educational issues and their effectiveness and desirability as (informal) learning spaces.

Whilst the conference includes a traditional research paper strand, we also encourage proposals for sessions in different formats including workshops, posters, debates, cafe sessions, hands on sessions and demonstrations. We will also provide opportunities for unconferencing events, including the provision of spaces for informal meetings and discussions. Although the main conference takes place on 8th and 9th of July, there will be an informal launch event (with wine and tapas!) on the evening of Wednesday 7th.

As well as the face to face sessions, the conference will be supported by a variety of different online spaces.

Selected papers will be published by the International Virtual and Personal Learning Environments Journal.”

Framing curricula for Open Education

More on scoping Open Education. In this series of blog posts I am trying to extend beyond our present focus on Open Educational Resources and look at the different dimensions of Open Education. These include include artefacts and tools, communities, Curriculum, pedagogy and the organisation and recognition of learning

I am not going to try to define any of these, still less to try to put forward any form of construct for measuring openness. Instead I want to try to explore the dimensions of these different ways of understanding open education and what they might mean in practice.

I have already written extensively on the artefacts and tools which mediate activities and learning. Artefacts and tools include Open Educational Resources and open repositories, cloud and social software as well as Personal Learning Environments.

What is missing at the moment is easy tools for resource discovery (Google is still fairly poor at finding Open Educational Resources).

Communities to support Open Education are more problematic. Institutional communities remain largely limited to those enrolled on a particular course. As David Wiley has pointed out one of the problems of Virtual Learning environments is that the tools and artefacts of such groups are usually deleted at the end of a particular course..

And, of course, we have seen the emergence of communities of practice around different topics, practices and occupations. Such communities are by definition emergent (as practices evolve) and vary greatly in structure and purpose.

According to Wenger, a community of practice defines itself along three dimensions:

  • What it is about – its joint enterprise as understood and continually renegotiated by its members.
  • How it functions – mutual engagement that bind members together into a social entity.
  • What capability it has produced – the shared repertoire of communal resources (routines, sensibilities, artefacts, vocabulary, styles, etc.) that members have developed over time.

Rather than looking to learning as the acquisition of certain forms of knowledge, Jean Lave and Etienne Wenger in their book “Situated learning: Legitimate peripheral participation” have tried to place it in social relationships – situations of co-participation. As William F. Hanks puts it in his introduction to their book: ‘Rather than asking what kind of cognitive processes and conceptual structures are involved, they ask what kinds of social engagements provide the proper context for learning to take place’. It is not so much that learners acquire structures or models to understand the world, but they participate in frameworks that that have structure. Learning involves participation in a community of practice. And that participation ‘refers not just to local events of engagement in certain activities with certain people, but to a more encompassing process of being active participants in the practices of social communities and constructing identities in relation to these communities’

Lave and Wenger see the process of integration in communities as coming through involvement around practice – what they called legitimate peripheral participation. And evidence suggests that may work well for many learners, particularly those in vocational education and training. However it may be far more problematic for academic education or for those whose learning needs (or desires) lay outside present participation in am occupational practice.

We also have a growing number of free and open online courses. However there still remain issues.  Firstly, participating in a community of practice, particularly a dispersed community using technologies for communication, does not necessarily provide access to the support learners’ may need. We still lack is an easy way of peer matching for learners – what Vygotsky called a “More Knowledgeable Other.”  As Illich said in 1971: “It is amazing that such a simple utility has never been used on a broad scale for publicly valued activity.”

Secondly – and even if a leaner has managed to develop their own Personal Learning Network and has configured their Personal Learning Environment – there remains the issue of how to structure their learning. Traditionally learning has been structured around curricula or course outcomes. Yet traditional curricula, based on expert knowledge of a domain area may not be appropriate to present day needs characterised by the ready availability of information through the internet or indeed to the ideas of open education providing increased leaner autonomy. Dave Cormier says that the present speed of information based on new technologies has undermined traditional expert driven processes of knowledge development and dissemination. The explosion of freely available sources of information has helped drive rapid expansion in the accessibility of the canon and in the range of knowledge available to learners. We are being forced to re-examine what constitutes knowledge and are moving from expert developed and sanctioned knowledge to collaborative forms of knowledge construction. Social learning practices are leading to new forms of knowledge discovery. Cormier sees a movement from expert defined curricula to community based curricula but does not elaborate on how this process might happen.

In putting forward a metric for measuring openness in education, George Siemens talks about the “Systemic integration of openness – i.e. openness is part of the curriculum development process, not as an after market add on.” However, this would appear to be an appeal for transparency in the development process and for linking curriculum development to Open Educational Resources, rather than a basis for open education curricula.

The work of Joss Winn and Richard Hall has probably not received as much attention as it deserves. Joss Winn is particularly concerned with the dependency on tools and services underpinned by oil and technocentric economic, social and educational development in a world faced by growing uncertainties due to declining oil production. In a long blog post entitled “Towards a resilient curriculum for HE”, Richard Hall considers how curricula could prepare learners to deal with uncertainty and change. He also refers to the UK JISC funded Learning Literacies for the Digital Age project. The project final report highlighted the urgency of supporting a differentiation of identities and engagements in multiple spaces:

“there is a tension between recognising an ‘entitlement’ to basic digital literacy, and recognising technology practice as diverse and constitutive of personal identity, including identity in different peer, subject and workplace communities, and individual styles of participation.”

Hall continues

“Illich saw this as critical and believed that a “convivial society should be designed to allow all its members the most autonomous action by means of tools least controlled by others”, in order to overcome regimentation, dependence, exploitation, and impotence. He saw tools as mediating relationships, and as emancipatory where mastery of them in a specific context could be achieved.

There is a complex interplay between the theoretical opportunities of social media for personal emancipation through engagement in contexts for narrative and authorship, and our understanding of how those tools are deployed and owned in reality …. One key issue is how technologies are (re)claimed by users and communities within specific contexts and curricula, in-line with personal integration and enquiry, and in an uncertain world.”

Richard Hall goes on to look at “how to frame a curriculum that enables individuals-in-communities to learn and adapt, to mitigate risks, to prepare for solutions to problems, to respond to risks that are realised, and to recover from dislocations. This demands curricula that may be:

  • authentic and meaningful, framed by decision-making and agency;
  • enquiry-based, in which skills, approaches, decisions and actions are developed and tested in real-world situations that demonstrate complexity and context;
  • cross-disciplinary, and linked to a guild or craft-style experience rather than a Fordist, factory approach;
  • negotiated in scope, governance and delivery within authentic, rather than false, communities;
  • accredited through the specification of expertise and experience developed within real-world processes and outcomes;
  • framed by mentoring and coaching; and
  • focused upon co-governance, rather than co-creation”

In seeking to frame a curriculum to allow individuals in communities to deal with the challenges of the changing environment, Hall puts forward the basis for curricula design for Open Education.

The ideas put forward by Richard Hall are remarkably similar to those advanced by Willem Wardekker in comparing Critical and Vykotskian ideas of education.

Wardekker outlines key aspects of Vygotsky’s theory:

  • Identity becomes understandable only in connection with social relations.
  • Vygotskian theory has the ability of conceptualizing the plurality of such relations. It can recognize that positions, perspectives, and cultural resources may be inconsistent with each other without one or more of them being false.
  • Plurality may be seen in Vygotskian theory not only as a characteristic of society, but also as a characteristic of human personality.  It is not the social structures themselves that are internalized, but the meaning the individual learns to give to these structures in its interaction with others and in relation to what it has learned before. Internalization is an activity of meaning-giving and digestion … Learning does not mean being fitted with a totally new repertoire of behavior; it consists of qualitative changes in an already existing repertoire. At the same time, learning means learning about yourself: building perspectives on yourself in relation to the learning situations you find yourself in. This may generate a certain continuity, without taking the form of a unified perspective which could be called identity in the accepted sense. In different situations, before different audiences, the individual may be guided by different perspectives which may be partially incompatible. Nor does learning have a definite end; as long as there is contradiction in the social relations, learning occurs and identity keeps changing.

Vygotskian theory, says Wardekker, “has a positive attitude towards such change. … This holds on the individual level (that is, the individual development does not have an end) as well as on the level of society (we can only speak of ‘history’ if and where development takes place).”

Wardekker goes on to look at openness in relation to education.

“In the course of his or her development, each individual learns to handle the facts of change and contradiction in a certain way: either negating them or valuing them negatively, or seeing them as opportunities for development and using them in a positive way. Thus, individuals learn, or do not learn, to manage their own development and that of cultural resources. Education can play a crucial part here by stimulating certain ways of handling contradictions. The stimulation Vygotsky-oriented educators offer will go not in the direction of consistency but of openness. Contradictions should not be resolved or covered too soon. A ‘pluralist attitude’ (Rang, 1993) is an aim of education here. Ideology critique is aimed at situations which impede openness.”

These ideas can provide a starting point for a discussion around curricula for Open Education.  Key is the idea of authentic learning in engagement with real-world situations that demonstrate complexity and context. Open education can support learners in developing and exploring their own identities through developing meanings and coping with change and contradictions, both in their own personal contexts and in relation to wider society.

A radical definition of Open Education

The Open Education debate is continuing – see contributions by George Siemens, Dave Wiley, Frances Bell, Jim Groom and Stephen Downes.

But I still feel the debate is to narrow and too focused on Open Educational Resources. Don’t get me wrong – I am delighted at the way in which OERs have entered the mainstream of teaching and learning activities. But Dave Wiley, in an excellent paper entitled ‘Open for learning: the CMS and the Open Learning Network‘ and co-written with Jon Mott, explains the failure of Technology Enhanced Education as being due to the way technology has been used to maintain existing practices:

“by perpetuating the Industrial Era-inspired, assembly line notion that the semester-bound course is the naturally appropriate unit of instruction (Reigeluth, 1999).”

The paper quotes Herrington, Reeves, and Oliver (2005) who argue that course management software leads universities to “think they are in the information industry”. In contrast to”the authentic learning environments prompted by advances in cognitive and constructivist learning theories”:

“the industrial, course management model has its center of gravity in teachers generating content, teachers gathering resources, teachers grouping and sequencing information, and teachers giving the information to students.”

Yet the moves to Open Education through Open Education Resources have perpetuated that model. Yes, open educational resources are a good thing in empowering and assisting teachers, yet they remain wedded to the idea of teachers gathering resources, grouping and sequencing information and giving the information to students.

Of course there have been attempts to advance Open Education beyond OERs through opening up courses to non registered students. Dave Wiley himself has run courses on Open Education, George Siemens and Stephen Downes have for the last two years run Open Online courses on Connectivism.

Essentially these courses aim at opening up Higher Education to all those who wish to participate. And indeed the idea of increasing participation in higher education is not limited to the educational technologists. In many countries there has been a long tradition of what in the UK is called Adult Education, run buy a variety of organisations such as the Workers Education Association and sometimes receiving state funding. In the UK, government policy has been to increase the proportion of young people attending university (although this policy seems to have broken down in the present financial crisis).Yet all these initiatives appear to have ignored the issue of class. According to an analysis in the UK comparing achievement in examination results to those receiving free school meals (due to low family incomes), the percentage of pupils getting free meals who achieved the equivalent of five or more A* to Cs was 49% in 2009. For those who did not get free meals, the result was 73%. Another report in the Guardian revealed that:

“children from the richest 2% of all households, are more than four and a half times more likely to study at high-ranking universities such as Bristol and Warwick than children from average neighbourhoods. They are twice as likely as the average child in Britain to go to university at all…..By contrast, children from the poorest 25% of households, typically living in terrace homes or flats, make up less than 6.3% of the student population of these universities.”

The Milburn report, Unleashing Aspiration, recently highlighted that many top jobs are dominated by privately educated people. Although they form only 7% of the population, they account for 75% of judges, 70% of finance directors, 45% of top civil servants and 32% of MPs.

Thus policy attempts to open up higher education to wider social groups have basically failed. And any bottom up approach to Open Education needs to take such failures into account and consider what the aim of such a campaign is. In that light, I understand George Siemens’ frustrations with the prersent movement when he says:

“We need some good ol’ radicals in open education. You know, the types that have a vision and an ideological orientation that defies the pragmatics of reality. Stubborn, irritating, aggravating visionaries.”

The problem is that the existing education systems are wedded to societal structures aiming to perpetuate class differences. In a paper entitled ‘Critical and Vygotskian theories of education: a comparison’ , Willem Wadekker says:

“Transmission of objectified knowledge has displaced personality formation as the aim of education. Its primary function is to ensure the production of persons that fit into existing societal structures.”

Merely using technology to open out existing Higher Education to non registered students will not overcome existing divides of class and race. As early as 1971, Ivan Illich pointed out:

“Universal education through schooling is not feasible. It would be no more feasible if it were attempted by means of alternative institutions built on the style of present schools. Neither new attitudes of teachers toward their pupils nor the proliferation of educational hardware or software (in classroom or bedroom), nor finally the attempt to expand the pedagogue’s responsibility until it engulfs his pupils’ lifetimes will deliver universal education.”

In an excellent analysis, Danah Boyd points out that the digital divide is not just a question of access:

“We’re closer to universal access today than ever before, but access is not bringing us the magical utopian panacea that we all dreamed of. Henry Jenkins has rightly pointed out that we see the emergence of a “participation gap” in that people’s participation is of different quantity and quality depending on many other factors. Social media takes all of this to a new level. It’s not just a question of what you get to experience with your access, but what you get to experience with your friend group with access. In other words, if you’re friends with 24/7 always-on geeks, what you’re experiencing with social media is very different than if you’re experiencing social media in a community where your friends all spend 12+ hours a day doing a form of labor that doesn’t allow access to internet technologies.”

Boyd goes on to say:

“I’m much more concerned about how racist and classist attitudes are shaping digital media, how technology reinforces inequality, and how our habit of assuming that everyone uses social media just like we do reinforces social divisions that we prefer to ignore.”

If Open Education is to mean anything, it has to address the question of social divisions including class, gender and race. I am unconvinced this can be done from inside the existing educational institutions, although of course is will need the support of those working in those organisations. Instead I think we need to use the power of the internet to provide opportunities for education and learning outside the present system and to embed those learning activities in wider communities than the present institutions address.

Open Educational resources are a good starting point in providing free access to learning materials. But we also need to go beyond the present focus on higher level academic knowledge. My own research on the use of ICT for learning in Small and Medium Enterprises suggest people are using the internet for informal learning. And, contrary to expectation, whilst some of that learning was driven by need in terms of work based activities, much of it was driven by personal interest. In other words, many people are motivated to learn if they have the opportunity.

However, motivation and access to materials are not enough alone, nor for that matter is access to a Personal Learning Environment. Many learners will need support to help them overcome problems and to scaffold their learning. The idea of a Personal Learning Network is good. But once more, many learners will not have access to the people they need to support them, nor will they know where to go to get such support.

In Deschooling Society, Illich proposed using technology to overcome this problem through “learning webs.”

The operation of a peer-matching network would be simple. The user would identify himself by name and address and describe the activity for which he sought a peer. A computer would send him back the names and addresses of all those who had inserted the same description. It is amazing that such a simple utility has never been used on a broad scale for publicly valued activity.

Illich argued that the use of technology to create decentralized webs could support the goal of creating a ‘good educational system’:

A good educational system should have three purposes: it should provide all who want to learn with access to available resources at any time in their lives; empower all who want to share what they know to find those who want to learn it from them; and, finally, furnish all who want to present an issue to the public with the opportunity to make their challenge known.

Illich’s idea of a good educational system could be the basis for a truly radical movement for Open Education

Are VLEs the problem or is it just how we use them?

I was in Wolverhampton yesterday for round 2 of our AltC debate on Virtual Learning Environments (watch the movie here) this time entitled the VLE is Undead . In come ways it is knockabout stuff – Steve Wheeler, James Clay, myself and Nick Sharratt all delivering a ten minute contribution on our different takes on the theme and chaired by the ever ebullient Josie Fraser.

My presentation was basically pushing the idea of Personal Learning Environments as learners spaces as opposed to the institutionally controlled VLE. There were some interesting points that came out of the discussion. John Traxler noted that we were using the theme of educational technology to discuss the future of education. He is right. The debate over PLEs and VLEs cannot be separated from discussing either where we think education is going or from larger ideas of where we want education to go. But it may be that by focusing on education technology, it makes the debate easier to get a grip on. And it may also reflect the growing importance of technology in education.

My argument was predicated on four trends (borrowed from Martin Weller 🙂 ):

  • The growing pressures for personalisation of learning – and the fact that the present standardised education systems and institutions fail to meet the needs of many learners
  • The growing demand for education – both from developing countries who lack sufficient education services (and in many cases even access to basic schooling) and demands for lifelong learning)
  • The growing diversification of contexts and sources of learning – including of course the web and mobile learning but also media organisations and importantly the workplace – with increasing recognition of the importance of lifelong learning
  • The different ways in which people are learning – including through the internet, through personal Learning Networks, through social communities and groups and in communities of practice.

In reality VLEs have failed to prove attractive for learners – they log in when they have to but with little enthusiasm. And, however we define them, Personal Learning Environments are a reality – in the way in which people are using Personal Computers, web based applications and social networks to support their own learning.

I don’t think I won the debate – if such a debate can be ‘won’. Participants in the workshop were concerned about how to manage learners. For institutions this is a legitimate concern but would be better handled by applications for administering and managing from those for learning (indeed this was what the Jisc tried to do with its approach to service Oriented Architectures although this approach appears to have been too complex and hot problems in defining services at a technical level).

There was also concern over assessment – how would this be done without VLEs (on this I think we need especially in the UK to work out what we are trying to achieve through assessment).

The ideas around digital identities and digital literacies seemed to be very new for many of the participants. I think this is a key area which we will have to do more work on in the future.

I raised the question of students not having access to their work after a module or a course had been completed. Some saw the introduction of e-Portfolios as an answer to this although one said it was the students responsibility to make sure they has personal copies of their work. This seems to me to get to the heart of the problem. VLEs are bing used as a space for handing out assignments and for collecting in the results – as a repository. I am not convinced that VLEs are best designed for such a purpose but it once more begs the question. Essentially students are having to design their own environments for learning, whilst using the VLE as a institutional space for managing their work. And institutions are not interested or do not have resources to support students in developing their learning environment.

Interestingly, those most enthusiastic about VLEs seemed to be in institutions using their own in house software or using Moodle and I would guess that reflects the degree of ownership teaching and administrative staff feel over the VLE. It is of little surprise that those least enthusiastic seemed to be using (or being told to use) Blackboard or WebCT.

Overall, I guess, the main feeling was that VLEs were not succeeding because they were being misused or badly used. And that neatly brings us back in a full circle to the discussions about the future of education and to the purpose of educational technology. But I am concerned that the debate, such as it is, is being framed within institutional concerns. Little attention is being paid to the potential for informal and work based learning and that for me is where the true potential of technology for learning lies.

    Forbes reports that Microsoft has obtained a patent for a “conversational chatbot of a specific person” created from images, recordings, participation in social networks, emails, letters, etc., coupled with the possible generation of a 2D or 3D model of the person.


    Racial bias in algorithms

    This week, Twitter apologised for racial bias within its image-cropping algorithm. The feature is designed to automatically crop images to highlight focal points – including faces. But, Twitter users discovered that, in practice, white faces were focused on, and black faces were cropped out. And, Twitter isn’t the only platform struggling with its algorithm – YouTube has also announced plans to bring back higher levels of human moderation for removing content, after its AI-centred approach resulted in over-censorship, with videos being removed at far higher rates than with human moderators.


    Gap between rich and poor university students widest for 12 years

    The gap between poor students and their more affluent peers attending university has widened to its largest point for 12 years, according to data published by the Department for Education (DfE).

    Better-off pupils are significantly more likely to go to university than their more disadvantaged peers. And the gap between the two groups – 18.8 percentage points – is the widest it’s been since 2006/07.

    The latest statistics show that 26.3% of pupils eligible for FSMs went on to university in 2018/19, compared with 45.1% of those who did not receive free meals. Only 12.7% of white British males who were eligible for FSMs went to university by the age of 19. The progression rate has fallen slightly for the first time since 2011/12, according to the DfE analysis.


    Quality Training

    From Raconteur. A recent report by global learning consultancy Kineo examined the learning intentions of 8,000 employees across 13 different industries. It found a huge gap between the quality of training offered and the needs of employees. Of those surveyed, 85 per cent said they , with only 16 per cent of employees finding the learning programmes offered by their employers effective.
