Barriers to Personal Learning Environments

I am speaking at a joint Evolve / Educamp on line session tonight about e-Portfolios and PLes. Coincidentally, I have been working on background research for the Mature project which is seeking to develop Personal Learning and Management Environments to support professional development and knowledge maturing services.

One topic in my brief for Mature was to look at barriers to the introduction of PLEs and PLMEs. As I wrote two weeks ago, PLEs are with us now – in the sense of how learners are using computers to support their own learning. But at the same time there appear to remain institutional and organisational barriers to the wider adoption of PLEs.

Anyway this is what I came up with for the Mature work. I would love any comments or feedback.

Issues in introducing PLEs

Despite the interest from the educational technology community, the implementation and institutional support for PLEs remains slow. This may be a reflection of the need to address a series of issues, both related to approaches to teaching and learning and technology development.

Learner Confidence and Support

One of the reasons why current VLEs have been successful is that they allow universities to centralize support and thus ensure a certain level of competence and quality of experience (Weller, 2005). Supporting learners in creating their own learning environments would be a major challenge.

Furthermore many learners may not have the confidence and competence to develop and configure their own tools for learning. However, Wild, Mödritscher and Sigurdarson, (2008) consider that “by establishing a learning environment, i.e. a network of people, artefacts, and tools (consciously or unconsciously) involved in learning activities, is part of the learning outcomes, not an instructional condition.”

Moreover, the advances in Wb 2.0 tools and social software are reducing the technological complexity and knowledge required by the user in configuring such tools.

Moving beyond issues of technology, many learners may feel challenged by the shift towards more learner centred provision and by the idea of managing their own learning. Setting aside issues of whether this is a core or meta level competence, learners will often still require support.
Institutional control and management

A further barrier to the introduction of Personal Learning Environments may be fear by organisations of loss of institutional and managerial control. This is a complex issue. It may imply a difficulty in pedagogical change and innovation with the move towards more learner centred learning. It may reflect the requirement of institutions to utilise computer based systems for managing programmes and students with present functionality for this provided through integrated Virtual Learning Environments. It could also reflect the requirements of centralised curricula and prescribed learning materials and learning routes. It may also reflect the preference of Systems Administrators to control software systems and server access and the need for data security.

At university level many students now use their own laptop computers, thus alleviating some of these issues. However, this will not be so in an enterprise.

Also at university level, many institutions are moving towards Service Oriented Architectures (SOAs). These may allow specific learning services to be delivered in formats that can be consumed through a PLE, whilst maintaining the integrity of administrative systems and services.

Contexts of learning

In seeking a generic approach to PLE development, design and provision, there is a danger of overlooking the different contexts in which learning and knowledge development take place. Not only will different users be dealing with different knowledge, subject areas and data, but the physical environment in which the learning takes place will vary as will use of the learning. This may have profound implications for PLE design and deployment.

Experimentation, Development and Interface design

There are many interesting projects working on different aspects of learning design and development and contributing to what we might call a future PLE. Inevitably, much of this work is being undertaken by computer programmers and specialists, with a greater or lesser understanding of education and learning. To evaluate the potential of such developments requires trialling with real users. Yet, most of these projects are at best at a beta stage of development. Many do not have well developed user interfaces and the design of such interfaces is time consuming. Yet, without such interfaces it is difficult to persuade users (individual and organisational) to involve themselves in such trialling.

User centred design models may offer a way forward in this respect.

Web 2.0, e-Portfolio. PLEs and much more

Before Christmas I did an interview over Skype with Janine Schmidt, Dennis Brüntje, Franz Büchl, Oliver Härtel from the University of Ilmenau in Germany. the title of the interview was ‘Identität 2.0 durch E-Portfolios’ – Indentity 2.0 through e-Portfolios. They have very kindly sent be a transcriot of the interview. A slighly edited versiona appears below. You can also see n more of teh project work on the students’ web site.

JS: Okay. What was the most impressive and effective usage of an ePortfolio you came across so far? Could you please specify your experience?

GA: It’s a hard question. Most impressive and effective use of an ePortfolio. (…) I’ve seen many different people using ePortfolios in many different ways. But of course, it really depends on how you defining ePortfolios in those terms. I think probably the most impressive I’ve seen in formal education was a vocational college in northwest of England where they were using ePortfolios on an auto-mechanics course. And one module on this course they were making a custom car, and they were getting kids who probably haven’t got lots of qualifications really recording their experiences as they went of the work they were doing and reflecting on the work they were doing, so that greatly impressed me.

JS: Okay. So ehm. The second question will be like focal topic for definition and classification of ePortfolios: How do you define ePortfolios and which significant characteristics do ePortfolios have compared to conventional portfolios?

GA: Well firstly and obviously what distinguishes an ePortfolio from an ordinary portfolio is the use of some kind of electronic interfaces, some kind of electronic media. I’d have to say as well I’d say that ePortfolio can be very much mixed, but pretty obviously the use of electronic media gives us a whole new series of capabilities. But after that the definition starts to break down a bit: and I think you can see vaguely three or four different ways in which ePortfolios had been developed and been used. Unfortunately, the predominant thing comes from they’re using higher education and especially from the USA, where they’d been very much used as an assessment vehicle allowing students to record a progress towards preset learning outcomes. Now I don’t think that’s helpful because the students are tended to see them as a part of an assessment regime and in many cases higher education students are already over assessed. And it’s very much limited, the potential of what is seen as legitimate learning. You’ve had another tendency in the UK to see them as a vehicle for planning learning, PDP-processes, which is another way to look at them. Or you’ve got another tendency, which is more of what I favour, which is to see ePortfolios as a way of recording all your learning including informal learning. And of course there is a strand in the literature certainly in the research of ePortfolios which sees ePortfolios as a powerful vehicle or potentially powerful vehicle for reflection on learning. Though I have to say that how that process of reflection is scaffolded and undertaken is less well researched or less well understood and perhaps just a matter of recording, so you got a powerful point about recording learning, assessing learning, reflecting on learning, etcetera, etcetera many different processes and how ePortfolios been used and what they’d been used for, different processes had been emphasized by different people. And to some extend, and this is quite important, some of those processes had been hard coded in ePortfolio-software and series of assumptions made and those assumptions aren’t always made transparent by the people who have developed the ePortfolio applications.

JS: Okay. So the next question would be: Would you rather consider ePortfolios as a loosely composed tool construct or as a specific method used in educational context? Or do you even have a complete different point of view?

Personal Learning Environments have happened

There has been some discussion lately questioning why Personal Learning Environments have been so slow to take off. I think this misses the point. PLEs are here. they are being used every day by thousands of users all over the world. True, there is no branding saying PLE. And the PLEs differ greatly, technologically and in how they are being used.

PLEs were never about developing a new generation of educational software. PLEs were about a change in the way learners used technology to support their learning. PLEs were about reflection on different sources and contexts of learning. PLes were about learners taking control of their own learning. PLEs were about collaborative and social learning

Web 2.0 and social software has facilitated that happening. Be it Facebook or Ning, blogs or Wikis, Webquests or social bookmarking, it has taken place. Not every learner is progressing at the same pace and has the same confidence in developing, configuring and using their PLE. Why should they? Learners move at different speeds in different contexts and at different stages of their lives and learning journeys. Learners have different personal preferences for the tools they use for learning and the mode of learning they prefer. Learning takes place in different contexts – institutional and workplace. But the changes we talked about when we first discussed the idea of the PLE is happening all around us.

Of course it is true to say that institutions have not supported that change – if they have recognised it at all. Institutions remain wedded to control and management models and the LMS or VLE suits that purpose. However, the slow move to web services, the slow adoption of standards and increasing interoperability are making it easier for learners to utilise institutional course provision within their PLE.

But the big change will not be through the univeristy and schooling systems. The big change will be as work based leaners and learners not enrolled on any institutional course use technology to support their learning. Of course that will not be educational technology as such. It will be tools like Diigo or PBwiki, Twitter and WordPress. This does pose a question as to the future role of educational technology. Essentially the adoption of the PLE has passed educational technology by. The cutting edge of the so called educational technology community is no longer with the developers or systems administrators. It is the pedagogists, the teachers, the facilitators and the learners who are leading development. And that is as it should be.

Open education – Spring programme

It is the season of predictions for 2009. Here is mine – 2009 will be the year of Open Education. Seminars, workshops, lectures, courses – all available on line and for free. I am not sere I trust my  star-gazing ability – or my ability to predict technology development trends for that matter – so we are doing our best to make sure it comes true by organising a series of events ourselves.

Over the next few days I will be posting details of a whole series of different events. Educamp
April 17th – 19th

What is the EduCamp all about?
The EduCamp-Network (http://educamp.mixxt.de/) is organising the third EduCamp in Germany. This will also be the first international EduCamp. The event will take place from the 17th to the 19th of April, 2009 in Ilmenau, Thuringia. Details of previous EduCamps can be found at http://educamp.mixxt.de.

There will be some initial structure for the programme, but after the panel discussion on Friday, the EduCamp will be organized as a barcamp. Sessions and workshops will be organised by participants at the beginning of the event. On Sunday the topic under discussion is “EduOpenSpace” (OpenSpace?). Participants will form clusters to discuss some of the related topics.

Topics
The issue of how we can use social software, such as weblogs, podcasts, wikis, micro-blogging, VoIP in education in schools, universities and companies is a subject attracting much interest. Developing connections to other people and joining learning networks is central to the Information society. Mulitple knowledge resources all access to the exchange of experiences and the construction of knowledge.

The last EduCamps meeting discussed ‘Teaching and Learning 2.0’. This meeting will continue those discussions.

EduCamp is an open event and everyone interested in welcome to attend. It will take place at the Humboldtbau at the Technical University of Ilmenau.

The main topics for the EduCamp are Corporate Learning 2.0 and e-learning in schools or universities. Other topics include the use of E-Portfolios, Digital games and virtual worlds in education. In line with the idea of barcamp, everyone is invited to propose their own topics for discussion.

How my Personal Learning Environment is Changing

Alec Couroso has been pondering on the differences between a Personal Learning Environment and a Personal Network. The replies from a Twitter shoutout are interesting. But I am not really convinced. For me the idea of a Personal Learning Environment was never limited to the tools we use for learning or to on-line learning. It is what is says – the environment in which we learn. And that includes work, the home, our social environment and the institutional learning programmes in which we participate. It includes books and above all perhaps it includes people.

What distinguishes PLes from VLEs, e-Portfolios, or from classroom and lecture based learning for that matter, is that it brings together informal and formal learning. It recognises the primacy of the learner on driving and developing their learning. And – in terms of tools – it provides them the means to organise their own learning. Whilst I don’t really see the point in distinguishing between a PLN and a PLE there are changes in the ways we are learning and the tools we are using to learn.

Tow years ago a wrote a short paper on PLEs in which I listed the tools which comprised my PLE:

  • Presentation software – Keynote
  • Newsreader – Net Newsreader
  • Instant messaging and VOIP – Skype

I still use quite a lot of these tools. But for most of my web based publishing I have moved to WordPress. And I now use Open Office as a work processor. For bookmarking I use diigo. And Vienna is now my newsreader of choice. But these are small changes. What has changed since i produced this list is the development of web based tools for social networking. Facebook has come and almost gone (although more on that in another post). Twitter is a critical part of my PLE. I live on skype and sometimes venture out in Second Life. I regularly facilitate or participate in sessions on Elluminate. But it is not even the advent of new tools but rather chnages in the way we are using the web for learning. So whilst before my PLE comprised of a series of tools for managing learning, for consumption and for creation, and tools for communication – today the communication tools are central in managing my networked and collaborative learning. Web 2.0 tools have allowed us to put the social back into online learning. That for me is why elearning 1.0 never really worked. Learning is a social activity. Early e-learning applications tried to bypass the social. Interaction was with the computer, not with other learners.

Personal Learning Networks, Personal Learning Environments – I don’t really mind what we call them. What is critical is that a PLE / PLN helps us in organising our learning and helps us make the connections with those with whom we want to collaborate and share, whoever, wherever they are.

We have the ideas and the technologies – what changes in the system do we need for Open Education?

The education system does not work

Last week in a post entitled “If PLEs are Incompatible with the System, how do we Change the System?”, I argued that our present systems are unable to keep up with the requirements of society and of industry for learning and knowledge development.  Curricula cannot keep pace with the speed of technological and social innovation and the skills and knowledge required by today’s technology cannot be delivered through a rigidly sytematised, market led educational system.  Present education systems cannot support lifelong learning and it will cost too much to extend the present model of institutional education to deliver the learning required by the present phase of capitalism.I could – and should – have added that in many countries there is still not free access to basic education – let alone to higher education. Even in advanced economies such as the UK students are expected to contribute towards the cost of their education resulting in many leaving higher education with large debts. There is an assumption that they will do this because of the premium this places on their earning power but research shows this premium to be eroding. And such a premium is based on the differential between them and those without higher education; if everyone has equal access to learning then such additional income would disappear.

An emergent alternative

If the present systems cannot be extended to deliver education for all and lifelong learning is there an alternative? I believe we have an emergent alternative based on the use of new technologies and on radical changes in pedagogy.

Open Educational Resources

Lets start with learning materials or educational resources. We are moving from a position of scarcity to one of abundance through the rapid development of Open Educational Resources and internet based media. Books, videos, audio,learning materials, research papers, journals can all be accessed through the internet. Critically the development of cheap sub laptop computers and of handheld devices (plus the soon to emerge, cheap electronic book readers) and increasing access to internet access, provide a wealth of easily accessible educational resources. Such media are socially and economically sustainable through the very numbers of people contributing to their development and publication. There are still issues over quality and discovery but these issues are far from unresolvable.

Social Networks

Secondly, social networks allow us a forum and social space for shared and peer group learning. We are no longer dependent on the classroom based expert learning model of the past. Just by following Twitter isit is possible to find every day streamed conferences and seminars with free online access. More importantly teh culture of free and open education is spreading. A number of educational social networking sites allow anyone to offer courses and anyone to attend. Whilst some are based on business models involving fees, it seems more likely we will move in the direction of free online education. Early Open Educational resource sites are increasingly looking at enhancing teaching and learning provision to support the materials they are posting online.But most critically, social networking allows us to find and collaborate with people who share a similar interest – and that can include a similar interest in learning. As early as 1970, Illich put forward a vision that people would send a postcard to a central address expressing there learning interests and that a mainframe computer would match up their interests with others and arrange them a meeting with such people. Now that process can be expidited through online social media and geographical location technologies could allow us to meet up face to face with those people with similar interests in our geographical vicinity.

Curricula

One of the barriers to such self driven and social learning has been centrally controlled and regulated curricula. Here too, the use of social media is leading to new ideas of community driven, emergent curricula based on the model of the Rhizome. Learning will not so much be driven by enrolment on a officially prescribed course or curricula, but in participation in learning as part of a community of practice where bodies and tenets of knowledge are changing, emergent and transparent.

Participation in courses and programmes of learning also has a social element. But here too, we have an alternative model. Massive On-line Open Courses (MOOCs) offer a model for the scalable delivery of courses and programmes, and more importantly for the organisation of social interaction around such courses, both online through blogs, wikis, online seminars, internet radio, MUVEs etc. and face to face through geographically located study groups and circles.

Personal Learning Environments

A further piece in the jigsaw is the move towards Personal Learning Environments. PLEs are important in allowing individuals to organise and manage their own learning, regardless of where that learning takes place. PLEs can provide a framework for scaffolding and reflection on learning.

Changing the system

Put all the parts together and we have a new model, a model which can extend learning to all those who want it and support lifelong learning. A model which is affordable and scalable. But of course it requires imagination and change to implement such a model.

There are four key changes we need to take.

The first is in the role of teachers. Teachers are important for guiding and supporting learning. Teachers are a precious and scarce resource. Too much to their time at present is pent delivery front of the class learning and lecturing. If we could increase social and peer group learning and free up teachers time, then we should be able to provide open access for teachers to all who require such support.

The second is assessment. present methods and approaches to assessment are one of the biggest barriers to new and more radical pedagogic approaches. If assessment was seen as part of the learning process, rather than as a process of measuring what people do not know, assessment could become an integral and important part of a new system.If education and learning are integrated in society, then assessment can become authentic within everyday living and working situations.

The third is the role of schools and the design of learning environments. The schooling system has become institutionalised. the vast resources used to support and maintain school buildings and facilities could better be used supporting learning within the community. Schools should be opened to learners of all ages providing guidance and support for learning. But schools are not the only place in which we learn. It is widely accepted that much of our learning is informal. Yet we do little to enhance working and community environments to support that learning. The working environment is not juts the physical surrounding but the deign of work tasks and the work organisation. For learning to be effective we need opportunities to put that learning onto action. We need a holistic approahc to learning environments. A positive outcome of deschooling society is to introduce learning in the wider spheres of activity in our societies.

The final change is in accreditation. There is little point in developing learning in the workplace and in the community and encouraging the development of Open Educational Resources and Personal Learning environments, if access to future opportunities is reliant on accreditation which can only be obtained through participation in prescribed courses. Accreditation can and should be based on presentation of evidence of learning and competence, based on our e-Portfolios and participation in learning activities. Of course, this may require some forms of presentation, in electronic and other media and may require expert and peer testimonial. This is not so much of a technical change, but a change in how we view the validation and recognition of learning.

Of course these are radical chnages. But the main point of this post was to say that we have the ideas and the technologies to support an alternative to the present education systems, systems which are failing so many indiviidals and failing society as a whole.

If PLEs are incompatible with the system then how do we change the system?

Goerge Siemens has written an important post called ‘Systematization of education: Room for PLEs?’ Why do I think it is important? Because George tries to look at the relationship between the development and uses of technology and the societal organisation of education.

The crux of his arguement is: “PLEs are great. They’re just completely incompatible with the existing education system.”

George quotes Evetts, Mieg, and Felt who “suggest that expertise has as a significant sociological component. Power, authority, and validity all play a role. Focus on accountability, audits, and performance targets are now heavily intertwined with professionalism. Structures of control – such as education – are not solely about knowledge and the interaction of learners with academics. Education is a system based in a sociological context. Or, more bluntly, there is “no fundamental difference between the pursuit of knowledge and that of power.”

A PLE, in contrast, is a tool/process/concept that addresses the needs of learners. It is not, to date, integrated with the power structures of society. It is only – and perhaps even honorably – about knowledge. It’s entirely possible that an integrated power structure can be built at a grassroots level, thereby developing the capacity of PLEs to replace existing LMS tools (which again, find their strength in existing power structures of control and data organization under the umbrella of the institution). This transition will not, however, occur without a corresponding power shift that emphasizes networks as an alternative to hierarchical curricular control structures that begin with industry and government setting research agendas and often influencing standards and curricular needs.”

As George says: “The modernization of education: during the industrial revolution, education transitioned from a personal relationship between faculty member and learner to a systematized model of large instructional classes and numerous teachers.”

He concludes: “Education has ceased to be about the individual learner (the early university model) to being about the existing power allocation of society (today’s model as a by product of industrial techniques applied to education).

As a result, it makes perfect sense that LMS are popular. LMS’ speak the language of the current power structure in education: control, accountability, manageability.”

I agree with almost everything George says. But I am far less pessimist than him. I think George misses two things: the inherent contradictions in capitalist societies and the power of individual and collective agency.

Just as there are contradictions in the capitalist economic system, so are there in the different superstructures which support that system. Yes, education has become systematised to deliver the education and training required by modern industrial societies. But at the same time, the system is unable to keep up with what is required. It is not just a question that curricula cannot keep pace with the speed of technological and social innovation. It is an issue that the skills and knowledge required by today’s technology cannot be delivered through a rigidly sytematised, market led educational system. Furthermore, globalisation, the rapid turnover in employment and occupations and the implementation of new technologies have led to pressures for continuing learning – what is being called lifelong learning. Present education systems cannot deliver this. Hence the never ending reforms of our schooling systems and the ongoing financial problems of universities. Putting it simply, it will cost too much to extend the present model of institutional education to deliver the learning required by the present phase of capitalism. PLEs and MOOCs offer alternative models – for better or worse. Although institutions may resist such models, they will have little alternative than to embrace change.

OK – that is the first argument. The second is based on individual and community agency. The education systems are powerful. But they are not hegemonic. There have always been spaces for individuals and groups to organise their own learning in their own way. In the UK in the 19th and 20th centuries workers organised their own education through the Mechanics Institutes, just as today we find an increasing wave of self organised and open learning available through the web. There are many innovative teachers experimenting with new technologies. Often this work is going on on the fringes of the system, where the control may be less strong. Language teaching is one such example. Most language schools are only interested in results and if the teacher chooses to use PLEs or Web 2.0 tools then they do no object as long as the results are good. Today I was talking with Maria Perifanou, an Italian language teacher in Tessaloniki in Greece. She told me how her students are using Edmodo, set up as part of their langauge course,  to communicate about what is happening in the riots. “They send messages, songs, links, express opinions… they used it these days to tell about  their situation…in Italian…so this brought them their need to share opinions…to become a community.”

It is not merely a question that the system has to change before we can adopt Personal Learning Environments. PLEs support informal and social learning. It is that informal and social learning which can change the system. It is notable that the uprising in Greece is being led by students – many of whom are still at school.

We all can have agency in changing the system and the use of social software and the development of peer networks is part of that process.

Integrating personal learning and working environments

I have been working with Cristina Costa to write a review paper on Personal Learning and Working Environments. The paper is now avaiable online on the Research section of this web site.

This review paper part of a series of papers commissioned by the Institute for Employment Research at the University of Warwick under the title of ‘Beyond Current Horizons – Working and Employment Challenge’. In turn, in forms part of a larger programme of work under the banner of Beyond Current Horizons that is being managed by FutureLab on behalf of the UK Department for Schools, Children and Families. The brief was to cover:

  • The main trends and issues in the area concerned;
  • Any possible discontinuities looking forward to 2025 and beyond;
  • Uncertainties and any big tensions;
  • Conclusions on what the key issues will be in the future and initial reflections on any general implications for education.

We had also agreed that we would produce such a paper to inform the work of the European Union Mature project which is looking at knowldge maturing and developing Personal and Organisational Learning and Management Environments.

It is a longish paper and covers such issues as:

  • new ways of learning using Web 2.0 schools
  • deschooling society
  • workbased learning and the social shaping of work and technology
  • organisational networks and communities of practice
  • Personal Learning Emvironments
  • the future of universties
  • informal learning
  • knowledge development and sharing

We were given a wide brief to look at what might happen up to 2025 and what developments we thought were likely and what were desireable. We have used the opportunity to think a little more freely than is often possible within the scope of traditional academic papers.

Is instructional design dead?

Martin Lindner raises some important issues in a recent blog post.

“Even “e-Learning 2.0″ still seems to be discussed primarily from the perspective of institutions or organisations. But the Web 2.0 obviously is “user-centered”. Every This was the starting point for discussing “PLEs” (Personal Learning Environments) as opposed to LMSs (Learning Management Systems) and VLEs (VirtualLearinng Environments) that has been led by Scott Wilson, Leigh Blackall, Stephen Downes and many others in 2005.

The main point has been nailed by Leigh in his notorious “Die LMS Die! You too PLE!” blog post:
‘So while I whole heartedly agree with the PLE and Scott’s reasoning for rejecting the LMS/VLE, I can’t say I’m with them on their alternative. In my view, the VLE, LMS and PLE are the same. A suggestion that the Internet, and informal networked learning are not enough. That people still need to come to school to learn. That people need to distinguish learning from life, that people need to download and install an application that will solve their learning needs.’

The ultimate learning environment is “the Web” itself. But the Web conssits of a applications which trigger designed user experiences. That is the question: Is there room left for instructional design of any kind in a Web environment? And how can we help mainstream users with low “Web literacy” to exploit the new possibilities for their personal empowerment?”

I have to say I worry when I hear people talking about PLE applications. But Martin makes the point himself in asking how we can help users to exploit the new possibilities – although in my view it is not just users with ‘low web literacy’ but all users. For this we need tools though I have long asked whether they should be regarded as social tools rather than learning tools. And learners need support in developing their own Personal Learning Environment to make the computer do what they want it to do for learning. Also we need to open out learning resources to ensure that they can be utlised within a PLE.

Is instructional design dead? It depends I suppose on just what you mean by instructional design. Yes in the narrow meaning of the learning objects debates and in the heavily sequenced teacher controlled applications. But no if we are talking about designing materials to help people learn. Its just that more and more people are involved daily in instructional design and most of them without training themselves. Just witness the flourishing of videos on You Tube designed to show us how to do something!

One final comment. Martin says “The ultimate learning environment is “the Web” itself.” No Martin, the ultimate learning environment is the world around us – which of course includes the web. But it also includes people, books and our (physical) working environment. One big challenge for the future is how to ensure such an environment is rich with learning possibilities.

What does a Personal Learning Environment look like?

I’m doing two presentations on Personal Learning Environments this week – one in Braga in Portugal and one on line at Bar Camp Berlin. Regular readers will know these are not my first presentations on PLEs. And lately I have been concerned that the debate has been stalling a little. We have been very good at saying what a PLE is not – it is not an instititional learning system etc. but rather hazy on just what it is. So that is the theme of the all brand new – new words, new pictures presentation. I will release the slides in Friday and try to get an audio version out in next two weeks. One of the points which I am at pains to make is that a PLE is not just a technical infrastruture – indeed it is possible to imanagine a PLE which involves not computers what so ever.     Cyborg patented?

    Forbes reports that Microsoft has obtained a patent for a “conversational chatbot of a specific person” created from images, recordings, participation in social networks, emails, letters, etc., coupled with the possible generation of a 2D or 3D model of the person.


    Racial bias in algorithms

    This week, Twitter apologised for racial bias within its image-cropping algorithm. The feature is designed to automatically crop images to highlight focal points – including faces. But, Twitter users discovered that, in practice, white faces were focused on, and black faces were cropped out. And, Twitter isn’t the only platform struggling with its algorithm – YouTube has also announced plans to bring back higher levels of human moderation for removing content, after its AI-centred approach resulted in over-censorship, with videos being removed at far higher rates than with human moderators.


    Gap between rich and poor university students widest for 12 years

    The gap between poor students and their more affluent peers attending university has widened to its largest point for 12 years, according to data published by the Department for Education (DfE).

    Better-off pupils are significantly more likely to go to university than their more disadvantaged peers. And the gap between the two groups – 18.8 percentage points – is the widest it’s been since 2006/07.

    The latest statistics show that 26.3% of pupils eligible for FSMs went on to university in 2018/19, compared with 45.1% of those who did not receive free meals. Only 12.7% of white British males who were eligible for FSMs went to university by the age of 19. The progression rate has fallen slightly for the first time since 2011/12, according to the DfE analysis.


    Quality Training

    From Raconteur. A recent report by global learning consultancy Kineo examined the learning intentions of 8,000 employees across 13 different industries. It found a huge gap between the quality of training offered and the needs of employees. Of those surveyed, 85 per cent said they , with only 16 per cent of employees finding the learning programmes offered by their employers effective.
